- Undergraduate Military Flight Officer (UMFO) Multi-Crew Simulator (MCS) Device N6134021R0047 Request for Information (RFI) INTRODUCTION The Naval Air Warfare Center Training Systems Division (NAWCTSD) Orlando, FL intends to sole source the undergraduate Military Flight Officer (UMFO) Multi-Crew Simulator (MCS) device 2B51 Block II hardware and software modifications. This is due to obsolescence and improvements in capabilities necessary to enhance student training. The intended recipient is CAE USA, Inc., which was the Original Equipment Manufacturer (OEM) of the legacy MCS aircrew training systems hardware and software components, under the authority of 10 USC 2304 (c) (1) as implemented by FAR 6.302-1. The MCS is comprised of baseline software, to which the Government does not have rights; and will require significant rework of the current design and development for another provider to meet government requirements. No solicitation documents are available. This notice of intent is neither a request for competitive proposals nor a solicitation of offers. In order to comply with DFARS PGI 206.302-1 the Government is seeking information on the availability of potential alternative providers for the MCS Block II modification. Responses received for this notice will serve as a consideration for the Government�s decision to fulfill this requirement under a sole-source basis. Additionally, the requested information will be taken into account for acquisition[EEGCN11]� planning purposes. As such, all responses are encouraged. PROGRAM BACKGROUND The MCS is an unclassified classroom-type training device and includes two devices containing three student stations, each. The device can be configured to represent multiple types of aircraft (E-2, E-6, EP-3, P-3 and P-8 aircraft platforms) with multiple sensor configurations, but is always based on generic sensor characteristics. There is no design basis aircraft reflected in this device, and the device does not mirror actual aircraft or aircraft systems. The MCS trains Naval Flight Officers (NFOs) to acquire military aviation skills in airways and radar navigation, weapons systems operations, sensor utilization and electronic warfare operations, communications effectiveness, situational awareness and in-flight decision making. These training devices support the Undergraduate Military Flight Officer (UMFO) Advanced Maritime Command and Control syllabus. CAE USA, Inc. is the Original Equipment Manufacturer (OEM) of the legacy MCS aircrew training system (hardware and software components) and therefore holds data rights to the technical data that is required to be manipulated in the upcoming Block II upgrade and modification. � REQUIREMENTS The Block II modification will update the MCS device to operate within current cybersecurity requirements, add capabilities to the trainer, address obsolescence, and reduce training systems life cycle costs. Further details of planned upgrades are described below. Due to the high likelihood of issues arising during integration that prevent the device from being restored for training, the current Offline Development System/Virtual Simulator (OLDS/VS) shall first be upgraded to a full offline development station, prior to the device modification. All development work shall be performed utilizing the upgraded OLDS/VS. Any Activities requiring access or use of the actual MCS devices should be conducted either off-shift (2000-0700) or planned and coordinated in order to minimize disruptions to student training events. Device 2B51 Planned Upgrades: The following are planned upgrades on the MCS device: Upgrade all computational systems software to the latest cybersecurity compliant Operating System (OS) Upgrade all computational systems hardware to increase life-cycle supportability Upgrade all application software and drivers to the latest version Upgrade all Servers to the latest Windows servers Upgrade the Communications System to enhance student training Upgrade current Aechelon Image Generator (IG) System to the latest version available Upgrade the OLDS/VS to a fully functioning Standalone Offline Development Station Upgrade the two MCS trainers to be two fully independent trainers. Currently they are sharing the same domain controller. Increase fidelity by correcting existing discrepancies in the system Device 2B51 layout: (See attached PDFdocument) ELIGIBILITY The applicable NAICS code for this requirement is 333318 (Other Commercial and Service Industry Machinery Manufacturing). The Product Service Code (PSC) is 6910 (Training Aids). SUBMISSION DETAILS This RFI is not a request for competitive proposals. It is a notice to determine if a comparable source exists and to outline the Government�s intent to contract on a sole source basis with CAE USA, Inc. All responses shall include: General Business Information � Company Name Company Address Company Business Size and Socio-Economic status, as applicable, under North American Industry Classification System (NAICS) **See Note 1 Point of Contract (Name, Phone Number, and Email) Capability Responses � Interested sources shall submit their written technical capabilities as to how they will provide the supplies described above. Written response to this posting must show clear and convincing evidence, that competition would be advantageous to the Government. Detailed written capabilities shall not exceed five (5) pages. **Note 1 � If you are a Small Business interested in being the Prime contractor for this effort, please be advised that the FAR 52.219-14 Limitations on Subcontracting clause has changed. Deviation 2020-O0008 is now in effect which includes the definition of �Similarly Situated Entity� and provides a revised methodology for the 50% calculation for compliance with the clause. Small Business Primes may count �first tier subcontracted� work performed by similarly situated entities as if it were performed by the Prime itself.
