Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. This Request for Quotations incorporates provisions and clauses in effect through Federal Acquisition Circular 2005-84 dated Nov 1, 2015. All responsible sources may submit proposals that will be considered by the agency. The contract will be awarded on a firm-fixed-price basis using simplified acquisition procedures in accordance with FAR Part 13.5. Past performance will be considered in the selection of the awarded vendor. TCTO_ TB2010_50600_RTK _0820_418 WORK ITEM 1:� Tank Sounding Tube, Replace 1.� SCOPE 1.1 Intent.� This work item describes the requirements for the Contractor to replace existing carbon steel sounding tubes in tanks listed in Table 1 with 90-10 Copper Nickel piping and fittings. The Contractor shall provide the services of an OEM authorized/ licensed Tech Rep for the OHMART/VEGA Tank Level Indicator Vegapuls 66 to accomplish the following on site: �������������� Provide manufacturer's proprietary system/ equipment information, software, and tools. �������������� Assist with and ensure compliance with manufacturer's procedures and standards during disassembly, inspection, repair, modification, calibration, and reassembly of the equipment/system. 3.1.2.1 Ensure the Tech Rep is an OEM Certified Representative for the system/equipment stated above and demonstrated on their r�sum�. 3.1.3 Protective measures.� The Contractor shall furnish and install all protective coverings to seal off and protect all non-affected vessel's components, equipment, and spaces near the work area against contamination during the performance of work.� Upon completion of work, the Contractor shall remove all installed protective measures, inspect for the presence of contamination, and return all contaminated equipment, components, and spaces to original condition of cleanliness. 3.1.4 Interferences.� The Contractor shall handle all interferences in accordance with SFLC Std Spec 0000, paragraph 3.3.5 (Interferences). Known interferences include, but are not limited to the following: �������������� Insulation �������������� Electrical wiring �������������� Piping systems �������������� Deck Covering 3.1.5 Electrical requirements.� The Contractor shall accomplish all electrical work in accordance with SFLC Std Spec 3042. 3.2 Functional test of TLIs � initial.� Prior to commencement of work, the Contractor shall witness Coast Guard personnel perform an operational test of each tank TLIs to demonstrate that each radar head/sensor is functional (i.e., Digital readout is displayed).� Ensure that there is interface/communication between the TLI sensor and the Machinery Control and Monitoring System (i.e. Digital readout at the TLI is identical to that displayed).� Submit a CFR. NOTE Functional test of the TLI radar heads should be done before the tanks are emptied. 3.3 Tank sounding tube replacement.� The Contractor shall replace the entire length of the sounding tubes below the TLI assembly coupling in accordance with Coast Guard Drawing 750-WMSL-506-512.� Use the referenced Coast Guard Drawings to identify the steel sounding tube and associated fittings for removal.� Use the existing piping configuration as templates for the replacement piping. 3.3.1 Removal.� For each tank sounding tube, the Contractor shall disconnect the radar sensor electrically and mechanically, tag each sensor assembly with corresponding tank number or location compartment number, and protect the sensors from damage while in storage as these will be reinstalled on the new sounding tubes.� Once the sensor assembly has been disconnected at the coupling, remove all remaining sounding tube material in affected tanks.� Discard removed components in accordance with all Federal, State, and local rules and regulations. 3.3.2 Installation.� The Contractor shall prepare and install new sounding tubes.� New and reused material shall be in accordance with Coast Guard Drawing 750-WMSL-506-512.� Use the old steel piping as templates.� Ensure the internal and external surfaces of the new pipes and fittings are clean and free of foreign debris before installing. Perform welding and brazing in accordance with SFLC Std Spec 0740. 3.3.3 NDE.� The Contractor shall perform a visual inspection (VT) and a dye penetrant (PT) inspection of all piping and deck penetration welds in accordance with SFLC Std Spec 0740. Submit a CFR. 3.3.4 Nuts on flanged joints in all tanks shall be self-locking with at least one thread length extending beyond the insert when the nut is drawn up tight. The self-locking nut shall be rated for the temperature of the service. 3.3.5 Where disconnected, reinstall pipe supports in accordance with MSS SP-58. 3.4 Boundary test, compartment air. In the presence of the Coast Guard Inspector, the Contractor shall air test the affected tanks listed in Table 1 in accordance with SFLC Std Spec 0740, Appendix C. Submit a CFR. 3.5 Calibration and operational test � post repair.� After completion of work, the Contractor shall re-install and calibrate the TLI sensors using the cutter�s sounding device. In the presence of the CG Inspector and the Tech Rep, take the liquid level readings using the radar TLI and manually using the sounding (gaging) tape at 0%, 25%, 50%, 75%, and 95% of tank capacities. The level and/or volume indication from the TLI shall be within 3% accuracy from the manual sounding indication at all locations. Submit a CFR. 3.6 New sounding tube surface preservation.� The Contractor shall prepare and coat the external surfaces of the new sounding tube inside and outside of the tanks using the system specified for �Piping, Interior (Piping, Insulated and Uninsulated, Under 200�F)� Appendix B (Cutter and Boat Interior Painting Systems) in SFLC Std Spec 6310. 3.7 Restoration and touch-up preservation.� The Contractor shall prepare and coat all new and disturbed surfaces to match existing adjacent surfaces in accordance with SFLC Std Spec 6310, paragraph 3.1.13 (Touch-ups and minor coating repairs.) 3.7.1 Any section of the polymeric deck covering that has to be removed shall be replaced using the same material to match the adjacent color and flakes.� Prepare affected deck surfaces and install polymeric deck covering system in accordance with SFLC Std Spec 6341.� 4.� NOTES This section is not applicable to this work item.
