Description

This is a PRESOLICITATION NOTICE, Solicitation 75H701-21-R-00013 for the replacement of Automatic Transfer Switches (ATS) at Crow Agency, Montana, a construction project for the Indian Health Service (IHS), Division of Engineering Services. The Government anticipates releasing the solicitation on or about 3 February 2021 and will remain open for approximately 30 calendar days. The solicitation and all amendments for this Request for Proposal will be posted on https://beta.sam.gov/. A full scope of work, plans and specifications and Construction Wage Determination will be included in the solicitation documents. Additional details can be found in the solicitation when it is posted to https://beta.sam.gov/. SCOPE OF WORK:� The project involves replacing three existing Automatic Transfer Switches (ATS) and associated components for the backup power system at the Crow/Northern Cheyenne Hospital in Crow Agency, Montana. The ATS are near the end of their useful life and in need of replacement. The project will require some renovation of the generator room due to the required relocation of the ATS to meet code clearances. The ATS relocation will require modifications to the mechanical ventilation for the generators. The ATS system is to be replaced per the plans and specifications. LOCATION OF PROJECT:� All work shall be performed on the grounds of the Crow/Northern Cheyenne Hospital, Crow Agency, Montana on the Crow Indian Reservation. CONSTRUCTION DURATION:� Period of Performance is 90 calendar days from issuance of the Notice to Proceed. CONSTRUCTION MAGNITUDE: The magnitude of this construction project is anticipated to be between $250,000 and $500,000, in accordance with FAR 36.204(d). SITE VISIT:� Details regarding the Site Visit will be included in the solicitation. NOTE: ALL DATES ARE SUBJECT TO CHANGE. SEE SOLICITATION FOR OFFICIAL DATES, TIMES, AND LOCATIONS OF SITE VISITS AND DEADLINES. This project will be procured as a 100% Small Business set-aside solicitation under North American Industry Classification System (NAICS) code 238210 � Electrical Contractors and Other Wiring Installation Contractors. The associated size standard for this procurement is $16.5 million. For the purposes of this procurement, a concern is considered a small business if its average annual revenue for the last three (3) years is less than $16.5 million. It is the responsibility of the contractor to check https://beta.sam.gov/ frequently for any amendments or changes to the solicitation. Hard copy documents will NOT be available � all documents for proposal purposes will be posted at the website for download by interested parties. This solicitation will be procured as a Request for Proposal (RFP) in accordance with FAR Part 15 and 36 procedures with Lowest Price Technically Acceptable evaluation criteria. CONTRACT TYPE:� The Indian Health Service intends to award a Firm Fixed Price (FFP) construction contract in support of this requirement. NOTE: Registration in the System for Award Management (SAM) database is mandatory to be considered for award. Contractors are encouraged to complete SAM registration as soon as possible; the Government may not delay award for the purpose of allowing a contractor additional time to register in SAM.
