- This Request for Quote (RFQ) is for a commercial item prepared in accordance with the format in Subpart 8, as supplemented with additional information included in this notice. The solicitation number for this procurement is N0017421R0033.� The anticipated award will be a Firm Fixed Price Contract. The award will be made based on price.� �This is a Brand Name Mandatory Requirement. Quotes will be due by 4 February 2021 at 5:00pm EST. DESCRIPTION: EasyMax 102 Advanced Thermostat System plus Training Service CLIN 0001 - � EasyMax 102 Advanced Thermostat system, QTY:� 2 CLIN 0002 - � Upgrade Kit EasyMax HFCal, QTY:� 1 CLIN 0003 - � STIRRER MOTOREASYMAX SPARE PART TESTED, QTY:� 3 Assembly and Installation of advanced thermostat Systems PERFORMANCE-BASED STATEMENT OF WORK Scope of Work The requirements in this document contain the information necessary to manufacture and install Advanced Thermostat systems, as well as various accessories, for use in energetic applications at Naval Surface Warfare Center Indian Head Division.� Instruction requirements for legacy system return to the contractor are provided as well. Applicable Documents General Specifications Contract Data Requirement Lists as in the attached Form 1423s: DI-QCIC-80798 Calibration Certificate DI-PACK-80455 Packaging Plan DI-TMSS-80527 Commercial Off-The-Shelf (COTS) Manuals and Associated Supplemental Data Naval Sea Systems Command Publications: NAVSEA OP-5 Ammunition and Explosives Safety Ashore Naval Surface Warfare Center Indian Head Division Directives and Policies: IHEODTD Form 2271 Explosives Decontamination Tag Conflicting Document Requirements If there are any conflicts between specifications, drawings, or requirements listed herein, the contractor shall notify the Contracting Officer (KO) and the Technical Point of Contact (TPOC), in writing for interpretation, clarification, and resolution. Requirements New System Installation and Certification Contractor shall provide Mettler-Toledo IPac Standard Qualification Services for all systems delivered.� Services shall include IPac Qualification delivery and equipment installation in accordance with Mettler-Toledo standards. (CDRL A001) Software Compatibility System operation software of new equipment shall be compatible with legacy iControl versions. Training Contractor shall provide equipment operation training and operation manuals.� Operation manuals shall be the official manuals developed and distributed by Mettler-Toledo (CDRL A003). Installation Discounts Government shall accommodate simultaneous installation of multiple systems within the contractor�s installation timeline.� The contractor reserves the right to invoice the Government to the amount of any installation discounts. Legacy System Return The Government shall return EasyMax 102 S/Ns 5130109133 and 5130109134 to the contractor within 30 working days of new system installation and receipt of CRDL A002.� The contractor reserves the right to invoice the Government to the amount of any trade-in discounts. Return Tracking The Government shall provide a Return Materials Authorization (RMA) Number to the contractor within 5 working days of legacy system shipment. Decontamination The Government shall decontaminate the legacy system in accordance with OP-5 Ammunition and Explosives Safety Ashore.� Decontaminated legacy system shall be tagged with IHEODTD Form 2271 Explosives Decontamination Tag prior to return to Contractor. Packaging Design The contractor shall design packing and packaging using as many Commercial-Off-the-Shelf (COTS) materials as possible.� The packing shall prevent any damage which may occur during transit. Deliverables The Technical Point of Contact and Contracting Officer (KO) for this contract will approve all deliverables as specified in each individual Delivery Order. Documentation All certificates shall include the signature of the Contractor�s representative authorized to make such certification. The Government reserves the right to reject defective hardware submitted if the hardware or documentation does not successfully pass Government inspection or testing. The Contractor shall in such event promptly replace, correct, or repair the rejected hardware at the Contractor�s expense.
