THIS IS NOT A REQUEST FOR PROPOSALS, QUOTATIONS OR BIDS, NOR A PROPOSED SYNOPSIS OF A PROPOSED CONTRACT ACTION UNDER FAR SUBPART 5.2 and no contract shall be awarded from this notice. No reimbursement will be made for any costs associated with providing information in response to this Sources Sought or any follow up information requests. No solicitation is currently available. The responses to this Sources Sought will help to shape the acquisition strategy in developing a competitive requirement. This market research is to gain knowledge of interest, capabilities, and qualifications of interested Small Business firms and will be utilized by the Government to make appropriate acquisition planning decisions. The Columbia-Pacific Northwest (CPN) Regional Office of the U.S. Bureau of Reclamation is conducting market research for a Construction contract. This work requirement is located at Conconully Dam located approximately 14 miles northwest of Okanogan, Washington in Okanogan County. Conconully Dam is on Salmon Creek. Work includes construction of Deep Soil Mixed columns within two test sections for the purpose of providing information on the mix design and final physical properties of the deep soil mix foundation materials. In order to facilitate construction of the deep soil mix columns, the work includes excavation of the test section area, providing gravel for the working platform for deep soil mix equipment, and backfill and grading of the test section area. To provide information on the mix design and mixed soilcrete column properties, the Contractor will perform drilling and coring to collect test samples, provide unconfined compressive strength and permeability testing results, and perform Cone-Penetrometer testing within the test section areas. The principal components of work will be: A. Conconully Dam Deep Soil Mixed Column Construction: 1. Clear vegetation from Contractor Use and work areas. 2. Strip and stockpile topsoil from Contractor Use area. 3. Excavate to the working surface in the work area and stockpile materials for use as backfill. 4. Furnish and install gravel for the working surface. 5. Prepare and provide details on mix designs for deep soil mix columns. 6. Construct deep soil mix columns with electronic construction verification tools. 7. Provide drilling, coring, and laboratory testing of deep soil mix column materials. 8. Provide Cone-Penetrometer testing in the test section areas. 9. Backfill and grade the test section area utilizing excavated materials. 10. Replace topsoil in the Contractor Use Area and install erosion control blanket. B. The magnitude of this requirement is estimated between $1,000,000.00 and $5,000,000.00. Sources are being sought for firms with a North American Industry Classification System (NAICS) code 237990 -- Other Heavy and Civil Engineering Construction with a Small Business Size Standard of $39.5 million. Responses are requested with the following information, which shall not exceed a total of 10 (ten) pages: 1. Offerors� name, address, DUNS number, points of contact with telephone numbers and e-mail addresses. 2. Business size/classification to include any designations as Small Business, HUBZone, Woman Owned, Service-Disabled Veteran Owned, or 8(a) shall be indicated on first page of submission. 3. Description of capability to perform Construction as described above. 4. Past Performance/experience on contracts of similar scopes of work or construction contracts, describing no more than three (3) contracts (or specific task orders) completed within the past five years of the issue date of this Sources Sought Notice. The past performance information shall include project title, location, general description of the Construction to demonstrate relevance to the proposed project, the Offerors� role, dollar value of contract, and name of the company, agency or government entity for which the work was performed with contact information (reference name, phone number and e-mail address). At least one of the previous contracts shall specifically be related to successful dam modification work. If submitting past performance/experience on a project in the role of a subcontractor, include the Prime Contractor�s name and a quantifiable amount (percentage) of the project your company contributed to the overall scope of work. Prime Contractor experience is preferred but not required. NO RESPONSES WILL BE ACCEPTED BY FAX. Interested concerns are advised to provide any/all questions in writing to Contract Specialist (Bill Roberts) via email wroberts@usbr.gov no later than Friday, January 29, 2021.
