- Description
- This synopsis is for non-personal services for Intelligences Support and Intelligence Surveillance and Reconnaissance Processing, Exploitation and Dissemination (ISR-PED) Support at Hurlburt Field, FL.� The contractor will provide all personnel, supervision, transportation, and all items and services necessary to provide ISR-PED support in accordance with the Performance Work Statement (PWS).� The contractor shall support planning and integration of new and existing intelligence collection, exploitation, reporting, dissemination, and evaluation capabilities into AFSOC SOF GEOINT processing, exploitation and dissemination (PED) (SGIP)/intelligence units and shall provide implementation of these warfighting capabilities through direct support to Air Force Special Operations Command (AFSOC). This includes integration of data from intelligence collection, fusion, correlation, and dissemination systems related to UAS-RPA, manned, satellite systems, and surface/ground collection platforms, conducting ISR operations. The contractor shall provide support for programmatic/unit functions that support intelligence operations, standards and evaluation, unit support functions, and systems security & sustainment activities. The contractor shall be responsible for data collection, reduction, first level analysis, design, plus engineering and integration of simulations and modeling to support evaluation of potential threats, doctrine and requirements, technologies, and defense system interface architectures. The spectrum of conflict in the simulations may range from peacetime readiness to full-scale warfare, and the scenarios may range from conflict in Central Europe to any number of Third World countries. The contractor shall integrate mission-critical computer resources and representative hardware elements of existing and emerging technologies, cyberspace, weapon systems, aircraft, missiles, national and theater sensor, planning/fusion capabilities, command, control, and communications and the associated doctrine, both U.S. and foreign. The contractor shall support targeting, information operations, deliberate and crisis action planning, and 24/7/365 operations.� This acquisition will be set aside for Service Disabled Veteran Owned Small Businesses (SDVOSB) only.� The North American Industry Classification System (NAICS) code for this requirement is 541990, All Other Professional, Scientific, and Technical Services with a size standard of $15M.� A non-commercial, single award, Indefinite Delivery, Indefinite Quantity (IDIQ) contract will be awarded in accordance with FAR 15, DFARS 215, and AFFARS 5315, Negotiated Procedures.� The Government reserves the right to award a contract to other than the low proposed price and to award without discussions.� The Ordering Period will be five (5) years from award.�� The services required will support the Intelligence Directorate at Headquarters AFSOC.� The issuance date for this solicitation is projected to be on/about 4 Feb 2021. Prospective contractors must be registered in the System for Award Management (SAM) Database prior to award of a government contract.� Offerors are further advised that failure to register in the SAM Database will render your firm ineligible for award.� Registration requires applicants to have a DUNS number.� Recommend registering immediately in order to be eligible for timely award.� This solicitation will be available ONLY via the Internet at the following address: https://beta.sam.gov.� NO paper copies of the solicitation will be furnished.�� This notice is related to the draft Request for Proposal (RFP) issued on 4 December 2020, under FA002121R0001Draft.
