- Consolidation responses requested by 04 February 2021 PLA responses requested by 28 January 2021 CONSOLIDATION SOURCES SOUGHT ANNOUNCEMENT for the Nuclear Command Control and Communications (NC3) Acquisitions Management Facility at Hanscom Air Force Base, Massachusetts. �� The U.S. Army Corps of Engineers (USACE), New England District, is issuing a Sources Sought Announcement for a Design/Build (D-B) contract to design and construct a new Warehouse Supply and Equipment Facility and a new Acquisitions Management Facility located at Hanscom Air Force Base (AFB) in Massachusetts.� The purpose of this announcement is to determine the potential impacts of consolidation, as described below.� The NAICS code for this procurement is 236220.� The solicitation is scheduled to be issued in the Spring of 2021.� Construction will begin in the Winter / Spring of 2022 with an expected duration of approximately forty-eight months, including design, submittal approval and construction.� The estimated construction cost is between $25,000,000.00 and $100,000,000.00. Work under this contract will include the following tasks: Design and construction of a new Logistics Readiness Squadron (LRS) Warehouse Supply and Equipment Facility, a one-story building consisting of offices, high bay storage, warehouse, logistics areas, and a chemical storage Hazmart area. �The maximum size of the Hazmart area is 1,450 gsf. The maximum size of the entire LRS building, including the Hazmart, is 18,158 gsf. Demolition of Buildings 1110 and 1152 at Hanscom AFB. Building 1110 is an 1,858-square foot one-story metal clad, steel-framed structure with interior offices on a slab foundation that was constructed in 1991. �The south end of this building is raised above grade approximately 3 feet to accommodate two loading bays. Building 1152 is a 1,234-square foot two-story concrete masonry unit (CMU), steel-framed structure on a slab foundation that was built in 1954. This Site building has a high-bay portion with a loading door at-grade. Design and construction of a new building to serve as the NC3 Acquisitions Management Facility. �The facility will include private offices, open workstation areas, conference rooms, communication test laboratory, break areas, and other support areas such as mechanical and electrical rooms, communication rooms, elevators, and toilets.� Maximum building size is 57,856 gsf. The NC3 building will be divided into secure and unsecure areas. �The secure area on each floor shall be certified as separate secure areas. �The secure areas shall meet the requirements for ICD/ICS 705 Technical Specifications for Construction and Management of Sensitive Compartmented Information Facilities (SCIF) and UFC 4-010-05 Sensitive Compartmented Information Facilities Planning Design and Construction. �The secure areas shall meet requirements in CNSSAM TEMPEST/1-13.� The communication test lab area shall include RF shielding foil on all six sides. An existing below-grade utility tunnel connected to existing Building 1102 shall be maintained and will connect to a mechanical room in the basement of the new NC3 building. A new one-story pedestrian connector between the new NC3 building and Building 1102 shall be constructed directly above the existing utility tunnel. Existing site electrical, water, sewer, gas, telecom, and drainage are available in the vicinity of each new building and shall be connected to the new buildings. The Government is considering consolidating all described work into one procurement package or splitting the project into two separate procurements. If the project is split into two procurements, one procurement would include the design and construction of the LRS Warehouse and Equipment Facility and one procurement would be issued for the demolition of the Buildings 1110 and 1152, and design and construction of the new NC3 Acquisitions Management Facility.� The results of this market research will be taken into consideration during the Government�s determination to consolidate this work.� Please describe how consolidating this work into one project will affect the offer's ability to do the work, either positively or negatively.� Interested firms should submit a response to this notice to include a discussion of the potential consolidation.� �� Responses are due 04 February 2021.� Responses should be emailed to Contract Specialist Benjamin Hoell at Benjamin.g.Hoell@usace.army.mil.� Responses are limited to five (5) pages. �The Government will not pay for any material provided in response to this market survey nor return the data provided.� This notice is for information purposes only and is not a request to be placed on a solicitation mailing list nor is it a Request for Proposal (RFP) or an announcement of a solicitation.� The results of this survey will be in effect for a period of one year from the date of this notice.�
