- Description
- The United States Department of Commerce (DOC), National Institute of Standards and Technology (NIST), Acquisition Management Division (AMD) intends to negotiate a firm fixed price purchase order, on a sole source basis, with SPECS TII, Inc. (SPECS), 411 Cleveland St 290, Clearwater, FL 33755-4004, for the purchase of preamplifiers and feedback control software modules for the Physical Measurements Laboratory (PML). The statutory authority for this sole source acquisition is FAR 13.106-1(b) by the authority of FAR Part 13.5 Simplified Procedures for Certain Commercial Items. The National Institute of Standards and Technology (NIST) has a requirement for preamplifiers and feedback control software modules for NIST designed scanning probe microscopy (SPM) systems. The SPM systems are a resource accessible to researchers in the Physical Measurement laboratory and to outside users via collaboration to measure a wide range of physical properties of materials. Measuring the properties of new quantum materials is a critical part of the NIST mission.� The NIST SPM systems are controlled by the Nanonis SPM hardware and software control systems. To fulfill the requirements, the Nanonis systems requires additional generic proportional/integral (PI) feedback control software for the addition of atomic force microscopy (AFM) measurements to the existing SPM instruments. In addition, our requirements require preamplifiers for Nanonis lock in amplifiers for the addition of transport measurements to our SPM measurements. Both items must integrate and be controlled with the existing Nanonis hardware and software SPM control systems. Only software and hardware specifically designed by SPECS can be 100% compatible and fully integrate with the existing Nanonis Systems.� SPECS is the OEM manufacturer of this equipment and does not sell through resellers or distributors. Therefore, SPECS is uniquely qualified to meet the Governments minimum requirements. The North American Industry Classification System (NAICS) code for this acquisition is 334516 and the size standard is 1,000 employees. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, all responsible sources interested may identify their interest and capability to respond to this requirement. The Government will consider responses received by 12:00 p.m. Eastern on February 4, 2021. Inquiries will only be accepted via email to joni.laster@nist.gov . No telephone requests will be honored. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.
