- Solicitation Number: W912P521Q0009 Title: Old Hickory Power Plant, Transformer Bushings Classification Code: 5365 � Bushings, Rings, and Spears NAICS Code: 333613 � Mechanical Power Transmission Equipment Manufacturing Small Business Size Standard � 750 employees Notice Type: Pre-Solicitation for Old Hickory Power Plant, Transformer Bushings Synopsis: USACE Nashville District intends to issue a Request for Quote (RFQ) solicitation for this requirement.� This is a Pre-solicitation Notice.� This Notice is being issued for planning and informational purposes only.� This notice is not a solicitation, nor is it to be construed as a commitment by the Government.� The Government will not pay for any effort expended in responding to this notice, nor will the Government accept proposals as a result of this Notice.� The plans and technical specifications for this requirement will only be available upon solicitation issuance.� PROJECT DESCRIPTION: The Nashville District Contracting Division has a requirement to fabricate, assemble and deliver quantity Twenty-four (24) 69 KV Bushings to Old Hickory Power pant in Hendersonville, Tennessee. This is a Pre-solicitation notice, the full solicitation with all drawings and specifications is expected to be issued in August 2020. DELIVERABLES: �The Corps of Engineers has need of a contract for Old Hickory Power Plant consisting of the following: The following is the specifications needed for this project. The Contractor shall furnish replacement bushings of exact fit and rating for the existing high voltage bushings on four Oil Circuit Breakers (OCB). see attached for table specifications The Contractor shall furnish quantity Twenty-four (24) 69 KV Bushings. Bushings shall be 69 kV class, 350 kV BIL, oil impregnated paper, bottom connection, and 1,200 A continuous current rating. Factory Certified Test Reports and drawings shall be submitted for each bushing type.Submit Factory tests for each bushing manufactured. Bushings shall be type ABB 069W1200UU or approved equal���� . Bushings shall be of recent manufacture High Voltage bushings shall be oil impregnated paper construction with test taps. Bushings shall be designed for outdoor service. Bushings shall not be a solid epoxy construction All bushings shall be a low-corona design. Bushings shall be so designed such that there will be no stressing of any parts due to temperature changes, and adequate means shall be provided to accommodate conductor expansion. Bushings shall be oil-tight, and shall seal oil-tight on the OCB. The power factor of each bushing shall meet the requirements of IEEE C57.19.01, Table 6 as applicable. Bushings shall be designed to withstand the standard withstand test voltages as indicated in Table 1 of IEEE C57.19.01 and shall be tested in accordance with IEEE C57.19.00 paragraph 7 � Test Procedure.� The Government does not own the drawings of the original equipment.� Bidder is responsible for verifying and providing bushings that match the original bushings by referencing original General Electric (GE) drawings. Provide installation gasket sets.� The bushings shall be rated as shown in the table, as follows: See attached for table specifications The Contractor shall provide cut-sheets on all proposed bushings along with bid. This description is not intended to be all encompassing and is subject to change.� SOLICITATION RELEASE DATE: The anticipated release date for this solicitation is on or about January 2021.� The Technical Specification and Drawings will be available at the time of solicitation release.� SYSTEM FOR AWARD MANAGEMENT (SAM): Offerors must be successfully registered in the SAM, www.sam.gov, in order to receive a Government contract award.� Offerors� must have their representations and certifications available on-line in SAM or provide them with their proposal in order to receive a Government contract award. IMPORTANT NOTICE:� Effective March 22, 2018, new entities that are registering in SAM must submit an original, signed notarized letter identifying the authorized entity�s Administrator that is authorized to register the entity in the SAM database, or to make changes to its registration. Effective April 27, 2018, entities that are updating or renewing their existing SAM registrations must submit an original, signed notarized letter identifying the authorized entity�s Administrator that is authorized to register the entity in the SAM database, or to make changes to its registration, before the registration is activated. The new registration may now take several days to become active depending on (1) the information provided passing existing validations and (2) the entity�s successful delivery of the required notarized letter. Contractors who are new to the SAM registration process are highly encouraged to begin registering as soon as possible to avoid any possible delays in future contract awards.� Remember, there is no cost to use SAM. To find out additional information about the changes of the SAM registration process, contractors should visit the Frequently Asked Questions (FAQ) link located at the top of the SAM homepage (www.sam.gov).
