DISCLAIMER THIS SOURCES SOUGHT IS FOR INFORMATIONAL PURPOSES ONLY.� THIS IS NOT A REQUEST FOR PROPOSAL. �IT IS A MARKET RESEARCH TOOL BEING USED TO DETERMINE POTENTIAL FIRMS CAPABLE OF PROVIDING THE SUPPLIES DESCRIBED HEREIN PRIOR TO DETERMINING THE METHOD OF ACQUISITION AND ISSUANCE OF A REQUEST FOR PROPOSAL.� THE GOVERNMENT IS NOT OBLIGATED TO AND WILL NOT PAY FOR ANY INFORMATION RECEIVED FROM POTENTIAL SOURCES AS A RESULT OF THIS SOURCES SOUGHT.� THIS DOES NOT CONSTITUTE A SOLICITATION AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT. �RESPONSES IN ANY FORM ARE NOT OFFERS AND THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS ANNOUNCEMENT. �NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT. �ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS TECHNICAL DESCRIPTION IS STRICTLY VOLUNTARY. INTRODUCTION The Naval Air Systems Command (NAVAIR), Program Executive Office for Unmanned Aviation and Strike Weapons (PEO (U&W)), Multi-Mission Tactical Unmanned Air Systems Program (PMA-266) at Patuxent River, MD announces its intention to procure up to 43 Passive Targeting (PT) hardware kits over the course of 5 years to detect, classify, and geo-locate surface targets.� The selected PT hardware is intended to be integrated into the MQ-8C Fire Scout Unmanned Air Vehicle (UAV). �The selection of the PT hardware kits is determined by the parameters set forth in the Requirements section of this Sources Sought RFI. The planned award for initial procurement of the PT hardware is 2nd Quarter FY22 THIS SOURCES SOUGHT IS NOT A REQUEST FOR PROPOSAL.� It is a market research tool being used to determine potential and eligible firms capable of providing the hardware described herein prior to determining the method of acquisition and issuance of a Request for Proposal. The Government is not obligated to and will not pay for any information received from potential sources as a result of this sources sought. BACKGROUND Multiple manufacturers build PT hardware systems.� The addition of Electronic Intelligence (ELINT) capability will enable the MQ-8C to exploit the electromagnetic spectrum for maritime Indications and Warning; Intelligence, Surveillance, Reconnaissance, and Targeting (ISR&T); and support passive threat detection and targeting capability to enhance the operational commanders� capability to conduct effective, long-range operations.� The Navy is completing a trade study analysis for the integration of a PT system to assess a suitable hardware solution to meet PMA-266 MQ-8C capability, design and operational requirements. � ANTICIPATED PERIOD OF PERFORMANCE The Period of Performance from Contract award to completion of flight test support is anticipated to be approximately 42 months with a potential 24 months for integration and test support of the selected hardware. The required delivery date for the initial Passive Targeting hardware (Lab and Prototype kits) is no later than 18 months after contract award.� Based on follow on hardware selection, additional integration and test support may be required.�� REQUIREMENTS Unclassified Maximum volume (Processor/Receiver):� 2.0 ft3 Maximum weight: (Processor/Receiver/Antennae): 100 pounds (lbs.) Electrical power: 28 VDC / Max 1000 Watts ** Technical Readiness Level (TRL) 7:� System has been demonstrated in a relevant flight environment (i.e. the system has performed on an actual aircraft, not in a lab) Precision Direction Finding (DF) Capability � state Array type and process for achieving Precision DF (Time Difference of Arrival (TDOA) / Direction of Arrival (DOA) / Angle of Arrival (AOA), etc.) ** No supplemental cooling is available � ambient, non-forced, air within the equipment bay only If the candidate Hardware system meets the above listed unclassified requirements, please provide additional information with regard to the following topics: Field of View � What is the Field of View of each Antenna Array? What is the expected Field of Regard for the system? Search/Scan Capability - What frequency search/scan capability is built into your system? What is the frequency Bandwidth? Is it adjustable? Supportability - If your system is already in use, do you have an existing spares contract with the Government? Can software be loaded at the Organizational level, or must the unit be returned to the OEM/Depot? What is the system�s predicted or demonstrated Mean Time Between Failure (MTBF)? Military Qualifications � Has the system passed MIL-STD-810, MIL-STD-704, and MIL-STD-461qualification testing? Classified Additional Requirements are contained in a Classified Addendum.� This Addendum will be available to all Contractors that have a valid classified facility clearance.� The Classified Addendum will be provided as Government Furnished Information (GFI) via paper copy A DD 254 and information regarding transmittal of the Classified Addendum will be provided to the Requestor no later than 10 business days following receipt of a company request and verification of valid classified facility clearance. A determination not to compete this proposed contract action based upon responses to this Notice is solely within the discretion of the Government. Capability Statements received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Capability Statements submitted should be pertinent and specific in the technical/management/business area under consideration, on each of the following qualifications. What type of work has your company performed in the past in support of the same or similar requirement? Can or has your company delivered supplies of this nature? If so, please provide details. Can or has your company managed a team of subcontractors before? If so, please cite contracts and teaming arrangement. What specific capability does your company possess which ensures the system can be provided? If the company will be teaming or utilizing subcontractors, please include information regarding which work the subcontractor will be responsible for and how the prime will determine the subcontractor is capable of accomplishing the work. Provide a statement including current small/large business status and company profile to include number of employees, annual revenue history, office locations, CAGE code, DUNS number, etc. Respondents to this notice must also indicate whether they qualify as a Small, Small Disadvantaged, Small Disadvantaged Veteran Owned Small Business, Women-Owned, 8(a), HUB Zone or Service Disabled Veteran-Owned Small Business Concern. Interested parties are advised against submitting a Capability Statement that merely mimics information in this Notice, provides brochure-like information, or provides general information. Responses to this Notice are not to exceed 15 pages in length on 8.5 x 11 inch paper with one-inch margins and font no smaller than 10 points Times New Roman.� Responses classified SECRET or below should include a cover letter that identifies the Sources Sought reference number, company name, company address, CAGE code, DUNS number, and the primary and secondary points of contact (name, position, phone number, and email address).� Responses classified higher than SECRET will not be considered.� The Government may contact RFI respondents in order to seek clarification of submitted information or gain additional input. DOCUMENT MARKINGS It is incumbent upon sources providing responses to this Notice to accurately mark all data with all appropriate data rights, distribution and classification markings. Classified information must be provided in accordance with the applicable Security Classification Guide(s), be appropriately marked (including portion marking), and comply with all the requirements of the DD 254 � Contract Security Classification Specification (to be provided upon receipt of classified facility clearance information detailed under the REQUIREMENTS section).� All information submitted will be adequately safeguarded from unauthorized disclosure in accordance with FAR 15.207. All submissions must be clearly marked with the following caption: For Official Use Only, Releasable to Government Agencies for Evaluation Purposes Only. Responses that fail to comply with the above instructions or present ideas not pertinent to subject, may not be reviewed. All information received in response to this Notice that is marked proprietary will be handled accordingly. Information submitted in response to this Notice is submitted at no cost to the Government and will not be returned. The Government is under no obligation to provide responses or comments to information received from interested persons, but may request additional information following review. Note: If interested person is a foreign concern or if a U.S. interested person has a team member or partner who is a foreign entity, adherence to all International Traffic and Arms Regulations (ITAR) is required. Interested sources are advised that the employees of commercial firms under contract to the Government will serve as technical reviewers of information provided in response to this Sources Sought.� By submission of a response, a source gives the Government permission to release the entire response (inclusive of proprietary/classified information) to employees of the organizations listed below.
