- Description: This is a pre-solicitation announcement for the Department of Veterans Affairs, VA Medical Center, located in Richmond, Va. A Request for Proposal will be issued on https://beta.sam.gov/ website on Contract Opportunities about December 11th, 2020 for Design-Build Project No. 652-20-129 Titled ""Renovate Bldg. 509 for 3D Printing Lab"" at the Hunter Holmes McGuire VA Medical Center, 1201 Broad Rock Blvd, Richmond, Virginia 23249. This announcement is a 100% total set-aside for Service-Disabled Veteran Owned Small Businesses (SDVOSB). �The VA is seeking a qualified Contractor to furnish all tools, equipment, material, permits, labor, and supervision necessary to accomplish, the work including the contract documents, plans, and specifications, a summary of which is provided below. The Contractor shall furnish the A/E Design Services, all labor, material, equipment, supervision, As-Built Documentation, and all other related information. The renovation of Building 509 will allow the facility to house and operate new Government furnished 3D printing and finishing equipment to be used in the production of medical personnel protective equipment (PPE) and other medical supplies currently in short supply due to the COVID 19 pandemic.� The design and subsequent renovating will be based upon the functional layout plan provided in this notice.� The upgrades to the facility shall include the areas outlined in the functional layout plans and include the following building systems:� heating, ventilation, and air conditioning (HVAC) and controls, electrical distribution system, architectural, structural, communication/data and fire protection systems.� The designer shall also consider process flow when laying out the new space. Period of Performance/Work Site: 365 calendar days after receipt of the Notice to Proceed. Work will likely commence late Winter 2020 to Early Spring 2021. Work site is building 509 located at 1201 Broad Rock Blvd. Richmond, VA 23249 The North American Industry Classification Code (NAICS) for this procurement is 236220 Commercial and Institutional Building Construction and size standard $39.5 million applies. In accordance with FAR 36.204, disclosure of the magnitude of this construction project is between $500,000 and $1,000,000. The Government intends to award a Firm Fixed Price Contract within 120 days from proposal receipt date. This notice is for informational purposes only and is not a request for submission of offers. No other information regarding scope, dates, etc. is available until issuance of the solicitation via CONTRACT OPPORTUNITIES �https://beta.SAM.gov . As authorized by FAR 5.102, solicitation dissemination is limited to electronic medium, and the VA will provide no hard copies. The solicitation, consisting of various documents, specifications, forms, and drawings will be available for download at no charge only from the CONTRACT OPPORTUNITIES website on or about December 11th, 2020, with a due date to be specified in the solicitation. Further details of all dates and events, including site visit and proposal opening date, will be available in the solicitation.
