- Norfolk Building Ceiling Renovation, located in Norfolk, Virginia This is a Sources Sought notice only; it is not a request for competitive proposals. There is no solicitation, specifications, and/or drawings available at this time. The purpose of this Sources Sought Notice is to identify business concerns with sufficient similar experience that are capable and interested in performing the work described herein. The Government will not reimburse respondents for any cost incurred in preparation of a response to this notice. The Government intends to use responses to this Sources Sought to make appropriate acquisition decisions for the project. NO AWARD will be made from this Sources Sought notice. THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSALS. THERE WILL NOT BE A SOLICITATION, NOR SPECIFICATIONS AVAILABLE AT THIS TIME.� �The purpose of this contract is to upgrade the Waterfield Building�s existing control to new BMS capable of interfacing with existing and new equipment (fire alarm, lighting controls, surveillance, and building HVAC, etc.), replace existing VAV boxes with new complete with DDC and communication to BMS, and inspect/replace ductwork and insulation as required. Existing metric suspended ceiling will be replaced with new standard size ceiling tiles and grid system. Remove and replace building lighting complete with new panels and LED lighting, integrate with new BMS for lighting control. Remove existing fire alarm initiation, initiating, and notification devices; replace with new addressable equipment and speakers/strobes. Definitive Responsibility Criteria: This requirement will use Definitive Responsibility Criteria (DRC) which are specific and objective standards established to inform the Contracting Officer in accordance with FAR 9.104-2.� These criteria will be used to assess whether the apparent low bidder can demonstrate the expertise and specialized facilities needed for adequate contract performance.� The inability of a contractor otherwise eligible for award to demonstrate minimally acceptable experience as measured by the DRC may result in the Contracting Officer determining the contractor is not responsible. Potential Definitive Responsibility Criteria will be developed to assess the following work items: Describing 3 projects of similar scope on environmental services consist of environmental compliance, natural resources management, environmental restoration, environment conservation, pollution prevention and or real estate, in the past 5 years. Outlining project lead qualifications. Specific attention should be paid to leading similar work and any special certifications or qualifications. To clearly and concisely describe and define the contractor�s response to the requirements contained in the RFP. Unnecessary elaboration or other presentations beyond what is enough to present a complete and effective proposal are not desired and may be construed as an indication of the Offeror�s lack of understanding of cost consciousness. Elaborate artwork, expensive paper or bindings, and expensive visual or other presentation aids are neither necessary nor desired. The proposal shall contain all the pertinent information in enough detail in the one area of the proposal where it contributes most critically to the discussion of the same information. When necessary, the offeror shall refer to the initial discussion and identify its location within the submitted proposal. In accordance with FAR 36/DFARs 236, the estimated magnitude for construction for this project is between $1,000,000.00 and $5,000,000.00. NAICS 236220 Addition, alteration, and renovation commercial and institutional building applies The construction Period of Performance will be approximately 9 months from issuance of the Notice to Proceed (NTP). The official synopsis citing the solicitation number will be issued in Beta.SAM.gov. Firm's response to this Synopsis shall be limited to 5 pages and shall include the following information. 1. Firm's name, address, point of contact, phone number, and e-mail address. 2. Firm's interest in bidding on the solicitation when it is issued. 3. Firm's capability to perform a contract of this magnitude and complexity (include firm's capability to execute construction, comparable work performed within the past 5 years): Brief description of the project, (customer name, timeliness of performance, and dollar value of the project) - provide at least 3 examples. 4. Firm's Business Size - LB, SB, 8(a), HUBZone, SDVOSB, or WOB. 5. Firm's Joint Ventures (existing), including Mentor Prot�g�s and teaming arrangement information is acceptable. 6. Firm's Bonding Capability (construction bonding level per contract and aggregate construction bonding level, both expressed in dollars) via letter from bonding company. Please only include a narrative of the requested information. Additional information will not be reviewed. Since this is a Sources Sought announcement only, no evaluation letters and/or results will be issued to the respondents. No solicitation exists and solicitation requests will not be acknowledged. USACE Norfolk District is not seeking or accepting unsolicited proposals and will not accept telephone inquiries. No reimbursement will be made to any costs associated with providing information in response to this announcement. Respondents shall submit their responses electronically via email to the Contract Specialist, Mrs. Dasha Walker at Dariya.M.Walker@usace.army.mil with a copy furnished to the Contracting Officer, Mrs. Stormie Wicks at Stormie.B.Wicks@usace.army.mil. The response must be submitted on or before 12:00pm Eastern Standard Time (EST) on 2 February 2021.� This Sources Sought should not be construed in any manner to be an obligation of the U.S. Army Corps of Engineers, Norfolk District to issue a contract, or result in any claim for reimbursement of costs for any effort you expend responding to this request.
