Description
The solicitation is amended as follows: The verbiage from section H-2 Key Personnel� and L-11 Security Requirements have been removed. Reference: SOW Question: How many types of crude oil will NRL provide to the contractor? Answer: NRL will be looking at a minimum of two types of crude oil. Reference: H-2 Key Personnel Question: Who does the Government identify as Key Personnel, and what are their respective qualifications? Answer: There is not a Key Personnel requirement, so this section has been removed. Reference: M-2: Evaluation Factors for Award Evaluation Factors A and C appear to be very similar though the information required in each respective section as detailed in L-16 Proposal Content is very different.� Question: How will Factors A and C be evaluated, and what are the specific differences in evaluation criteria? Answer: In Factor A, the government will be evaluating on Personnel Qualifications and in Factor C, the government will evaluate the methods and techniques for completing each task. Reference: L-11 Security Requirements L-11 Security Requirement states �prospective Offerors shall have the required facility clearance in accordance with attached DD254 at the time of proposal and personnel available with final DoD granted personnel security clearances required for performance of the contract.� Question: A DD-254 was not attached. Please provide the DD-254. Please provide the DD-254. Answer: there is no DD 254, so this section has been removed. ����� 1. Question: Could you provide guidance on the anticipated amount of oil samples being supplied by NRL, and the amount of times you require each sample to be probed? Answer: Only vapor from the oil will be provided on a substrate. No actual oil samples will be provided. They will have until the end of August 2021. The Naval Research Laboratory (NRL)�requires a Canine Oil Detection � Using Odor Signatures to Improve Training Detection Proficiency on Land and Water. Oil detection canines have proven to be an effective tool in oil spill remediation, and are currently used for field surveys to locate subsurface oil or to inspect and clear large areas with low or no oil contamination.
