Description
A market survey is being conducted to determine if there are adequate Small Business, SBA-certified HUBZone, SBA-certified 8(a), Women-Owned, or Service Disabled Veteran-Owned Small Business (SDVOSB) contractors available for a proposed project who meet the specific criteria outlined below. This is not a solicitation Announcement or Request for Proposal. It does not constitute any commitment by the Government. No award will result from this notice. The purpose is to conduct market research to gain knowledge of potentially qualified sources. Responses to this Sources Sought Notice will be used by the Government to make an appropriate acquisition decision. The USDA will not award a contract on the basis of responses or pay for the preparation of any information submitted. Respondents will not be notified of the results of this notice. After completing an analysis of the responses, the Government will determine whether to limit competition to 8(a), HUBZone, SDVOSB, Women-Owned, or other small business firms, or to proceed with issuing an unrestricted solicitation, inviting full and open competition. A. Background Information The United States Department of Agriculture, National Agricultural Statistics Service (NASS), National Operations Division (NOD) Frames Maintenance Group (FMG) maintains a List Sampling Frame of farm operators and agri-businesses for the purpose of survey and census sampling. The NASS List Sampling Frame requires continuous regular maintenance and update to ensure full and accurate survey samples for the collection of data used to produce NASS reports. Maintaining a complete and accurate List Sampling Frame is critical to the production of the Census of Agriculture and Principal Federal Economic Indicator reports, which are Mission Essential Functions of the Agency. B. Purpose and Objectives of the Acquisition NASS requires access to a robust and comprehensive database of U.S. household and business information that consists of current addresses, telephone numbers, email addresses and demographic information for the purpose of maintenance and update to the NASS List Frame. Confidentiality laws, and NASS List Frame maintenance systems and record linkage tools require the delivery of product in a flat file format for internal Agency use. NASS requires access to full-file household and business databases, and quarterly updated files received electronically. Market research has revealed that Infogroup�s Household and Residential and Consumer Residential Cell Phone database is the only found product that provides the information and product delivery method NASS requires. C. Contractor Requirements: The Contractor shall provide: Household and Residential and Consumer Residential Cell Phone database access license for unlimited use Quarterly electronic delivery of updated and formatted database files for NASS internal use Account support and training as required by NASS D. Government Responsibilities The Government will and the Contractor shall affirm and agree that they are equal employment opportunity employers and are in full compliance with any and all applicable anti-discrimination laws, rules, and regulations. The Government will and the Contractor shall agree not to harass, discriminate against, or retaliate against any employee of the other because of his or her race, national origin, age, sex, religion, disability or handicap, marital status, or other category protected by law; nor shall either party cause or request the other party to engage in such discrimination, harassment, or retaliation. In the event of any complaint of unlawful discrimination, harassment, or retaliation by any Assigned Employee, the Government will and the Contractor shall agree to cooperate in the prompt investigation and resolution of such complaint. E. Reporting Requirements and Deliverables: Contractor shall deliver product electronically in quarterly intervals as specified by the Government F. Program Management and Control Requirements None. G. Inspection and Acceptance Requirements None H. Attachments None The NAICS is 519190, all Other Information Services with a size standard of $30 million dollars. Companies who have the experience, as well as an interest in doing business with NASS, should submit a Capabilities Statement which, for this notice, is not expected to be a proposal, but rather short statements regarding the company�s ability to demonstrate their expertise and experience in relation to the areas specified in this notice. Companies should also indicate whether they are a Small Business, SBA-certified HUBZone, SBA-certified 8(a), SDVOSB, or Women-Owned Small Business.
