- SOLICITATION NO. W9128F21R0044 PROCUREMENT TYPE:� Pre-solicitation TITLE:� Munitions Maintenance and Inspection Facility, Grand Forks AFB, ND CLASSIFICATION CODE:� Y -- Construction of structures and facilities NAICS CODE:� 236220 -- Commercial and Institutional Building Construction PSC CODE: Y1EZ - CONSTRUCTION OF OTHER INDUSTRIAL BUILDINGS DESCRIPTION:� On or about 01 February 2021, this office will issue a solicitation for design and construction of the Munitions Maintenance and Inspection Facility to be located at Grand Forks, AFB, ND.� The solicitation will close on or about 03 March 2021. This solicitation is set aside for TOTAL SMALL BUSINESS Design and construct a 251 SM, munitions maintenance and inspection facility to improve efficiencies and accommodate assembly, disassembly, corrosion control, and repair of munitions on Grand Forks AFB, North Dakota.� Construction includes reinforced concrete footings, 12� thick partition walls between bays, lightning protection, grounding, and standing seam metal roof.�� Building 737 (3013 SM) will be demolished upon completion of new facility.� Demolition shall include all asbestos and lead abatement and removal of all utilities and terminated back at main. Facilities will be designed as permanent construction in accordance with the DoD Unified Facilities Criteria (UFC) 1-200-01, General Building Requirements and UFC 1-200-02, High Performance and Sustainable Building Requirements. This project will comply with DoD antiterrorism/force protection requirements per unified facilities requirements. The Contractor will be required to commence work within 10 days after Notice to Proceed (NTP) and complete the work in the proposed number of calendar days (Not to Exceed 730 calendar days) after receipt of NTP.� Clauses will be included for Liquidated Damages in case of failure to complete the work in the time allowed.� Performance and Payment Bonds will be required. The magnitude of construction costs for this project is between $5,000,000 and $10,000,000. The above project description is for information only.� Project scope of work is subject to change. Firms participating in the solicitation will submit technical requirements in accordance with Section 00 22 00 PROPOSAL SUBMISSION REQUIREMENTS, INSTRUCTIONS AND EVALUATION.� Submissions will be evaluated based on a best value approach considering technical elements for evaluation (i.e., Specialized Experience, Project Management Plan, Key Personnel Capabilities and Experience, and Past Performance).� An adjectival method of evaluation will be used to evaluate all technical factors.� Price will be evaluated separately for reasonableness.� A Best Value selection will be considered after reviewing price and technical factors.
