Page 2 of 2 Access Control Management for VA Liberty House Montana VA Health Care System Fort Harrison MT 59636 BRIEF SCOPE OF WORK (This is for information only) This RFI (Request for Information) is for information only. No award will be made from this RFI. PURPOSE. The purpose of this project is to provide a more efficient and reliable Access Management System while remaining compatible with the existing campus security system to the Fort Harrison VA Liberty House located at 3680 Liberty LN, Fort Harrison, MT 59636. The Liberty House provides temporary housing for families visiting veterans. Location of Performance: VA Liberty House 3680 Liberty Lane Fort Harrison, MT 59636 SCOPE OF WORK This shall be a turn-key project with the Contractor providing all labor, materials, supervision, and transportation for removing old cores and installing new cores in the Liberty House facility. Contractor will remove existing door hardware to the 8 rooms, provide and install 8 new wireless locks, new infrastructure to support the wireless locks, Access Control Management Software and the infrastructure to support these systems. Infrastructure may include but is not limited to power supplies, hinges, wires, levers, routers, and other miscellaneous items. Contractor provided equipment/labor New Keyscan Management Software 8 new wireless keyscan locks for the overnight rooms Infrastructure to support wireless keyscan locks Power transfer hinges Electrified general levers Wire/misc. supplies Power supply Control panel 100 cards 2 Prox Readers for two exterior doors Liberty House Floor Plan Contractor will provide all labor, materials, supervision, tools, and equipment necessary to complete the work described above. Any and all site investigation, field verification, testing and research necessary to provide a fully functioning Access Control Management System shall be considered part of this scope. Re-performance work will be at no additional cost to the Government. Contractor shall submit pictures with time stamp in each the photo to document progress of construction. Photos will include equipment installed and any additional components needed. Contractor shall also provide red line drawings of the installed equipment to include system configuration and install details. Photos and red lines shall be stored on a CD and delivered to the COR within three (3) business days of the final installation of the system. Perform all work in strict accordance with the highest safety standards and applicable codes in order to eliminate the possibility of damage to installed machinery, equipment, personnel and building structures. Applicable Standards: NFPA 101 Life Safety Code, NFPA 70 National Electrical Code GENERAL INFORMATION QUALITY CONTROL. Contractor shall develop and maintain a quality program to ensure commonly accepted commercial practices. The Contractor shall develop and implement procedures to identify and prevent defective services from reoccurring. The COR shall have a point of contact for the Contractor to notify in case of customer complaints. HOURS OF OPERATION. Normal working hours will be based on the operational schedule of Liberty House, coordinate with the COR for Liberty House availability. Days of service will be Monday through Friday, from 8:00am MST to 5:00pm MST, unless otherwise approved by the COR. Services outside normal duty hours shall be coordinated through the COR prior to any work being performed. COORDINATIONS. Only the Contracting Officer is authorized to request/change services under this contract. All coordination s shall be made through the COR. All schedules shall be submitted to the government representative two (2) weeks prior to the proposed schedule. GENERAL CONDITIONS. Provide O&M manuals at completion of project. Minor shutdown requests for any utilities affected must be submitted at least 3 working days advance time. WARRANTY The VA is requesting a two-year warranty on all materials and a one-year warranty on all labor IMPORTANTR NOTE: This RFI (Request for Information) is for information only.
