- COVID-19 Integrated Rapid Response and Modeling Sources Sought COVID-19 Integrated Rapid Response and Modeling Sources Sought Introduction This request is for information and planning purposes only and shall not be construed as a solicitation or as an obligation on the part of the Department of Veterans Affairs (VA). The VA is currently conducting market research to locate qualified, experienced and interested potential sources. Responses will not be considered as proposals, nor will any award be incurred by interested parties in responding to announcement. NAICS 541611 (size standard: $16.5 million) applies. The Veterans Health Administration (VHA) is seeking interested sources (contractors) for a near-future solicitation and procurement for a commercial off the shelf (COTS) Integrated Rapid Response and Modeling Contract. At this time, no solicitation exists. Therefore, DO NOT REQUEST A COPY OF THE SOLICITATION. Submittal Information: Contractors having the skills and capabilities necessary to perform the stated requirements below should submit a response. Data collected will become property of the VA and will not be shared with any entity outside of the VA. Your response to the RFI, will be utilized to assist VA in evaluating the capabilities of the market, the commercial availability of the services required, and determining the business set-aside that can be utilized to meet this requirement. Description of the capabilities/qualifications/skills your company possesses to support the following: The Contractor shall provide a compartment-based epidemiological model, validated with leading epidemiologists, with projections of R_0, infection fatality rate, and other important aspects pertaining to the spread, morbidity, and mortality of COVID-19 across all US states, territories, counties, and 150+ global countries managing 24 hours a day/7 days a week by an integrated team of industry SMEs who are constantly updating and refining the model. The Contractor shall employ proven methodologies gleaned from global experience supporting healthcare organizations through past pandemics, including SARS and MERS. The Contractor shall use industry best practice, academically-rigorous compartmental, mathematical modeling, informed by the latest peer-reviewed evidence on SARS-COV-2 and public health intervention impact to generate over forty near-term (~100 day) and long-term (~2 year) epidemic scenarios across over 170 countries and over 4,000 sub-country jurisdictions (including all U.S. counties). The Contractor shall provide analysis leading to rapid COVID-19 pandemic response options that will support preparedness for VHA s full healthcare system; pulling from a comparable U.S. Healthcare system of 170 hospitals or larger. The Contractor shall provide access to a range of organizations to tackle myriad COVID-19-related challenges such as informing policy decisions for public sector organizations, demand planning and clinical trial decision-making for vaccine and treatment manufacturers, public and private sector reopening approaches, supply chain planning, employee safety, and long-term strategic planning across healthcare and non-healthcare sectors in the US, Europe, and globally. The Contractor shall provide analysis that will highlight the criticality of assumptions, show their differential impact and enable strategic responses to uncertainty, in relation to scenario estimates of infection, healthcare demand (hospitalization and ICU), and mortality, under a spectrum of transmission patterns and adjusting for local demographic factors (age, and in the US, racial demographics). The Contractor s shall provide near- and long-term scenarios on outcomes resulting from the COVID-19 pandemic in terms of cases, hospitalizations, deaths, and other outcomes and insights (e.g., time to reach herd immunity). The Contractor shall pull in real-time data with SMEs based on direct, ongoing experience, on a wide-range of topics, including, but not limited to: weather data, economic projections, nationwide physician surveys, nationwide consumer surveys, private sector hospital financial performance, education plans and metrics, travel metrics, international events and policies. The Contractor shall mine data from an automated data lake that draws from dozens of real-time COVID-19 public and proprietary data sources, is refreshed multiple times weekly on a production-grade, cloud-based platform; in multiple cases, the outputs directly feed into COVID-19 dashboards and models custom-made for VHA. The Contractor shall provide a COVID-19 Data Repository to support VHA s ability to support and serve our Veteran populations and Fourth Mission. This tool shall include pertinent, cutting edge data available through mediums such as: dashboards, interactive tools, interviews, webinars, publications, case studies, databases, etc.).
