DATE REQUIRED 25JAN21 PLACE OF PEFORMANCE ALAMEDA, CA The United States Coast Guard, Surface Forces Logistics Centers, National Security Cutters Branch 2, ALAMEDA, CA anticipates awarding this procurement to PETERSON CAT. for the OEM parts listed below: Part/Services List: #1 Generator Bearing Replacement The CTR shall provide technical services and labor to complete the alignment and load testing the #1 SSDG on board the CGC Stratton. The aft bearing experiencing consistent over hearting while in use. The bearing will undergo replacement with a new prototype. Following this replacement, alignment and load testing will need to occur. The CTR shall provide the following: Labor Monitor and provide OEM technical insight as the bearing is removed and replaced. Provide Technical Representative qualified to perform work on CAT generator bearing. Provide all special tools and 2 qualified engineers. Attend daily production meetings to include Review of plan and requirements with Ship�s personnel Completion of OEM Checklist if available Valid Rapid Gate credentials and/or a completed filled out Access List Template (attached) N-95 masks for all CTR personnel who go onboard STRATTON. Perform all work IAW SFLC Standard Specification 0000. Certified technicians to supply all equipment needed to perform a load test IAW with provided instruction. Provide at least 250ft of cable Provide Load Bank and operating personnel Provide detailed service report on findings and observations Certified technicians to complete alignment requirements (attached). Perform alignment and measure final generator shaft used two dial method or Laser Shaft Alignment in the presence of a CF Inspector Reconnect coupling using a new elastomeric coupling piece and install coupling guard CTR shall re-ream holes as necessary to install alignment pins. Submit CFR documenting all measurement as well as any alignment data in accordance with TP 7119. Coast Guard will provide the following: GFE: End Bell, Elec Rotating Equipment� NIIN: 016602601 P/N: 11466477-001 QTY: 1 End Frame, Non Drive End Kit NIIN: 016602607, P/N: 11466469-001 QTY: 1 Additional various equipment to support renewal of the bearing. Tag Outs of all interfering equipment Remove Interferences Electrical Power Removal and installation of bearing. Clean Work Environment Period of Performance: Jan 25- Feb 1. With alignment and load testing anticipated to occur towards the end of the performance periods. Place of Performance: Coast Guard Island, Alameda, CA Load Testing Procedures: Regarding the load bank plan for USCG Stratton SSDG#1 Safety: At any point in the load test or operational testing period if the need presents its self the engine � Prime mover may be shut down by the Tech rep with communication to the USCG operational Engineer utilizing the local EOS, E stop or shut down from the switch gear. Any of the three options will automatically open the SSDG buss breaker. The cool down of the load bank will not be a consideration of a life safety event or mechanical failure. Load bank cables will be connected at USCG#1 main buss breaker. Accessed from the back side of the switch gear after proper LOTO procedures have been performed and dead buss is verified. 6 � 8 cables per phase are to be utilized and connected to the buss with mechanical lug blocks bolted to the existing buss access door in the back side of the switch board. All cables and blocks are to be insulated after installation with rated arc flash blanket � wrap. � Load bank cables will be routed out of AMR (5-36-01-E) via hallway utilizing ladder 2-tac-45-tac-1 and 2-45-1-Q rescue hatch door.� Load bank cables will be at or under 250 foot length specified. 2000KW Load bank will be set on the pier closest to the rescue hatch. If proper external power is available for load bank fan operation external power will be utilized however not required. Running no load testing.� No load testing will consist of running the engine at idle rpm until the engine coolant temperature reaches 140 deg. F during that warm up time safety testing will be performed for oil psi and temp warning and shut down and coolant temp. warning and shutdown. Ship board alarm verification will be observed at that time as well. Load bank test It is proposed that the load bank test be done to the following: Warmup until coolant temp reached 140 deg F. Thirty minutes at 25% load Thirty minutes at 50% load Thirty minutes at 75% load Two hours at 90-100% load Fifteen minute cool down Load bank readings will be taken every 15 minutes of the following: Engine Coolant temp oil pressure battery voltage boost intake air temp after the after cooler exhaust stack temp left and right bank if available fuel rate GPH In addition to the generator load test form a Caterpillar steady state engine performance file will be recorded off of the engine ECM to record all related available information Generator information, voltage reading per phase, amperage readings per phase, HZ, bearing and winding temps if installed. Pre and post-test PSSRP will be saved off of the ECM to provide verification of all available diagnostic codes and events. All electronic files and reports will be sent to the Coast Guard and distributed through proper channel This procurement will be made on behalf of the USCGC STRATTON. �Vendor will provide the part/supply stated in the solicitation description. �NAICS Code # 336611 applies to this procurement. The Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. No solicitation will be issued, however all responses received on/before 0800 Pacific Time, JAN 23, 2020 will be reviewed by the Government. ��A determination not to compete this proposed contract based on the responses to this notice is solely within the discretion of the Government. This notice of intent is NOT a request for competitive proposals. �Interested parties may identify their interest and capability to respond to the requirement or submit proposals. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Offers from concerns other than the above are not solicited.
