Description
Notice of Intent for Sole Source Award The United States Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Office of Marine and Aviation Operations (OMAO), Aircraft Operations Center (AOC) along with the Acquisition and Grants Office (AGO), Eastern Acquisition Division (EAD) office intends to negotiate and award, on a sole source basis, under the authority of Federal Acquisition Regulation (FAR) 13.106-1(b) with Mainspace Office Solutions, LLC for the procurement of office furnishings, delivery, reconfiguration, and installation in collaboration with the University of Southern Mississippi (USM) in at the Gulf Shore Island (GSI) Building in Gulfport, Mississippi.� Description and Specification: The newly established Unmanned Maritime Systems (UmS) program will be housed at two locations; the AOC facility in Lakeland, Florida, will continue to support the agency�s uncrewed aircraft activities, while a new facility (Ocean Enterprise Facility) being built by the Mississippi State Port Authority in partnership with USM in Gulfport, Mississippi, will support UmS. As such, OMAO will temporarily locate the UmS program to an existing facility in Gulfport, MS while construction continues on the Ocean Enterprise Facility (OEF) location. The temporary facility, also known as the GSI Building, will accommodate 33 full time NOAA employees. All personnel will be located on the third floor which will be outfitted with nine (9) offices, 24 cubicles, a conference room, and a drawing room. Renovation of the temporary facility is in progress with an anticipated move in date of March 30, 2021. Therefore, furniture delivery and installation is required in order to align with the completion construction dates by March 15, 2021. The North American Industry Classification Code (NAICS) for this acquisition is 337214 for Office Furniture (except Wood) Manufacturing, with a corresponding size standard of 1,000 employees. This notice of intent is not a request for competitive quotes. However, if any other interested party believes that it can meet the requirements, it may submit a statement of capabilities, which if timely received will be considered by NOAA. A statement of capabilities must be received by 3:00PM ET on February 05, 2021. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government Information received will potentially be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. Evidence must be provided of ability to provide the required services. The capability statement and any other information furnished must be in writing and must contain material in sufficient detail to allow NOAA to determine if the party can meet all of the requirements. Capability statement and related materials must be emailed to Jennifer Peters at Jennifer.peters@noaa.gov by the date indicated herein. DOC/NOAA requires that all contractors doing business with this office be registered within the System for Award Management (SAM); contract award will not be made to any firm not registered in SAM.
