This is a Notice of Intent to Award Sole Source In Re USDA APHIS Agency No.� 12639521Q0066 � Annual equipment maintenance and full service repairs of 6 Rapiscan 627DV X-Ray Units in Carolina, Puerto Rico The U.S. Department of Agriculture Animal and Plant Health Inspection Service (USDA APHIS) PPQ, intends to issue a Firm Fixed Price noncompetitive contract to Rapiscan Systems Inc of Torrence California, for preventative X-ray machine maintenance and complete repair services in Carolina, Puerto Rico. This purchase will be under the statutory authority permitting Other than Full and Open Competition, accordance with FAR 6.302-1 which states; The property or services are available from only one responsible qualified source at this time and no other type of property or services will satisfy these needs of the executive agency.� Rapiscan Systems Inc. is a large business. � SOW (general overview) USDA APHIS PPQ has six Rapiscan X-ray machines in Carolina Puerto Rico used to inspect airline passengers� baggage as they travel to the U.S. Mainland. It is critical that the machines remain in optimal working condition to carry out PPQ�s mission � preventing agricultural pests and diseases found in Puerto Rico from reaching the U.S. mainland. The contractor shall be responsible for all preventative maintenance (PM), 24/7 trouble call handling, parts, repairs and emergency services to sustain six (6) Rapiscan 627DV x-ray Units, systems of which are located at the Luis Mu�oz Mar�n International Airport in Carolina, Puerto Rico. �The contractor shall respond to and be onsite for repair requests within 24 hours of notification and be available to respond to such requests 24 hours a day, 7 days a week. The systems were manufactured by Rapiscan Systems Inc. See attached Justification For Other Than Full and Open Competition. The vendor will provide all personnel, tools, material, supervision and other items and services, including any travel expenses, necessary to perform the on-site preventative maintenance and repairs services on an as-need basis.� PM shall ensure the equipment operates effectively, reliably, and efficiently. Services shall include, but are not limited to: 24?hrs/day, 7?days/week emergency repair service 24/7 telephone support services All necessary repair parts and related freight expenses All service labor One annual preventative maintenance inspection per x-ray system pursuant to manufacturers specifications and guidelines. One annual radiation safety survey and preparation of performance report per x?ray system pursuant to manufacturers specifications and guidelines. The Government contemplates the award of a firm fixed-price service contract consisting of a base year and four option years. This notice of intent is NOT a request for proposals or competitive quotations.� Request for copies of a solicitation in response to this notice will not be honored or acknowledged. A determination not to compete this proposed action is solely within the discretion of the Government.� However, if a firm believes it can meet the requirements, an interested party may submit capability information which shall be considered by the agency in its sole source determination. All information submitted should support the capability to provide the items required, and the information shall be furnished at no cost or obligation to the Government.� �Respondents should ensure the information provided is detailed, current, accurate and complete. � The primary North American Industry Classification System (NAICS) code is 811219 Other Electronic and Precision Equipment Repair and Maintenance with a standard size of 22.0 Million Dollars.
