- TITLE: Bureau of Indian Affairs (BIA) Western Region Construction Multiple Award Task Order Contract (MATOC) GENERAL: The Department of the Interior (DOI), Bureau of Indian Affairs (BIA) will be soliciting proposals from Indian-owned Small Business Economic Enterprises (ISBEEs) having the capability to perform the work described below. This is a PRESOLICITATION NOTICE only and does not constitute a solicitation; accordingly, no response is due at this time. Specific instructions on submitting proposals will be contained in the solicitation documents to be issued on or after the date listed below. It is anticipated that a solicitation will be issued via this announcement on or around February 3, 2021 on beta.SAM.gov. Responses will be due approximately 30 days or more following the issuance of the solicitation, once posted. Actual proposal receipt date will be established at the time solicitation documents are available. The entire solicitation package will have all attached documents will be available in Adobe PDF and/or Microsoft Word. Any specifications and drawings will be available in Adobe PDF and/or Microsoft Word. PROJECT DESCRIPTION: This acquisition is for a Construction Multiple Award Task Order Contract (MATOC) for the BIA Western Region, where approximately five (5) to eight (8) Indefinite Delivery Indefinite Quantity (IDIQ) contracts will be awarded to qualified offerors. The MATOC Contractors will perform design/build, performance-based construction, design-bid-build, and modular/offsite design-build contracts for general construction, renovations, demolition, environmental and hazardous material remediation alterations for the DOI BIA in any of the 50 United States. This contract excludes �Covered Construction� as defined in the Department of the Interior Acquisition Regulations (DIAR) Subpart 1480.201. A wide variety of facilities types are involved, similar but not limited to, education, law enforcement, detention facilities, fire stations, staff housing, general administration buildings. Site specific work will also be required, similar but not limited to utilities site distribution systems, domestic water treatment facilities, sewage treatment, water storage and distribution. Renovation services could include minor renovation, major systems replacement, energy efficiency upgrades and hazardous material abatement. Some Task Orders which require design and construction may require stamped drawings or sketches to describe the new construction. In addition, the contractor may be responsible for obtaining all necessary permits. PROJECT LOCATION(S): The work shall be for various buildings and facilities across the Western Region which includes Nevada, Utah, Arizona and potentially other outlying areas. MAGNITUDE: The maximum aggregate value of the five (5) to eight (8) IDIQ contracts will be a total of $40,000,000 for all periods; individual task orders shall range from $2,000 to $5,000,000. The government guarantees a minimum award of $10,000.00 to each MATOC IDIQ awardee. SET-ASIDE TYPE: This is a competitive ISBEE set-aside acquisition. All responsible ISBEEs may submit a proposal for consideration in accordance with these and other terms and conditions of the anticipated solicitation. NAICS CODE: The primary NAICS Code for this project is 236220 - Commercial and Institutional Building Construction with a small business size standard of $36.5 Million. DURATION: The contract performance period is anticipated to be for One (1) Year Base Period, plus four (4) - One (1) Year Option Periods.
