- SOURCES SOUGHT SYNOPSIS FA821421R7005 Minuteman III s Performance Assessment Data Systems Communications Equipment Interface Unit (PADS CEIU) This request is an announcement for information/market research for planning purposes.� The synopsis does not constitute a request for proposal, request for quote, or invitation for bid nor does its issuance in any way restrict the Government as to its ultimate acquisition approach. �SUBJECT:� Sources sought will update the current CEIU. The change to CEIU design will no longer utilize a modem but will instead use internet protocol (IP). Program will produce 29 updated CEIUs and will upgrade 48 LCCs with fiber optics for the Minuteman III guidance system.� This update to software supports the AFNWC/NI, Intercontinental Ballistic Missile (ICBM). DESCRIPTION: Boeing is the Original Equipment Manufacturer (OEM) for the fielded CEIU and completed the development of the future CEIU prototypes in 2019. Boeing is the only firm capable of providing the engineering, production, and deployment for the Communications Equipment Interface Unit (CEIU) without the Air Force experiencing a substantial degradation in technical capability.� Boeing is the Original Equipment Manufacturer (OEM) for the fielded CEIU and completed the development of the future CEIU prototypes in 2019.� Boeing has a deep understanding of the unique CEIU environment with classified protections required for the future update and has the personnel tooling, and supplier relationships in place today.�Additionally, the CEIU must integrate seamlessly with the Performance Data Assessment System (PADS).� Boeing is the OEM for PADS, and maintains PADS hardware and software under the GuSSC contract. Substantial coordination between the CEIU and PADS will be required during Production and Deployment.� The selloff of each of the drawers during production and the selloff of the Launch Control Centers (LCC) during Deployment will require communication and verification with the PADS system.� The CEIU is currently embedded within the PADS Authority to Operate and Risk Management Framework (RMF), which is maintained and coordinated by Boeing cybersecurity. The Boeing Company has already laid extensive groundwork for Nuclear Surety and Nuclear Safety Design Certification for the CEIU program.� The Boeing Company is intimately involved with meeting the defined nuclear certification requirements that are outlined in AFI 63-125 Nuclear Certification Program (CRP) and the specific requirements set forth in AFMAN 91-118, Safety Design and Evaluation Criteria for Nuclear Weapon Systems (Hardware); and AFMAN 91-119, Safety Design and Evaluation Criteria for Nuclear Weapon Systems Software (Software); as well as, the other AFI 91-family requirements for CEIU.� The CEIU effort has included the preparation and submittal of the Nuclear Certification Impact Statement (NCIS), Certification Requirements Plan (CRP), NCIS Revisions, and the Nuclear Surety Evaluation Report (NSER). The CEIU program�s unique certification actions will need to be continued into the production phase to ensure that the CEIU receives Nuclear Safety Design Certification (NSDC) of the new design IAW AFI 63-125 without restrictions, and that the CEIU and the CEIU software be added to the Master Nuclear Certification List (MNCL). To become a qualified source the entity must have deep understanding of the unique CEIU environment with classified protections required for the future update.
