Description

The U.S. Army Corps of Engineers (USACE) intends to award a single-source fixed-price purchase order to Ebsco Industries using IDIQ Contract LCFDL-19-C-0001 established by the Library of Congress FEDLINK Program for web library subscription services. The period of performance for this requirement shall be one year from the date of award plus three (3) option years. No competition is being sought unless/until another source is identified. This web library subscription service is unique to Ebsco Industries, Inc. D317�� IT And Telecom - Web-Based Subscription NAICS Code 519130 - Internet Publishing and Broadcasting and Web Search Portals The EBSCO Delivery Service is a necessary discovery search tool that the HECSA Library needs to support its customers.� ESD brings together the comprehensive collection content of HECSA Library's library catalog, USACE Digital Library, and library databases. The tool indexes each of these items and provides bibliographic and full-text search results to the staff of HECSA, HQUSACE, IWR, 249th Engineer Battalion, and Army Audit Agency to support the mission of the USACE.� The HECSA Library has used this tool since 2015. As part of the service, EBSCO Discovery Service will index the HECSA Library OPAC, USACE Digital Library, and all HECSA Library database subscriptions.� EDS will configure, install, house, maintain, monitor and operate the facilities, servers, equipment, operating software and network necessary to run the service.� EDS will address, respond, and resolve technical issues and helpdesk tickets regarding the service. This is a special notice prepared in accordance with the requirements in Federal Acquisition Regulation (FAR) 5.2 Synopses of Proposed Contract Actions. A solicitation will not be posted. However, any firm that believes it can meet this requirement may give written notification to the Contracting Officer within fifteen (15) days of publication of this announcement. Supporting evidence must be in sufficient detail to demonstrate the ability to comply with the requirement. Responses received will be evaluated; however, a determination by the Government to compete the proposed procurement based on the responses to this notice is solely within the discretion of the Government.
