- Notice of Intent to Sole Source Please read this notice carefully as it constitutes the only notice that will be published. The Bureau of Reclamation (Reclamation) intends to negotiate and award on a sole source basis a purchase order to Atlantium Technologies LTD, POB 11071, Industrial Park, Har Tuv 99100, Israel. The government intends to negotiate with only one source under the authority of Federal Acquisition Regulation (FAR) 13.106-1(b (2), for purchases exceeding the Simplified Acquisition Threshold. And will conduct award in accordance with FAR Part 12 and 13.5 procedures. This notice will be distributed solely through beta.SAM.gov for Federal Business Opportunities at beta.sam.gov. Interested parties are responsible for monitoring the beta.SAM.gov website to ensure they have the most up to date information regarding this acquisition. The North American Industry Classification System (NAICS) for this procurement is 334517 (Irradiation Apparatus Manufacturing) with a small business size standard of 1,000 Employees. Reclamation intends to award a one-time sole-source contract with Atlantium Technologies LTD due to the fact that it is not anticipated that there are two or more qualified vendors with the knowledge, experience, and unique qualifications which could provide this requirement. The Bureau of Reclamation, Upper Colorado Basin, Glen Canyon Dam, has a requirement to obtain: A. 8 individual units of Ultraviolet Filtration Equipment for the purposes of treating water at the Glen Canyon Dam power plant, in order to mitigate biofouling of quagga/zebra mussel veligers and other biohazards within the power plan generator cooling system. Each unit is to be manufactured and shipped as a complete unit with power ballasts, control panels, monitoring instrumentation, lamps and other necessary equipment to install a fully operational water treatment system. These systems shall be capable of supporting a generator cooling system at the following specifications: 1. Operating pressure of 50 psi 2. Water flow rate of 2,200 gpm 3. Water Transmittance of at a minimum 85% 4. Reactors shall be capable of connection to existing systems within the Glen Canyon Dam (ASME B16.5 Class 150, 10 inch Carbon Steel Pipe Flanged Connections), and vendors shall supply all products and materials as necessary to fit the systems as necessary (ie., reducers, flanges, or other pipe items). B. 8 individual units of Ultraviolet Filtration Equipment for the purposes of treating water at the Glen Canyon Dam power plant, in order to mitigate biofouling of quagga/zebra mussel veligers and other biohazards within the power plan bearing cooling system. Each unit is to be manufactured and shipped as a complete unit with power ballasts, control panels, monitoring instrumentation, lamps and other necessary equipment to install a fully operational water treatment system. These systems shall be capable of supporting a bearing cooling system at the following specifications: 1. Operating pressure of 220 psi 2. Water flow rate of 700 gpm 3. Water Transmittance of at a minimum 85% 4. Reactors shall be capable of connection to existing systems within the Glen Canyon Dam (ASME B16.5 Class 300, 6 inch Carbon Steel Pipe Flanged Connections), and vendors shall supply all products and materials as necessary to fit the systems as necessary (ie., reducers, flanges, or other pipe item Filtration equipment shall be capable of providing controlled UV intensity for specified dosage ranges. Systems proposed shall be quality assurance tested and meet all applicable standards and requirements and shall have been utilized at other Hydro power plants for the same/similar application. UV Filtration Equipment proposed shall have demonstrated successful deployment against quagga/zebra mussels and shall have EPA Validation as per Federal guidelines. Reclamation intends to award a contract for the supply of each unit, oversight of the installation of the first unit, commissioning of each unit after its installation, warranty of each unit, and a base year and 4 option years of maintenance of each unit. Anticipated performance of this contract will be located at the USBR, Glen Canyon Dam, Highway 89, Page, Arizona 86040 This is not a request for competitive quotes, bids, or proposals, and a solicitation will not be issued. Responsible sources may identify their interests and or provide a capability statement as a response to this notice. All respondents shall be registered in the System for Award Management, have a valid DUNS number, Cage Code, and Tax Identification Number. Interested persons may identify their interest and capability to respond to the requirement no later than February 5, 2021 by 5:00 pm Mountain Standard Time.
