Description
INTRODUCTION: In accordance with Federal Acquisition Regulation (FAR) 10.002(b)(2), this Sources Sought Notice is for market research and information purposes only at this time and shall not be construed as a solicitation or as an obligation on the part of the Department of Veterans Affairs (VA). The Department of Veterans Affairs, Veterans Health Administration (VHA), Program Contracting Activity Central (PCAC) is conducting a market survey and is seeking potential sources to provide Architectural and Engineering (A-E) services as part of multiple award A-E Indefinite Delivery, Indefinite Quantity (IDIQ) contracts issued for VA Region 3. SUMMARY OF WORK TO BE PERFORMED: The Department of Veterans Affairs (VA) intends to award multiple-award IDIQ contracts to multiple Service Disabled Veteran Owned Small Businesses (SDVOSBs) in Region Three. Region Three consists of four Veterans Integrated Service Networks (VISNs) 10, 12, 15, and 23. VISN 10 serves the states of Michigan, Indianapolis, and Ohio. VISN 12 serves Illinois, Madison, and Wisconsin. VISN 15 serves the states of Kansas and Missouri. VISN 23 serves North Dakota, South Dakota, Iowa, Minnesota, and Nebraska. (Please see attached map) The professional services within Region Three provided under each IDIQ contract are of an architect or engineering nature, as defined by State law, as applicable, which are required to be performed or approved by a person licensed, registered, or certified to provide such services. Reference FAR Clause 52.236-25 Requirements for Registration of Designers (June 2003). Architect/Engineer (A/E) services are required to provide project site investigation; data input and analysis; project scoping and cost estimating; development of Requests for Proposal; complete detailed designs for maintenance, repair, alteration, and new construction projects; third party design reviews; procurement support; construction period services, including submittal reviews; commissioning; project management; and construction management. These projects will require multi-disciplinary planning, designing and A/E service for institutional, commercial and industrial type facilities. Services to be provided are multi-disciplinary in nature and primarily focused on Infrastructure Technology (IT) modernization and building infrastructure improvements to support implementation of the new Electronic Health Record (EHR). Additional projects may support the VA s Minor, NRM and Seismic programs. PROCUREMENT INFORMATION: The Government anticipates conducting a competitive acquisition for this requirement. It will be issued as an Indefinite Delivery Indefinite Quantity Contract with the intent of awarding a multiple award contracts for licensed architectural, multi-disciplined engineering and design (A/E) services for the following types of projects: Facilities demolition, repairs, alterations, new construction, utility/infrastructure upgrades, commissioning and leases. Exact items, quantities and delivery requirements will be identified in the Standard Form (SF) 330s Statement of Qualifications and subsequent solicitation related requests. Solicitation and award procedures that may be used include but are not limited to FAR 36.6, FAR 16.505, VAAR 819.70 and VAAR 836.6. However, the results and analysis of the market research will finalize the determination of the procurement method for each project. The type of socio-economic set-aside, if any, will depend upon the responses to this notice and any other information gathered during the market research process. This project is planned for advertising in April 2021. The anticipated North American Industry Classification System (NAICS) code is 541330 Engineering Services (size standard $16.5 million). However, a NAICS code of 541310 Architectural Services (size standard $8.0 million) may be considered depending on the responses received. The duration for these A-E IDIQ contracts is anticipated to be one base year and four option years. The ordering limits of each IDIQ contract have not been established. The responses obtained from this sources sought notice will help the Contracting Officer make informed decisions for each project regarding acquisition strategy. CAPABILITY STATEMENT: Respondents shall provide a general capabilities statement in the following format: Section 1: Provide company name, DUNS number, company address, Point-of-Contact name, phone number and email. Section 2: Provide company business size based on NAICS code 541310 or 541330. Also, provide business type (i.e., Large Business, Small Business, Service-Disabled Veteran Owned Small Business, Small Disadvantaged Business, Women-Owned Small Business, Hub Zone Small Business, etc.), the number of years in business, affiliate information, parent company, joint venture partners and potential teaming partners. Section 3: Provide a Statement of Interest in providing these A-E Services. The Statement of Interest shall include the VISN or VISNs your firm is interested in providing services. Section 4: Provide a list of any previous A-E IDIQs your firm has either been a prime or subcontractor on. Please ensure to include the VISN and/or location, the disciplines your firm provided for the contract, the NAICS code applied for the contract and the ordering limits of the IDIQ contract (maximum task order amount and total value of the IDIQ). It is requested that interested contractors submit a response (electronic submission) that addresses the above information. Please note that hard copies will not be accepted. Responses must include the Sources Sought number in the subject line of their e-mail response. Submissions (responses) shall be submitted via email to the primary point of contact listed below no later than February 1, 2021 at 1:00 PM ET. The Capability Statement submitted in response to this Sources Sought shall not be considered to be a proposal. This notice is for information and planning purposes only and is neither to be construed as a commitment by the Government nor will the Government pay for information solicited. No evaluation letters and/or results will be issued to the respondents. After completing its analyses, the Government will determine whether to limit competition among the small business categories listed above or proceed with full and open competition as other than small business. Any information regarding the potential projects identified in this notice will be posted to Contract Opportunities at beta.sam.gov. It is the potential offeror's responsibility to monitor this site for the release of any information.
