Description
The Defense Health Agency (DHA) is a joint, integrated DoD Combat Support Agency that enables the US Army, US Navy, and US Air Force medical services to provide a medically ready force and ready medical force to Combatant Commands in both peacetime and wartime. The DHA supports the delivery of integrated, affordable, and high quality health services to Military Health System (MHS) beneficiaries and is responsible for driving greater integration of clinical and business processes across the MHS by: Implementing shared services with common measurement of outcomes; enabling rapid adoption of proven practices, helping reduce unwanted variation, and improving the coordination of care across time and treatment venues; and exercising worldwide management responsibility for joint shared services and the TRICARE Health Plan. The DHA is contemplating a new indefinite delivery/indefinite quantity (IDIQ) dental services contract with fixed unit prices to better support the TRICARE Dental Program (TDP) population. Dental coverage is available to all eligible family members of Uniformed Service active duty personnel and to members of the Selected Reserve and Individual Ready Reserve (IRR) and their eligible family members. Active duty service members, former spouses, parents, in-laws, disabled veterans, foreign personnel, and retirees and their families are not eligible for the TDP. For purposes of this contract, the geographic area of coverage for the Continental United States (CONUS) includes the 50 United States, the District of Columbia, Puerto Rico, Guam and the U.S. Virgin Islands. Outside the Continental United States (OCONUS) service area includes Canada, all other countries, island masses and territorial waters. DHA is seeking industry feedback and recommendations to the attached draft concepts of operations and questions. DHA will consider industrys comments to revise its approach for the new TDP6 contract to ensure the Government has realistic requirements and incorporates industry best practices, new technologies, innovative alternatives and potential capabilities as they relate to the statutory and regulatory limitations governing this entitlement program. Responders will submit their responses and any questions or comments via email to Mr. Matt Anderson, matthew.l.anderson18.civ@mail.mil and Ms. Margaret Zancanella, margaret.a.zancanella.civ@mail.mil not later than 4:00 pm MT, February 5, 2021. Please include the following in the subject line: Response to TDP6 RFI. Responders shall clearly identify and properly mark any proprietary information contained within their response. Properly marked proprietary information received in response to this sources sought will be safeguarded and handled in accordance with applicable Government regulations. DHA is not issuing a solicitation at this time, and this Notice shall not be construed as DHA's commitment to issue a solicitation nor does it restrict DHA to a particular acquisition approach. Interested firms shall not send proposals in response to this Notice. Further, the Government will not accept inquiries regarding potential future requirements. Any information provided to DHA is strictly voluntary and given with no expectation of compensation, and is clearly provided at no cost to the Government. If DHA issues a solicitation, DHA will conduct any source selection in accordance with the Federal Acquisition Regulation (FAR) Part 15, as supplemented. Any future information on this acquisition will be posted on the Beta.SAM.gov Contract Opportunities (https://beta.sam.gov) website.
