- � � � � � � � � � � � � � � � � � � � � � � � � � � � NOTICE OF INTENT TO AWARD SOLE SOURCE CONTRACT � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � �ERMS HARDWARE MIGRATION SERVICES The Library of Congress (LC) requires contract support to migrate its Electronic Resource Management System (ERMS) to a new Linux Virtual Machine (VM) platform in Data Center 4 (DC4), the Library�s Cloud hosting environment.� The LC�s ERMS uses the Millennium software from Innovative Interfaces, Inc. (Innovative).� Innovative maintains the software for the Library. � Please see the draft Statement of Work (SOW) below for more details.� Also see Justification and Approval For Other than Full and Open Competition.� Document name: ERMS Hardware Migration Services JA_signed_Redacted.pdf. The Library intends to fulfill this requirement by issuing a sole source contract award to Innovative Interfaces, Inc.� Any firm that wishes to be considered for this requirement and believes that this does not meet the Sole Source criteria must submit a capability statement that demonstrates its ability to meet all the requirements described in the draft Statement of Work (below). �The capability statement must be received no later than 4:00 pm February 8, 2021.� The capability statement must not exceed five (5) double-spaced pages and shall include the following information: Company name, DUNS number, address, point of contact, phone number, and e-mail address Corporate structure (corporation, LLC, sole proprietorship, partnership, limited liability partnership, professional corporation, etc.) References, including name, phone number, and e-mail address of individuals who can verify the demonstrated capabilities indicated in the statement and Resumes for key personnel who would work on the contract for those individuals with knowledge and experience relevant to the requirement described in the draft Statement of Work. (Resumes are not counted as part of the 5-page limit for capability statements.) If other vendors express interest in this award, the Library reserves the right to proceed on a sole source basis if the conditions warrant it. (Innovative).� Innovative maintains the software for the Library.� 2.���������� Scope The contractor shall migrate LC�s Electronic Resource Management System (ERMS) to a new Linux Virtual Machine (VM) in DC4.� ERMS is currently running on Millennium 2014 SP5, a COTS product of Innovative Interfaces, Inc., on a RHEL6 VM. 3. ��������� Requirements 3.1���� The contractor shall provide the name(s) of Systems Engineer(s), who will access the Library�s servers. 3.2���� The Library will provide access to the network and servers for the contractor�s engineers. 3.3���� The contractor shall consult with the Library on configuration and set up of the ERMS staging and production servers. 3.4� The contractor shall migrate the ERMS staging database (referred to as training database) to a new Linux VM and test the migration on that platform. 3.5� The contractor shall migrate the ERMS production database to a new Linux VM and test the migration on that platform. 3.6� The contractor shall provide testing and remediation of post-implementation issues found during contractor�s testing or testing by the Library. 4.���������� Schedule of Events/Deliverables Requirements Paragraph Reference Description of Event Due Date 4.1 The contractor provides the names of engineers. Within 15 days of contract award. 4.2 The Library provides access to the existing ERMS servers. Within 30 days of receipt of the names of the engineers.� 4.3 The contractor consults with the Library and provides specifications on set up and configuration of the VM servers. Within 15 days of access for the named engineers. 4.4 The contractor migrates and tests the migration of the ERMS staging database on the new Linux VM. Within 45 days of access for the named engineers. 4.5 The contractor migrates and tests the migration of the ERMS production database on the new Linux VM. Within 30 days of completion of testing in the staging database.� This will require an outage for system users, so ILSPO will coordinate the timing with LC stakeholders, OCIO and the contractor. 4.6 The contractor remediates post-implementation issues found during contractor�s testing or testing by the Library. Within 1 hour of notification of a problem. 5. ��������� Quality Control The contractor shall develop and maintain an effective quality control program (QCP) to ensure services are performed in accordance with this contract.� The contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services.� The contractor�s quality control program is the means by which it assures itself that its work complies with the requirement of the contract.� Testing and post-implementation remediation (Sections 3.4, 3.5 and 3.6) serve as quality control for this data project. Library staff will conduct testing of the ERMS to ensure that it operates as expected following the create list updates in the staging and production environments.� The Library will report any problems to the contractor by email and/or the contractor�s case management systems. The contractor shall begin troubleshooting to resolve reported problems within one (1) hour of being notified of the problem. A reported problem will not be deemed resolved until the Library�s testers have verified that the Millennium software is working as expected. 6. ��������� Acceptance and payment Payment will be made upon completion and acceptance of professional services for all databases by the COR after completion. 7.���������� Additional Information 7.1.������� PLACE OF PERFORMANCE.� The work to be performed under the contract shall be performed remotely via VPN. The Library shall provide super-user (root) access and the ability to connect to the system via Direct Secure Shell (SSH) service from contractor�s networks.� The Library shall provide Internet bandwidth and connection stability, from the client site to the Internet sufficient to support completion of the specified work in a timely manner. 7.2.������� HOURS OF OPERATION.� No work shall be performed, on the Library�s production environment, without prior notification to, and approval by the Library.� Whenever possible, the vendor shall perform work on the Library�s production environment outside the Library�s current business hours (U.S. Eastern Time): Monday, Wednesday, Thursday�������������� 8:30am to 8:30pm Tuesday, Friday and Saturday������������������ 8:30am to 5:00pm. The vendor may perform work in the test/training/staging environment during business hours with the approval of the Library. 7.3.������� Government furnished property: No government furnished property will be provide, but the Library shall provide a technical point of contact in the Office of the Chief Information Officer, who is able to provide, or coordinate access to, necessary information and library resources including the network and servers.� This includes information related to collecting and providing any prerequisite information required to support installation and configuration of software, and other needs that may arise during the project. � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � (End of Statement of Work)
