- Special Notice Notice of Intent to Award a Sole Source Modification The Department of Veterans Affairs, Veterans Health Administration, Network Contracting Office 17, intends to award a firm-fixed priced modification to Beckman Coulter, Inc. (Beckman Coulter), for the procurement of additional chemistry for CPR tests for the San Antonio Laboratory. The increased chemistry will include the panels listed below in the item description. The increased testing is for the South Texas Veterans Healthcare System, Pathology & Laboratory Medicine Service, 7400 Merton Minter Blvd., San Antonio, TX 78229. Item Description 2001AD 3001AD 4001AD CPRR, Estimated 1480 Urine Chemistry Incremental Tests Per Month 2001AE 3001AE 4001AE CPRR, Estimated 3824 Microscopy Incremental Tests Per Month 2001AF 3001AF 4001AF CPRR, Estimated 122 Body Fluids Tests Incremental Per Month The modification will be made by a pricing agreement with Beckman Coulter, based upon pricing from previous contracts and VA NAC FSS schedule pricing. The requesting activity states due to new VA initiatives, patient testing has increased by an average of 25 percent per month for the San Antonio area. This notice is not to be considered a request for quotations or proposals. A modification or new contract award will not be awarded based on an offer received in response to this notice; however, all responsible sources may submit a capability statement, proposal or quotation, which shall be considered by the agency. Proposals or offers received will be used to determine if a comparable source is available and more advantageous to the government. If no affirmative written response is received within five (5) days from the publication of this notice, a modification will be issued to Beckman Coulter, without any further notice. The anticipated statutory authority permitting other than full and open competition for the requirement is 41 U.S.C. 3304(a)(1), as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Needs.
