- ***Amended Due Date: Thursday, January 28, 2021, by 4:30 p.m. EST.*** This is a combined synopsis/solicitation for commercial items prepared in accordance with FAR 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation 36C25021Q0309 is issued as a request for quote (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2021-02 (eff. 11/23/20). The North American Industry Classification System (NAICS) number is 335999 and the business size standard is 500 employees. ANTI-LIGATURE DOOR ALARM SYSTEM ACUTE INPATIENT MENTAL HEALTH (AIMH) UNIT VA ANN ARBOR HEALTHCARE SYSTEM (VAAAHS) SCOPE OF WORK: The Contractor shall provide turnkey services to include all materials, tools, labor, and supervision necessary to install a Ligature Resistant Door Alarm System in the Acute Inpatient Mental Health (AIMH) unit at the VA Ann Arbor Healthcare System (VAAAHS), 2515 Fuller Road, Ann Arbor, MI 48105. The contractor shall supply and install fifteen (15) door alarms on the corridor doors to each patient room within the AIMH unit. These alarms shall be Photoelectric optical type alarm assemblies. Contractor will be responsible for a completely functioning and commissioned system. The project location is an active mental health unit and must be treated as such. Contractor will need to assume that only one door will be able to be retro-fitted at a time. Census is typically high in this unit and contractor will need to complete each individual installation before moving on to the next door. The fifteen (15) door systems will each consist of, but shall not be limited to: Materials: Per door to include: 15 each electrified center pivot hinge Per room to include: 15 each top beam only entry door kits VA will provide and install required cylinder and core for each door Per system to include: 1 each master j-box, local display/interface panel and hallway siren 2 each multi-door hubs 1 each remote touch screen interface panel SALIENT CHARACTERISTICS OF LIGATURE RESISTANT DOOR ALARM SYSTEM: Provide ligature resistant, monitoring and notification system capable of detecting a ligature-initiated event at a patient bedroom door. An alarm system will trigger audio and visual notification devices at the bedroom door and nurse s station to alert staff of a ligature emergency. The system shall be addressable, self-monitoring, and able to diagnose alarm and system problems. The system shall be capable of documenting ligature-initiated events Components of Alarm System: 1. Ligature-initiating Alarm: a. Photoelectric sensor alarm assembly: Photoelectric sensors shall be positioned on the door and frame within anti-ligature casings constructed of Acetal (Polyoxymethylene-POM) an impact resistant plastic commonly called Delrin. Provide the following installation configuration for the sensors: Two sets of sensors at the top of the door at door and frame. b. The alarm assembly circuit shall be concealed and redundant providing a tamper resistant, failsafe operation. c. The alarm assemblies are to be installed with tamper resistant fasteners only. 2. Hinge and Power Transfer a. Power transfer section of hinge shall be housed at the top end of the continuous hinge to eliminate the potential of exposed wires or flex conduit. b. The power transfer section of the hinge shall be field removable to eliminate the need to remove the door when addressing electrical service issues. 3. Local Visual Alarm (Strobe) a. Install in corridor above monitored room doors throughout facility. b. Alarm unit shall be anti-ligature with a sloped top, made of resilient material and fastened with tamper resistant hardware. c. Door alarm units shall flash when any monitored door alarm is triggered at a ligature point initiated event. d. The door alarm strobe shall be turned off when a user s code is entered at the keypad at the room door. 4. Local Key switch: a. Wall mounted, shall be flush mounted or designed to be anti-ligature compliant. b. Coordinate specific location with VA AIMH Unit Manager and or Facilities Management Service Chief during installation. c. Designed for momentary actuation with spring return. 5. Keypad: a. Provide an LCD display notification for activation of all monitored patient bedroom doors. b. Flush mounted or designed to be anti-ligature. 6. Remote Monitoring Panel and Audible Alarm: a. The remote monitoring panel shall allow monitoring of each patient bedroom door from the nurse s station with a visual indicator of the location of the ligature-initiated event. b. The remote audible alarm will be a distinct tone not to be confused with other alarms located in the vicinity. 7. Control Panel: a. Panel and all elements of the alarm system shall be equipped with a dedicated battery backup system and emergency power feed for maintaining power to the control panel in the event of a power failure due to a power outage. b. Provide software for printing documented alarm events. DELIVERY: All materials/services procured under this contract shall be delivered and installed not greater than 90 days after the date of award. WARRANTY: All delivered and installed materials shall be in new condition and free of defects. All defects in materials or installation will be resolved by the contractor through a one (1) year product warranty period. Any manufacturer s warranty shall be extended to the VAAAHS as a pass through warranty. The proposed contract listed here is competed unrestricted. FOB destination. Deliver and turnkey installation to VA Ann Arbor Healthcare System, 2215 Fuller Road, Ann Arbor, MI 48105. Offerors must comply with all instructions contained in provision 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. 52.204-7, 52.204-16 52.212-2, Evaluation - Commercial Items: FAR provision 52.212-2 does not apply to this solicitation.
