*******CH-1 :� �The contract is anticipated to be awarded on or about July 2021. ****** This is not a Solicitation.� A solicitation will be issued on or about 12 February 2021. CONTRACT INFORMATION: This announcement is for an ""Unrestricted"" acquisition to contract the construction of additional administrative spaces for the Air Force Personnel Center (AFPC), B-Wing, Building 499, on Joint Base San Antonio - Randolph AFB, Texas.� Firms will be selected based on demonstrated competence and qualifications for the required work. The North American Industrial Classification System code is 236220, which has a size standard of $39.5 million. A firm-fixed-price contract will be awarded. The contract is anticipated to be approximately awarded in April 2021. �To be eligible for contract award, a firm must be registered with the System for Award Management (SAM) database. Register via the SAM Internet site at https://www.sam.gov/. No state level certifications will be accepted. PROJECT INFORMATION: This contract is a Design Bid Build for the additional administrative space for the AFPC on Joint Base San Antonio � Randolph AFB, Texas.� The two-story building will utilize conventional construction methods to accommodate the mission of the facility. The B-Wing is intended to tie the AFPC campus together, linking critical mission components to create an efficient and cohesive operation. The construction will include a reinforced concrete and structural steel building; steel-reinforced pre-cast concrete panel exterior, finished with stucco, roof system with red clay tile; mansard condition at the edge; HVAC system, fire protection, all utilities, security provisions, site improvements, exterior stairs & ramps to facility entrances, stamped flatwork at the new patio which provides outdoor Porch Call gatherings for the AFPC employees, storm sewer, sanitary sewer, water lines, access drives,�and sidewalks, communications infrastructure; and all other necessary support infrastructure�to ensure a complete and usable facility.� In addition, this project shall include demolition of�sidewalks, asphalt and concrete pavement, curb and gutter, and storm sewer located on the�existing site. The total project area of the new construction site is roughly 2 acres. No new�parking is associated with this project, but concrete flatwork will provide accessible access to�the new facility from existing parking lots. Security and Force Protection will be required along�with Contractor Furnished Contractor Installed Equipment (CFCI).� The work will involve but not limited to: Structural; Electrical; Vertical and Horizontal Work; Plumbing; HVAC and Duct work. This project will comply with DoD Antiterrorism/force protection requirements per UFC 4-010-01.� The Contractor shall provide all supervision, labor, materials, equipment, supplies, and transportation necessary to perform on Air Force Personnel Center (AFPC), B-Wing, Building 499, on Joint Base San Antonio - Randolph AFB, Texas as specified in the Statement of Work and Design Plans that will be attached to the future Request for Proposal (RFP). All work shall comply with all State, local and Federal laws and regulations, and applicable code requirements. The United States Army Corps of Engineers (USACE) is committed to excellence in the construction activity for this requirement. The construction of this project shall achieve the highest quality of operations and aesthetics in meeting the requirements of the design while at the same time being cost effective. The magnitude of construction is estimated to be between: $25,000,000 and $100,000,000. After solicitation issuance, contractors may view and or download the solicitation, specifications and all amendments at Beta.Sam.gov. Type in the search box the solicitation number W9126G20R0091. The use of the websites requires prior registration. Plans and specifications will NOT be made available in paper format or on compact disc. It is the Offerors responsibility to monitor the website and or any other official government website for amendments to the solicitation. You must be registered with the SAM, to receive a Government contract award. A firm-fixed price contract is anticipated to be awarded using LPTA. �Public bid opening procedures are not applicable for this solicitation. �The period of performance will be 540 calendar days from award.� The wages and benefits of service employees (see FAR 22.10) performing under this contract must be at least equal to those determined by the Department of Labor under the Davis-Bacon Act.
