- Description This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, Streamlined Procedures for Evaluation and Solicitation for Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation document will not be issued. This solicitation is issued as an RFQ. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2021-02 This solicitation is set-aside for VIP Verified Service-Disabled Veteran small business (SDVOSB). If your business is not VIP Verified, please enroll at https://www.vip.vetbiz.va.gov/. All businesses must be VIP Verified at time of submission to be eligible for award. The PSC is 7110 Office furniture The Carl T Hayden Medical center is seeking to purchase Brand name or equal to DIRRT WALLS All interested companies shall provide quotations for the following: Supplies/Services Line Item Description Quantity Unit of Measure 1 DIRRT WALLS (BRAND NAME OR EQUAL TO) 1 EA 2 Install (coordinated with facility) 1 EA Delivery shall be no later than 60 days after receipt of order Please see Attachment A drawings for all drawings in related to this project. STATEMENT OF WORK This project involves procuring, manufacturing, delivering, building, 91 lineal feet of DIRTT walr or equal to l, 3 large graphic photos, 3 signage graphics (hi resolution file(s) needed to finalize for shop approval), 2 tech walls with 55"" TV's (tv allowance included), and a millwork display cabinet for the ED Waiting Area in the main building in support of the Halls/Walls remodeling project (644-19-004) at Phoenix VA Health Care System (PVAHCS), main campus. PROJECT OVERVIEW: It is the responsibility of the contractor to abide by all local ordinances governing the project location. This Project Includes: One Waiting Area Work Requirements Secure VA Temporary Badge and security clearance for all contractors, scheduled through VAMC PIV Office room # 1148D-2. Phone 602-277-5551 x4990. Contractors must have valid identification. Leave all work areas in clean and orderly condition. Installation Timeframe To be coordinated by the VA Interior Designer/COR, or their appointee. To be completed during the hours of 6:30AM-4:30PM (adjusted/modified as needed, approved by the Interior Designer/COR/Appointee): Manufacturing Requirements The manufacturer shall be expected to provide commercial and heath grade furniture. Manufacturer shall meet the design, manufacturing, and warranty requirements as outlined in these specifications. Lead time should be within industry standard 6-8 weeks from receipt of order. Delivery Requirements Indicated by VA designer/COR. Product to be stored by manufacturer/dealer and be delivered/installed to the VA specific site when date/schedule approved by VA Interior Designer/COR. Delivery method (Trucks direct to site, trucks to warehouse, unpackaged, then delivered to site, etc.) Installation Requirements Coordinate delivery and installation of items with the Phoenix VA Interior Designer/COR. The installation shall occur Monday, Wednesday-Friday between the hours of 6:30AM-4:30PM. Installation: Ideal completion date: by the date listed in the contract 60 Days ARO Product to be stored by manufacturer/dealer and be delivered to the VA jobsite when date approved by VA Interior Designer/COR. The vendor is to contact the interior designer/COR to schedule delivery to confirm a date, time, and the location. Protect doors, doorways, and corridor walls use for delivery. All services shall be delivered by certified technicians in accordance with manufacturer s recommended instructions. Contractor must be able to complete each room and demobilize according to these expected and approximate timeframes. Contractor must supply a detailed staffing and project schedule for each phase of this project. Contractor is responsible for repair of these areas for any damage caused by the Contractor. All packaging material and debris shall be removed from the site and properly disposed of by the contractor. Any defects in material from installation shall be repaired and damaged products that cannot be satisfactorily repaired shall be replaced. Upon completion of installation prior to the punch list walk through, all products shall be cleaned and dusted, and the area shall be left in a clean neat condition and ready for occupancy. A punch list walk through shall be performed with the contractor s representative. Items on the punch list shall be noted and a response for completion time (expected date of completion) of each item shall be provided from the contractor. Design Efforts Required The VA Interior Design department has completed the programming and interior design selection for supplying and installing the DIRTT Wall System for room D105-1, in Building 1, of the Phoenix VA Healthcare System. The specification sheets indicate specific DIRTT products as required for this project. Floorplans and locations have been identified and supplied for each location by the VA Interior Designer/COR. Stored Product Conditions Product must be protected/maintained in the packaging that it arrived in from the manufacturer. Product must be stored in an area that is clear from aisleways. Product must be stored together as a group during the entire period of performance, until delivery. Product must be clearly labeled/identified as VA property. Storage Facility Conditions Facility must maintain security of all VA property until delivery/installation. Facility must be clean and free from damage-causing dust/debris/objects to product/VA property. Vendor Responsibility Vendor is responsible for any damage to product/VA property until VA Interior Designer/COR has accepted complete installation of products Vendor to ensure protection of product/VA property by guaranteeing the replacement of any damages to said product/VA property. Warranty Warranty information provided needs to indicate the length, what is covered, and the usage that warranty covers and must meet or exceed the following criteria: Industry standard minimum of 12+ years. Includes all components and moving mechanisms. Warranty work performed on location at manufacture s expense. Warranties shall be signed by the authorized representative of the contractor. Warranties accompanied by document authenticating the signer as an authorized representative of the guarantor, shall be presented to the owner upon the completion of the project. The vendor shall guarantee that the products are free from any defects in workmanship from the date of delivery/installation. GENERAL REQUIREMENTS: This specification establishes the minimum requirements for the acquisition of a complete and usable selection of ceiling to floor Demountable systems. All products and components will be new; refurbished products will not be accepted. All products specifications are shown as the manufacturer of DIRTT. The demountable walls must be able to accept Herman Miller Canvas Office Landscape mounted to the walls. Substitutions of the finishes shown/identified in the product pages shall NOT be accepted. Pricing shall include these exact finishes and colors or as chosen by the VA Interior Designer/COR. The current ceiling height in the required space is 9 feet. The current ceiling is a grid type. Walls: Solid walls with a 24 clerestory. Outside of the office walls: Full height tiles with Chromocoat [painted finish]. Inside of the office walls: Two horizontal reveals to hang overheads. The walls to use seismic bracing components for structural support per City of Phoenix Code requirements. Data and electrical are not required in the demountable walls on this site. It currently exists on the back wall. Doors: Solid hinged 24 clerestory, doors with Chromocoat [painted finish], with locks. All contracted personnel must always have identification on them while on site/VA property. The documents provided are for quotes and are NOT intended to be used as final installation drawings. It is the responsibility of the vendor to review all drawings and confirm correct quantities prior to order. All finishes to be confirmed prior to manufacturing/delivery by interior designer/COR. PDF format drawings are included. Contractor must be able to complete each room and demobilize according to these expected and approximate timeframes. Contractor must supply a detailed staffing and project schedule for each phase of this project. After award, vendor shall be able to field verify project site. Any modification after award shall be approved by the VA Contracting Officer and POC/Interior Designer prior to order/implementation. No visits to the site prior to awarded contract, due to exposure to confidential information. PRODUCT DATA: Performance and Design Criteria: Provide integrated interior assemblies that are factory sub-assembled and site installed to integrate with the base building structure, shell, mechanical, electrical and plumbing systems. The demountable walls should be made up of frames and tiles that act independently from each other. The demountable wall tiles must have the ability to be fabricated to span across multiple frames in a horizontal format. Walls shall utilize factory finish site installed panels that mechanically fasten to a factory finished and assembled aluminum structural frame module. Finish panels should be segmented with the ability to span off-module, or across multiple frames in segments or monoliths, vertically and horizontally. Assembly shall allow for independent configuration of structure, finishes and functions relative to each side of the wall. Prefabricated wall frames are constructed to where the internal structure can be modified in the field if necessary. Assembly shall be comprised of components which can be disassembled, relocated and field cut and substantially reused for future reconfigurations allowing for adaptability and retrofitting of the Structure, Doors and Frames, Door Hardware, and Site Integrated components. Structure shall be capable of supporting wall hung accessories including, but not limited to casework, furniture, systems furniture, shelves, countertops and equipment in channels or reveals that are integrated within the structural frame and enable universal horizontal alignment without damaging finishes. Integrated interior assembly shall provide accommodation or provision for the embedding [fully encased behind glass] of electronics in the wall cavity. Structural framing shall allow for universal non-standard AV display, sound and various support equipment to be mounted in the cavity of the wall with all required structural brackets, wire management, access and ventilation equipment to prevent overheating. Integrated interior assembly shall enable access of the internal cavity from either side without the addition of an access panel or need for repairing of finishes. Provide integrated interior assembly with a continuous open cavity vertically and horizontally free of structural impediments for the routing of mechanical, electrical and plumbing components. Provide integrated interior assembly capable of accommodating up to a 1 inch [25mm] gap between the top, bottom and side edges of the prefabricated assembly and base building elements. Provide an integrated interior assembly system capable of accepting pressure fit extrusions and co-extrusions to fill voids between finish panes, at ceiling connections, and other base building connections. Provide ULC certified integrated interior assembly that allows for pre-installed electrical power distribution systems comprised of certified electrical components, which are usually concealed and may not be accessible for inspection at the installation site. Structural Performance: Capable of withstanding the effects of gravity loads, dead loads, and the following loads and stresses within limits and under conditions indicated: Transverse Load: Lateral deflection of the overall span when tested under a uniformly distributed load of 5psf[0.24kN/m2] in accordance with ASTM E72 where [L] equals wall height: Solid Walls; not more than L/120. Glass walls: not more than L/175 or ¾ inch [19mm] whichever is more stringent. Mechanical Strength: Capable of withstanding static loads in accordance with ANSI/BIFMA X5.6. The system must anticipate future change and ensure availability for a period of 5 years. All warranty items shall include, labor, traveling, parts, and shipping of items. Warranty: Limited lifetime of materials and workmanship except for 12 years on power components, glides, and panel fabrics with 5 years on lighting ballasts and lighting power supplies. Smooth or textured steel paint options to match most major metal furniture manufacturers. OPTIONS TO BE INCLUDED: Entry Hinged doors. Product to attach to ceiling and floor. Glazed tiles along the top as a clerestory of the ceiling to floor frame system. Tiles to be used on the ceiling to floor frame system. Ability to have Herman Miller Canvas Landscape systems furniture mounted to the demountable walls. Furniture, Design, and Installation Support Services Contractor may be required to provide basic design services and layout for commodities purchased. All designs of furniture layouts, including original designs and any subsequent redesigns, must be accomplished by a qualified professional Interior Designer with either a four (4) year Interior Design degree from an accredited school by the Council for Interior Design Accreditation (CIDA/FIDER), or 5 years of experience, and one year experience using contractor s software similar to that proposed for this contract. Contractor is required to provide installation drawings for furniture purchased. Contractor shall place all orders, track orders, schedule deliveries and coordinate trucks with the manufacturer for manufacturing and delivery according to VA project schedule. Contractor shall be responsible for all field measurements whether in existing spaces or new construction. Contractor shall not rely on AutoCAD drawings for final measurements. Contractor shall perform installation services per task order SOW. Contractor must have a project manager/lead installer based on project size. Project manager/lead installer must have a minimum of 2 years of experience performing installation services in healthcare facilities. Contractor may be required to remove and/or relocate existing VA furnishings in coordination with VA Logistic Management Service and Interior Designer per the task order SOW. Contractor may or may not be required to complete services outside of normal duty hours per the SOW. Contractor shall be familiar with VA campuses and various VA Outpatient Clinics, regulations, loading dock locations and hours of operations. Contractor must provide Proof of Insurance. Contractor shall provide 30 Days Free Storage once the complete bill of materials has been received at a conditioned facility that meets all building requirements including but not limited to the sprinkler, security, safety, temperature and environmental controls as not to void furniture warranties. Contractor must notify VA of the specific location of any or all stored furniture. Contractor shall provide all necessary materials, equipment, labor, supervision, and Management to: (A) coordinate delivery: (B) load and unload; (C) place/install items in designated rooms/locations; (D) assemble items as required; (E) secure as designated; and (F) properly dispose of all associated packing/crating materials outside the VA premises. VA COR: to be specified at delivery/task order level. Protection of Property The Contractor shall perform an inspection of the buildings and grounds with the COR prior to commencing work. Contractor shall protect all items from damage. The Contractor shall take precaution against damage to the buildings, grounds and furnishings. The Contractor shall repair or replace any items related to buildings or grounds damaged accidentally, or on purpose due to actions by the Contractor, utilizing materials of the same quality, size, grade and color, to match existing work. To ensure that the contractor shall be able to repair or replace any items, components, on the buildings or grounds damaged due to negligence and/or actions taken by the Contractor. The Contractor shall communicate with the COR to resolve all repairs beyond simple surface cleaning. Concurrence of the COR is required before the Contractor may perform any significant repair work. In all cases, repairs shall utilize materials of the same quality, size, texture, grade and color to match adjacent existing work. The Contractor shall be responsible for the security of the areas in which the work is being performed at all times prior to completion. The Contractor shall maintain accountability and control of any keys provided and shall return them to the COR upon completion of the work. Contractor shall provide floor protection while working in all VA facilities. All material handling equipment shall have rubber wheels. Delivery Contractor shall contact the POC at least 14 business days prior to the start of work/shipping to ensure that the building is ready for install. In the event there is a delay in delivery, Contractor must notify the assigned VA COR immediately in writing, preferably via email. Contractor shall provide the COR with scheduled date and time that the delivery truck will be arriving at least 24 hours minimum in advance. Contractor must ensure that the driver of the delivery vehicle has copies of the Bill of Materials/delivery orders and shall not attempt to deliver any items before the scheduled delivery date. Receive and Unload If the Contractor is unable to complete the assembly and placement of all unloaded items before the end of the workday, the Contractor will be responsible for moving these items to a secure location, until the next available workday. The Contractor will be responsible for moving the items from the overnight storage site to its designated position in the building. The Contractor shall verify and inspect all items. Any and all deficiencies (damage/overage/shortage) shall be brought to the attention of the assigned VA CO in writing, preferably via email, immediately upon identification. The Contractor shall store damaged items in the location designated by the COR. The Contractor shall maintain a complete file of all documents relating to each discrepancy and copies of all Discrepancy Reports shall be forwarded to the POC on a daily basis. Contractor shall repair or coordinate with the COR for replacement of damaged, defective, or missing items. Assembly and final acceptance Contractor shall be responsible for all safety and security guidelines within the area in which work is being performed, to include securing any contractor-owned tools or equipment, and any on-site storage being utilized. The contractor shall install all items in accordance with each requirement statement and basic component floorplan, panel plan and electrical plan, designed and provided by the contractor with each task order. Contractor shall uncrate all items received and perform all required assembly in accordance with the manufacturers instructions. Contractor shall prevent its personnel from entering any area other than the designated work area. The Contractor shall maintain a means of egress within all designated work areas to comply with fire codes. Contractor shall inspect to ensure that the furniture is free of surface dirt, clean and polished, free of defects, and that the installation is complete and ready for use. The Contractor shall do a final walkthrough with COR and provide a punch list before releasing crew for the day. Jobsite Cleanliness Contractor will be responsible for the removal and disposal of all trash/debris connected with uncrating and assembling all items installed under this contract. Final Acceptance by the Government will not occur until all installed items have been wiped cleaned and debris/dust connected with installation is removed from the VA site. Recyclable cardboard products shall be disposed of in accordance with applicable statutes, in respective containers. The contractor is responsible for providing trash containers at an offsite facility. Packing materials will not be stored in the buildings for any period exceeding 24 hours. The Contractor shall ensure its personnel eat, drink, or smoke only in designated areas. Personal trash (food wrappers, drink containers, etc.,) shall be removed from the site on a daily basis by the Contractor.
