- Description
- The work for this project includes, but is not limited to, the construction of a multi-story communications center facility to support Naval Computer and Telecommunications Station Guam operations. �Special features include Sensitive Compartmented Information Facility construction work in accordance with ICD/ICS 705 and demolition and incidental related work.� Secure facility construction shall be performed by U.S. companies using U.S. citizens.� The work will also include two (2) pre-priced options for the construction of two (2) single-story warehouse facilities.� In accordance with FAR 52.217-7, Option for Increased Quantity � Separately Priced Line Item, the Government may exercise the option by written notice to the Contractor within 365 days of contract award. The magnitude of this project is estimated between $100,000,000 and $250,000,000.� THE NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODE IS 236220 AND AVERAGE ANNUAL RECEIPTS IS $39.5 MILLION OVER THE PAST THREE YEARS.� The contract completion period is anticipated to be 941 calendar days. A sources sought notice (N6274220SS001) for this procurement was posted on 18 February 2020 on the beta System for Award Management (SAM) website and a market survey was conducted that included an assessment of relevant qualifications and capabilities of potentially qualified firms.� As a result of the market research analysis, a determination was made to solicit this procurement on an unrestricted basis inviting full and open competition.� The NAVFAC Pacific small business office concurs with this decision. This is a source selection procurement requiring the submission of both non-price and price proposals.� Large business concerns will be required to submit a subcontracting plan as part of the proposal. This solicitation will utilize the tradeoff source selection process in accordance with FAR 15.101 and FAR Subpart 15.3.� All technical factors, when combined, are considered of equal importance to Past Performance.� The factors are: Factor 1 � Experience, Factor 2 � Past Performance, Factor 3 � Safety, and Factor 4 � Small Business Participation.� Contract award will be made to that responsible offeror whose offer, conforming to the solicitation, is determined to be the most advantageous to the Government considering price and non-price evaluation factors. �For evaluation of experience and past performance, a relevant construction project is defined as a facility that is 10,000 square feet or larger and includes at least one (1) of the following individual features: ����� (1)� Precision Cooling System.� New construction or replacement of a chiller type technology cooling system engineered specifically for data center/electronic/IT networking environments.� Projects submitted which reference comfort cooling systems which are engineered primarily for the intermittent use required to maintain a comfortable environment for people in facilities will not be considered. �Projects submitted to demonstrate Precision Cooling System will only be considered if the work was performed by the specific entity proposed for the Precision Cooling System under the resultant contract. ����� (2)� Uninterruptable Power Supply System.� New construction or replacement of an Uninterruptible Power Supply (UPS) system that is 225 kVA size or more. �Projects submitted to demonstrate UPS System experience will only be considered if the work was performed by the specific entity proposed for the UPS System. ����� (3)� Clean Agent Fire Suppression System.� New construction or replacement of a clean agent fire extinguishing system and releasing system, including all mechanical, controls and electrical components necessary for a complete and operating clean agent fire suppression system. �Projects submitted to demonstrate Clean Agent Fire Suppression System experience will only be considered if the work was performed by the specific entity proposed for the Clean Agent Fire Suppression System. Projects submitted to demonstrate relevant construction individual features, i.e., (1) Precision Cooling System, (2) Uninterruptable Power Supply System, and (3) Clean Agent Fire Suppression System, will only be considered if the work was performed by the specific entity proposed to perform that type of work in this contract. If the Offeror self-performed the relevant construction individual features, i.e., (1) Precision Cooling System, (2) Uninterruptable Power Supply System, and (3) Clean Agent Fire Suppression System, then the Offeror must confirm that it will self-perform the same relevant individual feature(s) in order to be considered. Projects submitted shall collectively demonstrate experience in all three (3) individual features: (1) Precision Cooling System, (2) Uninterruptable Power Supply System, and (3) Clean Agent Fire Suppression System.� Failure to demonstrate experience in all three (3) individual features shall be considered a deficiency and an Unacceptable rating will be assigned for this factor.� Individual features do not have to be within any single project scope. All projects submitted to demonstrate experience must have been completed or substantially completed within the past ten (10) years from the date of issuance of the Request for Proposal (RFP).� �Substantially completed� is defined as being at least 90% physically complete. The RFP will be available on or about 5 February 2021.� Printed copies of the RFP will not be issued.� The RFP, including the specifications and drawings, will only be released to U.S. Citizens of U.S. Firms. To determine eligibility for receipt of RFP documents, each interested firm shall complete and submit a U.S. Firm Certification, attachment (1).� All sources, whether prime Offerors or subcontractors at all tiers, must certify that it is a U.S. Firm.� Once a favorable U.S. Firm determination has been made, all individuals of the approved U.S. Firm requiring access to the RFP documents shall complete and submit a U.S. Citizen Certification, attachment (2), along with proof of U.S. citizenship and a signed Non-Disclosure Agreement, attachment (3).� A list of acceptable documents for proof of U.S. citizenship is provided in attachment (2). All documents shall be submitted to Ms. Chelan Crane at chelan.crane@navy.mil.� Offerors are encouraged to submit the required documents as soon as possible. The RFP, including the specifications and drawings, can be accessed by approved individuals via the betaSAM website at https://beta.sam.gov/.� Approved individuals must register at the betaSAM website to obtain access to the RFP.� Registration instructions can be found on the betaSAM website.� Once registered in betaSAM, approved individuals must request explicit access to view the documents.� An email will be forwarded once the contracting office has approved or declined the request.� Approved individuals may view and/or download the RFP documents.� Amendments will also be posted at https://beta.sam.gov/.� It is highly recommended that firms register on the betaSAM website as this will be the only plan holder�s list available.� It is the offeror�s responsibility to check the betaSAM website periodically for any amendments to the solicitation. Offerors are required to be registered in the SAM database at https://www.sam.gov at the time of proposal submission. A one-time pre-proposal site visit has been scheduled for 6 April 2021 at 10:00 a.m. Chamorro Standard Time (ChST). �Please note that this date is subject to change due to the COVID-19 pandemic.� This site visit is to provide Offerors with an opportunity to familiarize themselves with the jobsite and conditions to be encountered and is not for the purpose of answering questions.� Offerors interested in attending the pre-proposal site visit shall submit the following information and applicable forms: ����� (1)� BASE ACCESS REQUEST FORM:� One form required per organization. �Limited to three (3) attendees. ����� (2)� COMPANY LETTERHEAD:� One form required per organization.� Limited to three (3) attendees.� Please list names in alphabetical order. ����� (3)� SECNAV 5512/1 FORM:� One required per attendee.� Include copies of supporting documents, such as passport, driver�s license, etc. (refer to list of acceptable documents on page 3 of the form). ����� (4)� NAVAL BASE GUAM FOREIGN NATIONAL BASE ACCESS REQUEST FORM:� Required for foreign nationals.� Include copies of Passport, Visa, and/or other valid identification. ����� (5)� FN BIOMETRIC DATA FORM:� Required for foreign nationals. * If attendees have DBIDS credentials, their access is current at the time of entry, and they are able to access the specific base(s) where the project sites are located, the above forms (1) through (5) do not need to be submitted.� THE NUMBER OF ATTENDEES SHALL BE LIMITED TO NO MORE THAN THREE (3) PER FIRM.� PHOTOGRAPHY WILL NOT BE PERMITTED. Required site visit information and applicable forms shall be submitted to Ms. Chelan Crane at chelan.crane@navy.mil on or before 18 February 2021 at 2:00 p.m., HST.� There will be no exceptions to late requests since it is of utmost importance to know the number of attendees due to the COVID-19 social distancing requirement.� Offerors are encouraged to submit the required site visit information and applicable forms as soon as possible to begin processing. Attendees are responsible for monitoring travel restrictions during the COVID-19 pandemic. �All parties traveling to Guam will be expected to follow any COVID-19 protocols in place at the time and to follow all other directives (quarantine period, face masks, social distancing, etc.).
