Description
The U.S. Department of Labor, OASAM, Job Corps Acquisition Services, Architect/Engineer and Construction Division has a requirement for the purchase of Renewable Energy Credits (RECs) required by statutory requirements for renewable energy consumption. The total RECs are 21,000 MWh for FY2020. �The RECs shall be provided on a firm-fixed-price basis and must be Green-e Certified or Equivalent in compliance with Green-e Programs� technical requirements.� All products purchased must meet or exceed the requirements of the Energy Policy Act of 1992 and 2005 (or latest version); Executive Order 13834; the Energy Independence and Security Act of 2007; and all other applicable federal, state, and local codes and directives.� This is a sources sought Notice.� In accordance with Federal Acquisition Regulation (FAR) 10.002(b) (2) (i) this notice is being issued for the purpose of conducting market research.� Market research is being conducted to determine if there are potential small businesses with the capacity and experience to perform this required service. This Notice is not to be construed as a Request for Proposal or an Invitation for Bid.� There is no solicitation at this time.� This request for information does not constitutes as a request for proposal; submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any cost incurred. The full extent of the services to be performed will be described in the solicitation, which may follow at a later date.� However, a summary of the services to be performed is as follows: Provide Renewable Energy Credits from Government approved source.� � � � � � �The generation dates are between October 1, 2019 and December 31, 2020. � � � �2. Submitted Supply Plan containing Certification that RECs meet � � � � � �Green-e or equivalent � � � � � �RECs total 21,000 MWh� � � � � � � � � � � �RECs from renewable generators place in service on or after October 1, 2009 � � � � � �RECs must not be under contract elsewhere � � � � � � Verification audit company name and date provided � � � � 3.� Verification by independent third party � � � � � � �Proper understanding of the third party independent audit � � � � � � �Third party has no commercial interest in the sale of the RECs � � � � � � � Verification reports from wholesale supplier of the RECs are not acceptable � � � � 4. Commitment letter from supplier to supply the RECs as per the Supply Plan The estimated cost range is between $25,000 and $100,000.� The NAICS Code for this requirement is 221118.� The small business size standard in number of employee is 250. Firms interested in this requirement are requested to submit a statement of qualifications.� Your statement of qualifications shall demonstrate the capacity of your firm to provide the services described above.� In addition, your submission shall include a summary of previous projects performed comparable to the services described above.� The dates, project owner and a brief description of the services performed should also be included with your submission. The government will evaluate market information to ascertain potential capacity to 1) provide services consistent in scope and scale with those described in this notice and otherwise anticipated; and 2) secure and apply the full range of corporate financial, human capital, and technical resources required to successfully perform similar requirements.
