Description
The purpose of this sources sought is to determine the availability and capability of interested small businesses to include, small business, veteran-owned small business, service-disabled veteran-owned small business, HUBZone small business, small disadvantaged business, women-owned small business, and 8(a) small business USGS has a requirement to acquire a multi-year service contract for a Micromass Quattro Micro API Triple Quadrupole Liquid Chromatography/Mass Spectrometry System.The requirement is for a base and four option years. This notice is being posted for fact finding and planning purposes only and shall NOT be construed as an Invitation for Bid, a Request for Proposal, Solicitation, Request for Quotes, or an indication the Government will contract for the items or services herein. Responses to this sources sought will be used by the Government to make appropriate acquisition decisions. After review of the responses to this sources sought a solicitation announcement may be published in the BetaSAM website. Responses to this sources sought synopsis are not considered adequate responses to the solicitation announcement. All interested offerors will have to respond to the solicitation announcement in addition to responding to this sources sought announcement. This notice is not to be construed as a commitment on the part of the Government to award a contract, nor does the Government intend to pay for any information submitted as a result of this notice. The Government does not reimburse respondents for any cost associated with submission of the information being requested or reimburse expenses incurred to interested parties for responses to this source sought. Any response received will not be used as a proposal. The NAICS code is 811219 size standard $22 million All firms interested in this sources sought must be registered with or have the ability to register with the System for Award Management (SAM), in order to receive a Federal contract award. To register, go to the SAM Internet address at http://www.sam.gov. Failure to register may render the offeror ineligible for award of a contract. Capability and Technical Experience - Interested parties should submit capability statement describing adequate training and experience in scientific and technical appropriateness in reference to the potential work to be performed. Please include company name, address, telephone number, point of contact with an email address, business size, DUNS number, SAM Registration number, Federal CAGE code, general description of the company, how long the company has been in business and a description of similar contracts with the government and/or commercial customers (include points of contact, contract numbers, value and contract type). Company service engineers provided for the service contract must have a minimum of 4 years of factory trained experience in servicing and repairing Micromass/Waters tandem mass spectrometers and a minimum of two years of factory trained experience on servicing the Quattro Micro triple quadrupole mass spectrometer. USGS reserves the right to request specific company engineers. 2. The service company must guarantee that they have direct access to Waters Quattro Micro triple quadrupole certified engineers that may be required for repairs. Non-compliance may be grounds for terminating this contract. 3. The service company must provide an equivalent loner instrument from the same manufacturer if a repair cannot be completed on the Quattro Micro triple quadrupole within 14 working days from the time the service call was logged. 4. The service contract should include a. Two scheduled preventative maintenance (PM) visits per year to be spaced not less than 6 months apart. PM visits may be requested by OGRL staff at alternate times. Preventative maintenance services must include at minimum the following: i. Replacement of pump oil and air filter ii. Voltage checks on all available test points iii. Cleaning of the instrument, to include, but not limited to: probes (electrospray probe and APCI probe), source housing, and the rail. After cleaning no single peak in the Extracted Ion Chromatogram shall be greater than 1E5 in Q1 or Q3 scans from the m/z range of 100 to 1200 amu. iv. Instrument performance shall meet or exceed OEM specifications for performance calibration solutions in ES+, ES-, APCI+, and APCI- v. Adjustment of mass offsets and resolution to meet or exceed OEM specifications b. Unlimited live support for trouble shooting instrument and application issues. c. Unlimited visits for instruments repairs to include all parts, labor, and travel including turbomolecular pumps and rough pumps, source heater elements, ionization probes, and instrument cleaning to remove background contamination. d. At the conclusion of all site visits a report shall be supplied to the OGRL detailing performance prior to visit and after repairs or PMs. e. Service calls shall be responded to within 1 business day by phone and 2 business days if an onsite visit is required without prior arrangement with OGRL. Non-compliance shall result in an equal number of days being amended to the current years contract without compensation. Back ordered parts shall not be an acceptable reason for non-compliance. Remedial repairs must be completed within 4 business days of the original service call. More complicated repairs must be completed within 8 business days of the original service call. f. All replacement parts must result in the OEM specifications for the Quattro Micro triple quadrupole being met at minimum. g. The OGRL has the right to request new parts be used only in the event a particular refurbished component (non-consumable) must be replaced by the service engineer more than twice within the annual service period (eg. rough pumps, source housing or components, Q0, QJet, electronic boards) to minimize OGRL downtime. USGS makes no implied or in fact contract by issuing this Sources Sought announcement. Acknowledgement of receipt of responses will not be made, nor will respondents be notified of the USGS's view of the information received. Material that requires a non-disclosure agreement or that may be business sensitive will not be accepted. Please note that responses to this notice will not be returned.
