Description
General. This is a SOURCES SOUGHT and is for informational/market research purposes only. THIS IS NOT A REQUEST FOR PROPOSAL, QUOTATION OR BID, NOR A SYNOPSIS OF A PROPOSED CONTRACT ACTION UNDER FAR SUBPART 5.2. 1. Contract Information. The U.S. Property and Fiscal Office, Procurement and contracting department of Oregon �(USPFO-PC) plans to solicit a service contract for ground unit Postal Service Solution, which would include the ability to generate shipping labels using a cloud based solution and digital scales at 50+ locations in Oregon.� The proposed project is anticipated to be a competitive, firm-fixed price (FFP) contract. Responses to this Sources Sought announcement will be used by the Government to make, if appropriate, a small business set-aside acquisition strategy decision.� 2. Acquisition Strategy Determination/Rule of Two.� This Sources Sought is to gain knowledge of the interest, capabilities, and qualifications of the small business members of industry under NAICS 561431, to include: Small Business, Small Disadvantaged Businesses (SDB) to include 8(a) firms, Historically Underutilized Business Zones (HUBZone), Woman owned (WOSB) to include Economically Disadvantaged Woman Owed (EDWOSB). and Service-Disabled Veteran-Owned Small business (SDVOSB). Firms from these socioeconomic categories are highly encouraged to respond. 3.� Minimum Technically Acceptable Contractor Expertise Criteria: The Contractor must demonstrate through product lists or previous work history they possess experience and capability of providing a cloud based postage label platform, technical support, and training personnel to train users for multiple site locations.� Note: The Government will consider the relevant past experience and past performance of key individuals and predecessor companies in evaluating the company's past experience and past performance factors. North American Industrial Classification Code (NAICS): 561431, Parcel mailing services combined with one or more other office support services, private The size standard: $16.5M Standard Industrial Classification Code: 7389, Business Services, Not Elsewhere Classified Project Description. The Oregon Army National Guard has a requirement for cloud based shipping and mailing Solution for 100+ users and 50+ sites. Cloud based solution is required to meet administrative requirements of the ORANG. Software solution must allow site addresses to be pre-loaded into solution and perfected within USPS standards. Total software solution will display the lowest available rates to use based upon the organization�s administrative security policies and organization standard operating procedures. Capable of comparing and calculating postage for letters, flats, and USPS parcels shipping prices. Must have the ability to print to thermal shipping label printers and/or postage with standard laser printers and ship packages within a set of administrator customizable policies and limits to all locations/accounts. Meeting the following Criteria: Supports three user logons per site location and no more than 5 program administrator accounts The administrative policies need to allow for setting max number of items and maximum cost amount of each package shipped. Locations that need to exceed the policy limits need to be able to send request to administrators in a timely fashion in order to request an exception to policies. Consolidated recipient address repository for all items shipped that is accessible to all users, and the ability to perfect and print address labels that qualify for USPS discounts for presorting and commercial based pricing schemes. Vendor will ensure that software is capable of functioning within at least the last two major revisions of the latest Internet Explorer, Firefox, and Chrome internet browsers currently in the market place. Vendor will ensure that software is capable of functioning within at least the last two major revisions of the latest version of any required internet browser plug-in services (i.e. Java, Adobe Flash, etc.).� Vendor will incorporate technical support during Pacific Standard Time (PST) business hours into the program if not a typical inclusion to the offered services. Response times for technical assistance should be no more than 15 minutes from placing a call Contract duration is a one year service contract plus option years.� Submission Instructions. Provide relevant information on the Firm's experience/Capabilities as it pertains to the proposed work outlined in the Project Description.
