Page 1 of Page 2 of 20 Page 1 of THIS REQUEST FOR INFORMATION (RFI) SOURCES SOUGHT IS ISSUED SOLELY FOR MARKET RESEARCH AND PLANNING PURPOSES ONLY AND DOES NOT CONSTITUTE A SOLICITATION. 1. Responses to this Sources Sought must be in writing. The purpose of this Sources Sought Announcement is for market research only to make appropriate acquisition decisions and to gain knowledge of Small Business Capability, including Service Disabled Veteran Owned Small Businesses and Veteran Owned Small Businesses (SDVOSB/VOSB) interested and capable of performing the work. 2. The NAICS for this requirement is 339950 Sign Manufacturing 3. (g) A capability statement that addresses the organization s qualifications and ability to perform as a contractor specifically for the work described in paragraph 5 below. Respondents are also encouraged to provide specific examples (e.g. contract number, point of contact information) of the Contractor s experience providing the same or similar supplies/services to that described in paragraph 5 below. 4. SDVOSB/VOSB respondents. (a) If respondent is VOSB or SDVOSB, respondent is encouraged to provide proof of www.vetbiz.gov certification. In addition, SDVOSB/VOSB Contractors are asked to acknowledge that they understand the limitations on sub-contracting pursuant to FAR 52.219-14, Limitations on Sub-Contracting, which will be included in the impending solicitation. Further SDVOSB/VOSB contractors are asked to respond that they are capable of providing the requested services keeping within the parameters of this clause. (b) Small businesses, including SDVOSB/VOSBS are also advised that per 13 CFR, § 125.6 the prime contractor's limitations on subcontracting are as follows: (1) General. In order to be awarded a full or partial small business set-aside contract with a value greater than $150,000, an 8(a) contract, an SDVO SBC contract, a HUBZone contract, a WOSB or EDWOSB contract pursuant to part 127 of this chapter, a small business concern must agree that: (2) In the case of a contract for services (except construction), it will not pay more than 50% of the amount paid by the government to it to firms that are not similarly situated. Any work that a similarly situated subcontractor further subcontracts will count towards the 50% subcontract amount that cannot be exceeded. 5. We are requesting the service of a contractor to provide Wayfinding Services for the Veteran Affairs Long Beach Healthcare System (VALBHS). Please refer to the Statement of Work for the specifications for the requirements. 6. Please note that if VA s pending market research establishes that two or more VOSB or SDVOSB, who are certified in VA s Vendor Information Pages (VIP) site https://www.vip.vetbiz.gov/, can perform the services VA will set aside the underlying solicitation per 38 U.S.C. §8127.  7. All Offerors who provide goods or services to the United States Federal Government must be registered in the System for Award Management (SAM) database found at https://www.sam.gov. Registration must include Representations and Certifications. B.4 STATEMENT OF WORK 1. GENERAL: The Contractor shall furnish all necessary and appropriate labor, parts, tools and qualified personnel to provide Wayfinding Signage with Ancillary Services located at the Veteran Affairs Long Beach Healthcare System (VALBHS), 5901 E. 7th St., Long Beach, CA 90822. 2. SPECIFIC CONTRACT REQUIREMENTS: Contractor shall provide physical signage, digital signage, artwork graphics, removal of existing signage, preparing locations for signage with patching and painting, installing signage, clean-up of installation site and associated maintenance of this signage. 3. GUIDELINES: Contractor s product and documentation shall comply with the most current, updated versions of the following standards and guidelines: 3.1. VA Design Signage Standards - VA Design Signage Standards (12/2012) updated 2014. (Reference: www.cfm.va.gov/TIL). 3.2. Design Elements - Includes requirements and guidance on Typography, Letter spacing /Kerning, Logo Signature, Seal, Arrows, ABAAS (Architectural Barriers Act Accessibility Standards) / ADA (Americans with Disabilities Act) Specifications, Colors (pantone numbers), Images and Patterns, Languages. 3.3. Wayfinding Report (2014) - Includes Wayfinding Guiding Principles and Best Practices Matrix, utilizing a Strategies Matrix including Platform, Design and Operational Strategies, Utilizing the Integrated Wayfinding Experience Model to navigating the facility, Utilizing Assessment Criteria to determine points of weakness in the existing signage. 3.4. VHA Standardized Signage Nomenclature - Includes Approved Department Names. 3.5. Exterior Signs - Includes Directional, building identification, Wall Mounted, EV, Carpool, Traffic signs. 3.6. Interior Signs - Includes Room Identification, Department Identification, Building Entrance, Conference Rooms, Maximum Occupancy, Wall Directional, Ceiling Directional. 3.7. Room & Floor Renumbering - Includes VA guidance on renumbering floor and rooms where there is a gap or additional rooms added. 3.8. Specialty Signs - Includes guidance for sign types not listed above. 3.9. Parking Lot Signs Includes Parking Lot Identification, Disabled Access, Parking Stall sign, Informational sign. 3.10. Code & Life Safety Signs - Includes Fire, Evacuation, Elevator, Exit, Caution, Warning signs 3.11. Mandatory VA Policy Signs - Includes Business Hours, Patient Rights & Responsibilities, Polices & Directives, Security Notice, No weapons, No Smoking/No Vaping. 3.12. ADA (Americans with Disabilities Act) 3.13. ABAAS (Architectural Barriers Act Accessibility Standards) 3.14. VA Barrier Free Design Standards 3.15. Patient Centered Care Principles 4. SIGNAGE SPECIFICATIONS: The Contractor shall: 4.1. Have the capability to provide various sign types such as monument signs, directional signs, parking lot and parking stall signs, single or double post exterior signs, exterior wall or building mounted identification and directional signs, traffic related signs exterior mapping signs, life safety signs, code and regulatory signs, stair signs, illuminated directories, right angle to the wall flag signs, overhead department signs, room identification signs, restroom signs. it is anticipated that physical samples will be required at the task order stage. 4.2. Have manufacturer's data sheets required for each product specified, including preparation instructions and recommendations; installation and maintenance instructions; Styles, material descriptions, dimensions of individual components, profiles, features, finishes and operating instructions; Storage and handling requirements and recommendations, and mounting details and installation methods. 4.3. Provide interior and exterior signage components that include base, frames, interchangeable components, lettering, artwork, and mounting hardware. Contractor shall include Room Identification signs must feature an open license application that auto scales the copy to fit each sign approximately for creating new sign inserts in house on any standard computer or printer. 5. SIGN SYSTEM SPECIFICATIONS: 5.1. Contractor s Spring-loaded clip sign system shall have a spring clip loading feature or similar for sign contents. 5.2. Contractor s system shall be able to readily accept sign parts and design elements of various thicknesses (room numbers, inserts, paper, dry erase, woods, metals, etc.) while in service after installation without customization to maximize system flexibility; feature a push and slide method for insert and component removal requiring no special tools; and allow sign inserts and components to be easily removed with no portion of the frame requiring disassembly. 6. INTERIOR SIGN SPECIFICATIONS: 6.1. Contractor shall provide: 6.1.1. Tactile and Braille Characters raised minimum 0.793 mm (1/32 in). Characters shall be accompanied by Grade 2 Braille where required by ADA/ABAAS. 6.1.2. Type Styles: Refer to Drawing Standards for Approved Design www.cfm.va.gov/TIL 6.1.3. Character Height: Comply with ADA/ABAAS regulations and sign standards www.cfm.va.gov/TIL 6.1.4. ADA Required Symbols (Pictograms): Equivalent written description shall be placed directly below symbol, outside of symbol's background field. Border dimensions of symbol background shall be minimum 150 mm (6 in) high. 6.1.5. Finish and Contrast: Signs incorporate various interior finishes / materials of varying depths. Refer to Drawing Standards for Approved Design. 6.1.6. Mounting Location and Height: Room ID Signs - Mount on wall adjacent to the latch side of the door in accordance with ADA and to avoid door swing / protruding objects. All other signs follow ADA /ABAAS requirements and JCAHO guidance. 6.1.7. Type II class I extruded aluminum frame composed of clear anodized aluminum with a minimum of 75% recycled content. Signs shall feature a spring clip loading feature for sign contents. 6.1.8. Signs that mechanically fasten to the wall (no adhesive mounting unless special exception in area exists). 6.1.9. Room ID signs that have an insert software program with unlimited licenses that auto scales copy that allow signs to be updated in house on any standard computer and printer. 6.1.10. Subsurface color and graphics unless required otherwise for ADA/ABAAS. 6.1.11. Aluminum Sign Holder: Satin Silver - .75 Depth with chamfer profile design 6.1.12. Signs that accept elements of various thicknesses up to a ¼ during in field operation. 6.1.13. All sign components that utilize a component-based sign Aluminum holder and have precision mitered corners that are mechanical assembly via concealed fasteners. 6.1.14. Aluminum frame profile depth .75 with a subtle radius and chamfer profile design elements for a modern and timeless aesthetic. 6.1.15. Completed frame assembly that is available in size increments of not more than an ¼ in both length and width to provide unlimited holder dimension options to meet various needs. 6.1.16. All extrusion and aluminum components manufactured in the USA. 6.1.17. Interior Sign Parts that are acrylic and composed of a two-ply and three-ply construction, the first ply being 1/16"" thick matte finish acrylic, the second ply being 4mm thick closed cell PVC. 6.1.18. The laminate adhesive, double coated pressure sensitive polypropylene film rated at 56 oz/in minimum adhesion per PSTC-1T. 6.1.19. The room number portion to use injected molded ABS characters. 6.1.20. Grade II Braille to be produced with high pressure surface beading directly below tactile number 3/16 minimum. Braille translation via Duxbury Braille translator. 6.1.21. Wood accents shall be fabricated from multi-layered fire-retardant thermo-plastic sheet with a class A decorative embossed film in the finish specified. 6.1.22. Color and graphics shall be subsurface digitally printed direct to substrate with a variable dot pattern, UV Ink containing NO VOCs and LED curing. 6.1.23. Painting, screen printing, and laminates shall not be used. 6.1.24. Surface color or copy is not acceptable unless required for ADA/ABAAS compliance. 6.2. Behavioral Health/ Mental Health Signage: 6.2.1. Signs shall not exceed .045 in depth. 6.2.2. Product must be shatter resistant, pliable, light weight and contain no sharp edges. 6.2.3. Solution must be ADA compliant with Grade 2 clear dome braille and raised characters. 6.2.4. Write-on board and pocket sign options must be available as required. 6.2.5. Background color shall be a wood look to help create a residential model and be integral to the material (surface applied background finish is not acceptable). Formica or other rigid / non-pliable substrates are not acceptable due to patient safety. 6.2.6. Signs are comprised of a specialized, multi-layered fire-retardant thermoplastic sheet with a Class A decorative film in a wood grain finish. The material must be designed for use in a healthcare environment and be subject to abuse from impact, dents and stains. 6.2.7. All corners are fabricated with a consistent radius to prevent sharp edges. 6.2.8. Insert pockets are layered carrier material with a sandwiched .02 thick non-glare film for light weight low profile insert signs. 6.2.9. All raised/tactile copy is applied to meet ADA and other applicable standards. 6.2.10. All braille is grade 2 in clear domes that do not interfere with the visual aesthetic of the carrier finish. Raised Letters and Braille will extend past the base material by 1/32 . 6.2.12. All copy and graphic information that is not tactile is applied via silkscreen inks specifically formulated for adhesion to the graphic carrier family of materials and shall be vandal resistant. 6.2.13. Any insert graphics are printed via laser toner or pigmented inkjet inks with significant permanence ratings. Inserts are designed to be easily updated by the client onsite with software specifically developed for the application. 6.2.14. All signs are wall-mounted via thin-mil VHB tape and silicone adhesive as required. 7. EXTERIOR SIGNAGE SPECIFICATIONS: 7.1. Contractor shall provide signage following the guideline below: 7.1.1. All aluminum extrusions MUST contain 75% recycled content. 7.1.2. All pylon signs must be supported using two interior steel schedule 40 poles direct buried into concrete footing. 7.1.3. Post and Panel minimum sign cabinet depth 3.25 7.1.4. All illuminated signs to have routed aluminum faces. 7.1.5. All signs to be component based with changeable faces. 7.1.6. All illuminated signs to use GE Tetra Mini LEDS. 7.1.7. Style: Asymmetrical Curve incorporated where appropriate 7.1.8. Primary Colors: Silver, Black Copy, VA Blue Swoosh 7.1.9. Posts: 3 ¾ Radius Black Posts w/ Key Slot 7.1.10. Post & Panel Mounting: Direct Burial with above ground concrete pad 7.1.11. Pylon Mounting: Direct Burial w/ schedule 40 steel poles. Brick Base to match w/ Limestone Cap. 7.1.12. Manufactured from extruded aluminum alloy, pre-assembled, precision machined section, followed by disassembly, primed with zinc chromate primer followed by electro-static painting using two-part catalytic polyurethane 1.5 2.0 mils including primer. 7.1.13. Oven baked for 20 minutes at 300 degrees. 7.1.14. All extruded aluminum to have a minimum of 75% recycled content. (ASTM B221, B241, B209) UL listed and approved UL48 posted on sign. 7.1.15. Site plans to be digitally produced and printed 3D replications of all necessary structures printed on Scotchcal (graphic film laminate) exterior grade vinyl and laminated to 1/8 clear polycarbonate as back plate. 7.1.16. Listings shall be digitally reproduced on vinyl and polycarbonate in a similar fashion. 7.1.17. All pylon signs must be supported using two interior steel poles direct buried into a concrete footing. 7.1.18. All hardware shall be corrosion resistant. 7.2. Exterior building identification signage. 7.2.1. All aluminum extrusions MUST contain 75% recycled content. 7.2.2. Primary Colors: Silver, Black or White Copy, VA Blue Swoosh 7.2.3. All illuminated signs to have routed aluminum faces. 7.2.4. Exterior signs with dissimilar metals in contact with another must have isolating material between them. 7.2.5. All exterior signs and letters attached to a building must show and identify how building penetrations will be sealed to prevent water and other intrusion. 7.2.6. All exterior signs and letters must have a small spacer for water run-off and to prevent streaking on building surface. 7.3. Exterior monument signage. 7.3.1. Post & Panel Mounting: Direct Burial with above ground, exposed concrete pad. 7.3.2. Must show that the Depth and Construction of the footing is appropriate and adequate for the soil conditions, weight of sign to be installed. 7.3.3. Signed and license stamped Structural Engineering drawings detailing internal support structure. 7.3.4. Should signs need local city inspections, Contractor must schedule this to be performed on the day of installation. 7.4. Illuminated exterior signage. 7.4.1. The service voltage and circuit load required should be noted for each electrical/LED illuminated sign. 7.4.2. Exterior illuminated sign cabinets must detail how cabinet opens for access to servicing LED/lamping and components. 7.4.3. Location of UL sticker must be noted on sign shop drawings. 7.4.4. Exterior illuminated signs with aluminum sign faces and routed out text must show the mechanical attachment of letter voids to the diffuser, identify the attachment points of the letter to the and identify the hardware. 8. SITE CONDITIONS: 8.1. Contractor shall coordinate staging areas and unload within the receiving area of the building. All phased installations and arrangements shall be coordinated with the COR. 8.2. Contractor shall remove all related existing signage, shipping debris and construction cleanup associated with delivery and installation of the specified items. Contractor shall remove off the Veteran Affairs (VA) premises, VA dumpsters will not be used. 8.3. Contractor shall protect the interior of the public elevator to prevent damage to the interior walls of the elevator. No service elevator is available. Contractor must coordinate with COR if an elevator is needed. 8.4. Contractor shall park in designated areas behind the VA hospital. Delivery and unloading area are limited. 9. DELIVERABLES: Following are anticipated phases and stages, estimated days for completion and anticipated deliverables for future task orders. 9.1. Estimated Days after task order award Scope Deliverables 7 Kick-off Meeting / on-site walkthrough Review scope, schedule and physical site 21 Vendor will confirm existing floor plans of hospital campus buildings to create a sign location schedule for each general manufactured sign. Provide a sign location schedule for each general sign. 50 For prominent signage areas including lobbies, directional, elevators and intersections, determine how circulation could be improved. Provide shop drawings and sign schedule for prominent signage. Provide a sign location schedule for prominent signage 80 Vendor will create shop drawings for each sign type exterior and interior, to scale, with dimensions, graphic symbols, typography, font, paint, finish, and Pantone colors. Provide fully detailed shop drawings, including method of surface preparation, how sign will be assembled. 140 Manufacture and document each sample and proposed interior and exterior design type using VA Design Signage Standards. Provide physical material samples and finish selections on all signage for approval. Provide updated sign schedule in a finalized state. 145 Pre-Installation onsite visit Obtain signed approvals to move forward with manufacture. Obtain approvals on all final material, finish selections on all signage. 155 Verification of installation schedule Provide verification of walkthrough of entire facility where signage is to be installed. Provide a hardcopy and electronic installation schedule and plan for COR at or prior to the pre-installation onsite visit, noting building, floor, department and dates of installation. Provide notice and obtain permission from each department while on-site to schedule coordination of installation per building. Provide documentation of any changes to location drawings or updates to signage schedule to COR. Confirm all product is being manufactured and on schedule. Provide weekly updates to COR. Removal of existing signage Patching and Painting Surfaces Installation of New Signage Removal of existing signage site to an off-site disposal. Patching and Painting Surfaces Installation of New Signage Provide weekly updates by email to COR on installation reporting percentage completeness, until 100% completion. Provide two complete sets of the final schedule of signs with correlating location map in a binder or hard bound format. Site clean-up & Punchlist Site clean up Provide Punchlist Maintenance Provide maintenance on all signage, repairing or replacing signage within 10 days of notification. Closeout Provide CO and COR with all documentation needed for proper closeout administration. 10. BADGES: All Contractor personnel shall wear VA provided identification (I.D.) badges above the waist at all times while on the VA grounds. Contractor shall coordinate with COR in order to obtain the VA provided I.D. badges for all drivers. All VA provided I.D. badges shall be returned at the end of the contract or upon completion of service. Failure to wear ID badges may result in removal from Federal Property. 11. CONTRACTOR FURNISHED ITEMS AND RESPONSIBILITIES: 11.1. Contractor shall provide final field measurement verifications. 11.2. Contractor shall provide a complete technical submission detailing signage materials, finishes, construction and installation methods for each type of signage. 11.3. Contractor shall provide Certificates of American National Standards Institute (ANSI) compliance certificates labeled with the product(s) that it applies to. 11.4. Contractor shall provide Environmental Testing Certificates labeled with the products it applies to. 11.5. Contractor shall provide product Warranty Certificates labeled with the product(s) that it applies to. 11.6. Contractor shall provide copy of teaming agreement(s) with any Contractors or manufacturers. 11.7. Contractor shall provide Non-Obsolescence policies labeled with the products it applies to 12. PROTECTION OF PROPERTY: 12.1. Contractor shall protect all items from damage. The Contractor shall take precaution against damage to the building(s), grounds and furnishings. The Contractor shall repair or replace any items related to building(s) or grounds damaged accidentally or on purpose due to actions by the Contractor. 12.2. The Contractor shall perform an inspection of the building(s) and grounds with the COR prior to commencing work to ensure that the Contractor shall be able to repair or replace any items, components, building(s) or grounds damaged due to negligence and/or actions taken by the Contractor. The source of all repairs beyond simple surface cleaning is the facility construction contractor (or appropriate subcontractor), so that building warranty is maintained. Concurrence from the VA Facilities Management POC and COR is required before the Contractor may perform any significant repair work. In all cases, repairs shall utilize materials of the same quality, size, texture, grade, and color to match adjacent existing work. 12.3. Contractor shall provide security of the areas in which the work is being performed prior to completion. 12.4. Contractor shall supply their own laborers to patch and paint after removing existing signage and repairing any damaged areas after installing new signage. 12.5. Contractor shall provide floor protection while working in all VA facilities. All material handling equipment shall have rubber wheels. 13. DELIVERY AND STORAGE REQUIREMENTS: 13.1. Contractor shall ship all product to the Contractor s installer s warehouse, the Government shall not store Contractor s product. 13.2. Contractor shall ensure all staff arrives on site with all necessary tools, equipment and safety gear required for the performance of work. 13.3. Contractor shall bring materials to job site in manufacturer's original sealed containers with brand name marked thereon. 13.4. Contractor shall label containers and shades according to Contractor provided Interior and Exterior Sign Schedule created in accordance with Deliverables per Task. 13.5. Contractor shall coordinate with COR for the delivery of signage and receive clearance prior to shipping. 13.6. Contractor shall package to prevent damage or deterioration during shipment, handling, storage and installation and maintain protective covering in place and in good repair until removal is necessary. 13.7. Contractor shall accept a notification of delay as requested by the COR. 13.8. All delayed delivery arrangements, within 60 days, shall be at no additional cost to the Government. 14. INSTALLATION. 14.1. Contractor shall coordinate installation with the COR. 14.2. Contractor shall arrange for product to be delivered to Contractor warehouse. Contractor shall bring product onsite only on the days of installation for each phase of the project. 14.3. Contractor shall review all items needed for this project with the COR to ensure all items requested on the project are included and final placement is correct. 14.4. Contractor shall schedule installation shall in stages and coordinate with COR. Contractor shall organize installation by building, floors, and department. Exterior and Interior Installation may occur simultaneously. 14.5. Contractor shall coordinate with COR for any signage requiring addition structural support. 14.7. Contractor shall install Signage with typography level and true in conjunction with signage type according to manufacturer's written instructions to assure proper operation. 14.8. Contractor shall clean the Signage surfaces after installation, according to manufacturer's written instructions, using only approved non toxic cleaners. 14.9. The installation shall be only by certified installers with the knowledge of the Signage systems and shall comply with all necessary VA and safety regulations. 14.10. Contractor shall not install Signage until wet work in spaces is complete and dry. 14.11. Contractor shall coordinate the sequence of removal of signs, patching and painting walls, and installation of new signage. 14.12. Contractor shall consult with the onsite interior designer and obtain approval prior to installation at that location. Contractor shall obtain structural engineer sign-off for exterior sign footings installation and obtain any necessary local permits for exterior and illuminated signage as needed. 14.13. Contractor shall wipe down handling marks, fingerprints and air borne soil from all product surfaces and parts prior to final review of the installed product. 14.14. Contractor shall provide service and warranty for repairs as needed within 3 days. 15. INSPECTION AND ACCEPTANCE: 15.1. The Contractor shall notify the Contracting Officer Representative (COR) within ten (10) days in advance of the time when the installation will be completed so an inspection may be scheduled. 15.2. The Contractor shall conduct a joint inspection with the Contracting Officer s Representative (COR) once all signage has been installed. The COR shall inspect all phases of delivery and installation and create a detailed punchlist. A list of incomplete or unacceptable items shall by prepared by COR. 15.3. Contractor shall correct any items listed which are unsafe or unusable with three (3) days. All other items shall be repaired within fifteen (15) working days of receiving the punchlist items. The Contractor shall notify the COR when all items have been delivered, are complete and have been accepted. 16. WORK HOURS: 16.1. Normal Working hours: 7am to 4pm (1) hour lunch, but subject to change in agreement with Contractor or COR. 16.2. In accordance with 5 U.S.C. 6103, Executive Order 11582 and Public Law 94-97 the following national holidays are observed and for the purpose of this contract are defined as Legal Federal official holidays . 16.3. When a holiday falls on a Sunday, the following Monday will be observed as a National Holiday. When a holiday falls on a Saturday, the preceding Friday is observed as a National Holiday by U.S. Government Agencies. Also included would be any day specifically declared by the President of the United States of America as a National holiday. 17. QUALITY ASSURANCE: The Contractor shall comply with all applicable regulations and guidelines of the Joint Commission (JC), Occupational Safety and Health Administration (OSHA), California Public Utility Commission and/or any other pertinent federal, state, and local policies relating to the herein mentioned work. All tasks accomplished by the Contractor personnel shall be performed to preclude damage or defacement to patient or Government-owned property, equipment and facilities. The Contractor shall report any damage caused by the Contractor personnel to the COR. The Contractor shall replace items or repair property, equipment or facilities to previous condition, if the Contractor is determined to be at fault for the damage. 18. MONITORING PROCEDURES: The Contracting Officer Representative (COR) shall be responsible for monitoring the Contractor's performance. Performance deficiencies or poor performance identified during the term of the contract shall be reported to the Contractor. Upon notification of deficiencies or poor performance, the Contractor shall be given a reasonable time to take corrective action. If determined appropriate, the Contracting Officer, COR and/or other VA staff members shall meet with representatives of the Contractor to review performance and resolve issues. 19. CONTRACTING OFFICER REPRESENTATIVE (COR): Delegation of Authority letter(s) shall be forwarded to the Contractor after contract award identifying the COR(s) and all representatives of VAMC authorized to order services and to accept or reject services from the Contractor. This designation shall be furnished in writing to the Contractor prior to commencement of the contract. 20. CONTRACTOR POINT OF CONTACT: 20.1. The Contractor shall designate one (1) employee as the Point of Contact (POC) responsible for administrative matters in the performance of services under this BPA. The POC shall have authority to act for Contractor on all matters relating to the daily performance of this BPA An alternate may be designated, but the Contractor shall notify the Contracting Officer and COR in writing those times when the alternate shall act as the POC. 20.2. The Contractor shall provide the name and telephone number of the person designated as Point of Contact and Alternate on the space below: 20.2.1. Point of Contact, Name: 20.2.2. Telephone Number: 20.2.3. Alternate Point of Contact, Name: 20.2.4. Telephone Number: 21. PERSONNEL POLICY: The Contractor has full responsibility for the protection of its personnel furnishing services under this BPA, such as providing Workers' Compensation, professional liability insurance, health examination and social security payments. Payment for any leave, including sick leave or vacation time is considered the responsibility of the Contractor. The Contractor shall follow all existing local, state, federal employment laws and/or union regulations relevant to fringe benefits and premium pay for their employees. 22. SERVICE CONTRACT ACT: Services under this BPA are subject to the requirements of the Service Contract Act of 1965 (as amended). Service employees performing under this BPA shall be paid no less than the wages as indicated in the applicable Wage Determination incorporated by reference herein. Current DOL Wage Rates are attached as Section D.2. 23. CONTRACTOR SUBMITTALS/INSURANCE REQUIREMENTS: 23.1.
