- Introduction This is a notice of intent, not a request for a quotation. A solicitation document will not be issued and quotations will not be requested. Purpose The National Institute of Standards and Technology (NIST) intends to negotiate a firm-fixed priced purchase order on a Brand-Name Only competitive basis to authorized resellers of National Instrument Corporation, located at 11500 N MoPac Expy, Austin, TX, 78759. The purchase order will be for quantity one (1) CompactRIO system with the Part Numbers and quantities identified herein that is manufactured by National Instruments Corporation. Authority This acquisition is being conducted under the authority of FAR Subpart 13.106(b)(1) allowing the Contracting Officer (CO) to solicit from one source (including brand name). The North American Industry Classification System (NAICS) code for this acquisition is 334118 Computer Terminal and Other Computer Peripheral Equipment Manufacturing with the small business size standard of 1000 Employees. The acquisition will be solicited on a total Small Business Set Aside basis.� Description Please see the attached Statement of Need/Required Specifications document for details.� Sole Source Determination The sole source determination is based on the following: NIST research has been developed to the AM research communities using the National Instruments (NI) platform. The system needs to be programmable in National Instrument Labview, in order to reuse the intellectual property already developed in existing proprietary NI products currently in use at NIST. The system also needs to have built-in field-programmable gate array (FPGA) and high-speed I/O for real-time monitoring and feedback control that are compatible with the existing NI-based research. Therefore, an NI CompactRIO system (controller and I/O modules) is required. Only the NI brand is acceptable for research integrity, compatibility and standardization purposes.� Information for Interested Parties Interested parties that believe they could satisfy the requirements listed above for NIST may clearly and unambiguously identify their capability to do so in writing by or before the response date for this notice. This notice of intent is not a solicitation.� Any questions regarding this notice must be submitted in writing via email to Hunter Tjugum, Contract Specialist, at hunter.tjugum@nist.gov. All responses to this notice of intent must be submitted via email to hunter.tjugum@nist.gov so that they are received no later than the specified DATE at TIME Eastern Time.
