- SOLE SOURCE NOTICE/SPECIAL NOTICE In Situ Burn Tests at University of Alaska, Fairbanks ------ SPECIAL NOTICE OF INTENT TO ISSUE A SOLE SOURCE PURCHASE ORDER TO THE UNIVERSITY OF ALASKA, FAIRBANKS TO CONDUCT IN SITU BURN TESTS ASSOCIATED WITH BSEE CONTRACT NO. 140E0120C0001. This Notice is issued in accordance with Federal Acquisition Regulation (FAR) Subpart 5.2, Synopses of Proposed Contract Actions. The U.S. Department of the Interior (DOI), Bureau of Safety and Environmental Enforcement (BSEE), Acquisition Operations Branch, is the contracting office for this procurement. The purpose of this Notice is to announce the Government�s intent to negotiate a sole source purchase order with the University of Alaska, Fairbanks (UAF) based on the contractor�s demonstrated unique capability in accordance with FAR 6.302-1, only one responsible source. This requirement will utilize FAR Part 13 acquisition procedures. In 2020, BSEE awarded a contract to Applied Research Associates (ARA) to develop a system to quantify in situ burning (ISB) efficiencies and burning rate. BSEE is seeking to advance the maturity of in situ burn (ISB) quantification technology to a state where it is highly automated and tested in a realistic environment. UAF manages the only test facility in the United States with a large enough test basin and necessary environmental permits for crude oil burning at Poker Flat Research Range. UAF will provide test support to test ISB quantification technology which will refine the instrumentation to acquire data for algorithms to accurately measure and quantify burning volumes and efficiencies to advance the state of maturity of the technology. UAF will fabricate booms to coral the crude oil, ready the test facility, and required air, water, and fire permits to burn crude oil, which is critical to the test. BSEE has performed a market survey and looked at other similar facilities, but none of the facilities are able to meet all of BSEE�s requirements including, permission to perform in situ burn tests with a tank large enough for the required tests to advance the technology. The anticipated period of performance is 12 months with two weeks of testing to occur in the spring of 2021. The place of performance is at the contractor�s facility. THIS NOTICE IS NOT A REQUEST FOR QUOTE. However, any firm believing itself capable of performing the work stated above may submit technical documentation to establish their capability. Such documentation must be submitted to the Contracting Officer by 12:00pm, Eastern Daylight Savings Time on February 3, 2021. A determination not to compete the proposed requirement based upon responses received lies solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed on a sole source basis.
