Identification of the agency and the contracting activity, and specific identification �This is a sole source justification. Contracting activity is the Naval Sea Systems Command, Naval Surface Warfare Center, Panama City Division (NSWC PCD), 110 Vernon Avenue, Panama City, FL 32407-7001 (Contracts Division Code 02). Nature and/or description of the action being approved. � This action will award a firm fixed price purchase order to CPD Industries 4665 State Street Montclair, California 91763, for the fabrication and delivery of forty (40) IsoPod Cases in direct support of the AN/AQS-24C Sonar Mine hunting System. 3.������������ ����������� ������������������������������������ (including the estimated value). � The following item is being acquired: Item��������������������������������������������������������������� Part Number������������ Unit Cost������������������� Qty � Unit 2 wheeled shipping case with custom foam 3i-2922-16B-CFN������ $2271.40���������������� 20 Unit 5 wheeled shipping case with custom foam 3R5030-24WH-T������� $1790.94���������������� 20 The minimum needs of the Government have been verified by the certifying technical and requirements personnel. This memo does not authorize acquisition for other requirements. This procurement will be funded by Navy Working Capital Funds (NWCF). Identification of the justification rationale and, if applicable, a demonstration of the ������� ������������������������������������������10 U.S.C. 2304(c)(1), 10 U.S.C. 2304(d)(1)(B). Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements FAR 6.302-1(a)(2)(iii)(B). � This procurement is sole source for the following reasons. CPD Industries has worked extensively with AN/AQS-���������������������������������������������������������������������������������� order to develop and design the appropriate case and corresponding foam for protecting the �unique Power Distribution Unit (Unit 5) and Control/Data Processor (Unit 2) from electrostatic discharge, shipping vibrations, and personnel handling. These cases are developed to withstand the extraneous handling and environment utilizing the following critical standards: MIL-STD-810 Navy Environmental Requirements, MIL-STD-648 Design Criteria for Shipping Containers, and MIL-C-4150 Cases, Transit and Storage. These units are integrated for legacy operations used for mine hunting missions. The protection and safe transportation of these units is imperative to ensure operational readiness of the system. The system is operated both CONUS and OCONUS and is transported quite often. Purchasing with or attempting to locate another vendor would require an additional non-recurring engineering (NRE) at an estimated cost of $30,000. It is not expected that these costs would be recouped via competition and is therefore cost prohibitive to the Government. Additionally, seeking another source would take an additional eight weeks in design and test time due to the additional coordination with Northrop Grumman, the AN/AQS-24 original equipment manufacturer and the new isopod manufacturers to ensure all interface requirements are met. This is time prohibitive because these cases are necessary for the shipment and safe storage of AN/AQS-24 sonar equipment for the upcoming fielding event in February of 2021. These cases take 4-7 weeks to obtain from the vendor. Procuring with CPD Industries will save the government additional NRE costs but also stave off any schedule delays. Therefore, it is imperative that this requirement is awarded to CPD Industries. A determination by the ordering activity contracting officer that the order represents the best value consistent with FAR 13.106-1(b). � The Contracting Officer has determined that the order represents the best value and results in the lowest overall cost alternative (considering price, special features, administrative costs, etc.) to A description of the market research conducted among schedule holders and the results or a statement of the reason market research was not conducted. � For the reasons stated in paragraph 4, it is not feasible for any company other than CPD Industries to provide the required equipment. Additionally, this requirement will be posted in the Government point of entry site beta.SAM.gov. Any other facts supporting the justification. � None A statement of the actions, if any, the agency may take to remove or overcome any barriers that led to the restricted consideration before any subsequent acquisition for the supplies or services is made. As stated in paragraph 4 above CPD Industries is the only company that can satisfy this requirement without a substantial cost to the Government.
