Description
SOURCES SOUGHT NOTICE. No solicitation is available. This notice is released pursuant to FAR 15.201(e) Exchange with Industry. Portsmouth Naval Shipyard (PNS) is seeking to identify sources to accomplish a Firm Fixed Price contract for Two 12 Week Effective Speaking and Human Relations Trainings. The work will take place at the Portsmouth Naval Shipyard (PNS) in Kittery, Maine. The anticipated period of performance for the resultant contract is as follows: Base Period of Performance: March 4th 2021 � May 27th 2021 and September 16th 2021 � December 9th 2021. Two (2) one (1) year options Interested parties must be able to complete all work found within the Statement of Work below. The NAICS code for this requirement is 611430 Professional and Management Development Training. This sources sought is a market research tool being utilized to determine potential and eligible firms capable of providing these services prior to determining the method of acquisition and issuance of Request for Quote (RFQ). Therefore, all interested parties are encouraged to respond. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Only responders who meet the following criteria should respond to this sources sought notice: ����������� 1. Meet specifications outlined in the attached document ����������� 2. Has an active CAGE code with the SAM.gov ����������� 3. Does not appear on the Excluded Parties List Responses should include the following information: 1. Responder�s contact information including company name. P.O.C. name, telephone number, fax number, email address, street address, CAGE code, business size and TIN ����������� 2. Previous Contracts Performed for Similar Scope of Work Questions regarding this announcement shall be submitted in writing by email to Steven Carlberg at steven.carlberg@navy.mil, email address. Verbal questions will NOT be accepted. Questions will be answered by posting answers to the beta.sam.gov. The Government does not guarantee that questions received after January 21, 2021 @ 12:00 EST will be answered. Statement Of Work 1. Introduction 1.1. Portsmouth Naval Shipyard (PNSY) will bring contractor onsite to provide employees with Effective Speaking and Human Relations training. 1.2. This training should be hands-on, interactive training. 1.3. This training will take place at PNSY in the Factory Room of Building 22. 2. Contractor Requirements 2.1. Contractor will provide one facilitator and a supporting team made up of a backup facilitator to assist with the class. 2.2. Contractor�s facilitators should be ISO certified with recertification occurring on a regular cadence. 2.3. Contractor furnished material will include three books: How to Win Friends and Influence People, How to Stop Worrying and Start Living, and The Quick and Easy Way to Effective Speaking. 3. Shipyard responsibilities 3.1. PNSY will provide classroom space for 20-22 students plus two contractor representatives as class support. 3.1.1. Classroom space shall include moveable tables and chairs to allow for variation in set-up. 3.2. Command University representative will secure base access (DBIDS Passes) for contractor. 4. Deliverable products and services 4.1. Contractor representatives shall provide a 3.5 hour classroom session each week for twelve (12) consecutive weeks, except during weeks with a holiday. If a holiday falls during a week where a contractor session would otherwise occur, that week will be skipped. 4.2. Contractor shall provide the following: 4.2.1. The books How to Win Friends and Influence People, How to Stop Worrying and Start Living, and The Quick and Easy Way to Effective Speaking. 4.2.2. Contractor shall provide a spiral bound copy of the Dale Carnegie Participant Manual and a hard copy of the Participant Breakthrough Plan. 4.2.3. Contractor shall provide one copy of each of the following booklets: Remember Names, Dale Carnegie�s Golden Book, The Little Recognized Secret of Success, and Speak More Effectively. 4.2.4. Contractor shall provide a copy of the Professional and Organizational Results Project Handbook. 4.3. In order that PNSY see a return on its investment, objectives of the contractor�s program shall include, but not be limited to: 4.3.1. Development of leadership skills. 4.3.2. Improving communication skills. 4.3.3. Strengthening people skills. 4.4. Completion criteria shall include: 4.4.1. Attendance at a minimum of ten (10) of twelve (12) sessions. Statement of Work (SOW) and/or Performance Work Statement (PWS) Outline 4.4.2. Demonstration of visible improvement in program skills as indicated by oral reports. 4.4.3. Successful completion of all assignments. 5. Schedule 5.1. No later than thirty (30) days prior to start date of the March session, Contractor shall send the list of representatives so the PNSY representative in that office can arrange base access. 5.2. Period of performance will include two (2) sessions per year. 5.2.1. Session One will begin on the first Thursday of March and will run for twelve (12) consecutive weeks with the exception of weeks in which a holiday occurs. 5.2.2. Session Two will begin on the third Thursday of September and will run for twelve (12) consecutive weeks with the exception of weeks in which a holiday occurs. 5.2.3. Expectation is that the contract will include two (2) option years. 5.3. Class meetings shall take place outside of Portsmouth Naval Shipyard�s core hours. 6. Base Access/Security requirements 6.1. No later than thirty (30) days prior to the start of the March session, Command University representative will request the names of facilitators in order that DBIDS Passes may be procured. 6.1.1. Command University representative shall fill out the DBIDS Access Request Form located at the homepage of the PNSY Security Office. 6.1.2. Upon receipt of notice from the Security Office that the DBIDS passes have been processed, the Command University representative shall contact the contractor and advise they bring two (2) forms of ID to the PNSY Pass Office to obtain the passes.
