- Synopsis: (1) Action Code: (2) Date: 21 January (3) Year: 2021 (4) Contracting Office Zip Code: 48397-5000 (5) Product or Service Code: 2320 (6) Contracting Office Address: 6501 E. 11 Mile Rd, Detroit Arsenal, MI (7) Subject:� Pre-Solicitation Synopsis (8) Proposed Solicitation number: W56HZV-20-R-0217 (9) Closing Response Date: 5 February 2021 (10) Contact Point: John Wilson, john.b.wilson154.civ@mail.mil (11) Contract Award & Solicitation Number: N/A (12) Contract Award Dollar Amount:� N/A (13) Contract Line Item Number: N/A (14) Contract Award Date: N/A (15) Contractor: N/A (16) Description: Army Contracting Command � Detroit Arsenal (ACC-DTA) intends to issue a sole source Request for Proposal (RFP) to AM General, LLC, South Bend, Indiana for the Contact Maintenance Trucks (CMT), also known as the M1152A1B2 High Mobility Multipurpose Wheeled Vehicle (HMMWV) Next Generation (NG) Lightweight (LW) Shop Equipment Contact Maintenance (SECM).� �The CMT will comply with Automotive Tank Purchase Description (ATPD) 2099 and SECM LW Technical Data Package (TDP) 11B361000.� The RFP (W56HZV-20-R-0217) will be sole source in accordance with the authority of Federal Acquisition Regulation (FAR) 6.302-1(a)(2), �Only one responsible source and no other supplies or services will satisfy agency requirements.� �RFP W56HZV-20-R-0217 is planned to result in a 3-year base and two option year, firm-fixed-price, requirements contract with AM General.� The contract will procure an estimated 1,375 CMTs to fill United States Army (U.S. Army), Army National Guard (ARNG), U.S. Army Reserve (USAR), and Foreign Military Sales (FMS) customer requirements. The RFP is expected to be released in the 2nd quarter of Fiscal Year (FY) 2021. The proposal will be due approximately 30 calendar days after the RFP is release.� Contract Award is anticipated in the 4th quarter of FY 2021. AM General is the only known qualified source for this procurement. The Government possesses a competitive TDP for the basic HMMWV Expanded Capacity Vehicle (ECV) variant; however, the TDP does not include the contractors proprietary data for the updated armor package, air conditioning system, Automotive Improvement Package (AIP), and Reliability Enhancement Vehicle (REV) components that are integrated into the vehicle. The NAICS code for this acquisition is 336992. The inspection/acceptance and FOB points are Origin. Although it is the Government's intent to solicit and negotiate with only one source, AM General, LLC (Cage Code 0H3G6), all responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. This is a pre-solicitation notice, otherwise known as synopsis. The solicitation pertaining to this notice will not be available for a minimum of 15 calendar days from the date of this notice. Contractors should not call the buyer(s) or procuring contracting officer (PCO) seeking a copy of the solicitation (or other data) as none will be available until the solicitation is issued. No hard copies of the solicitation will be issued.
