Description
Synopsis: Please note that this is NOT a request for quotes or proposals, the Government is seeking information for market research purposes only. Network Contracting Office (NCO) 2 of the Department of Veterans Affairs is currently conducting a market survey for qualified firms capable of providing High Pressure Boiler Plant Safety Device Testing, Tuning and Calibrations and Summer Maintenance High Pressure Boilers & Boiler Plant Equipment for VA Hudson Valley Health Care System Montrose and Castle Point. The contractor shall furnish all labor, materials, parts, supplies, equipment, supervision and transportation necessary to accomplish the services. The North American Industry Classification Systems (NAICS) is 811310. Responses to this notice must be submitted in writing (email) and must be received no later than January 29, 2021 at 4:00pm. Interested parties MUST provide company/individual name, a capability statement, examples of same or similar work performed at other facilities, DUNS number and address, point of contact and social-economic category. Additionally, please indicate which of the two (2) objectives indicated below you are capable of fulfilling. The purpose of this notice is to gain knowledge of potential qualified sources and their size classification/socioeconomic status (service-disabled veteran owned small business, veteran owned small business, women owned small business, HUB Zone, 8(a), small business or large business), relative to NAICS 811310. Responses to this notice will be used by the Government to make appropriate acquisition decisions. A solicitation is not currently available. If a solicitation is issued, it will be announced on beta.SAM.gov at a later date, all interested parties must respond to that solicitation announcement separately from the responses to this announcement. See additional information below: Objective 1: Summer Maintenance High Pressure Boilers & Boiler Plant Equipment: Scope: The contractor shall furnish the labor, material and equipment to perform the following work on the boilers and pressure vessels/tanks at VA Hudson Valley HCS listed herein including but not limited to all necessary factory gaskets, closing materials, providing documentation to VA Hudson Valley HCS of proper disposal at a Department of Environmental Protection approved landfill. Cleaning water side of steel tube boilers Cleaning of fire side fire tube boilers Cleaning of water side of fire tube boilers Cleaning of Deaeration and Condensate Tanks Objective 2: Inspection, Safety Device Testing, and Calibration Boiler Plant Burners, Controls, Instruments, and Data Management. Scope: Perform inspection, tuning, testing, calibrating, and adjustments of instrumentation, monitoring, data management systems, burners and boiler and boiler plant controls as specified below. This shall be completed on a semi-annual basis every 6 months, within +/- 20 calendar days of the anniversary of the last performance of the work. List of instrumentation and controls to be inspected and calibrated: Steam flow transmitters (all). Steam flow recorders/computer readout. Flue gas oxygen sampling, analyzing, and recorder/computer readout. Boiler and economizer stack temperature transmitters and recorder/computer readout. Master steam pressure and combustion controllers. Boiler outlet draft controllers. Boiler water level controllers. Feedwater deaerator and condensate storage tank water level controllers including overflow. All pressure and temperature sensors and transmitters. All signal processing and readout devices.
