The due date for responses has also been extended from 1/23/2021 to 1/28/2021.** SOURCES SOUGHT ANNOUNCEMENT � ADVANCED MOTION MEDIA, PHOTOJOURNALISM, AND GRAPHIC DESIGN TRAINING PROGRAMS � The Department of the Navy (DON) is seeking authorized sources to provide Advance Motion Media, Photojournalism, and Graphic Design training programs via on-site or hybrid format. RFI Tracking Number: � CONTRACTING OFFICE ADDRESS: � CMD Contracting Office 1000 NAVY PENTAGON ROOM 5B517 Washington, DC 20350 INTRODUCTION: � This is a Sources Sought Synopsis to determine the availability and technical capability of firms of all sizes, to include small and large businesses (including the following subsets, Small Disadvantaged Businesses, HUBZone Firms; Certified 8(a), Service-Disabled Veteran-Owned Small Businesses and Woman Owned Small Business) to provide the required products and/or services. DON is seeking firms to provide training of visual communicators in advanced storytelling skills. The requirement is to provide three advanced visual communication training programs: a Motion Media program for between 4 and 8 students; a Photojournalism course for between 8 and 12 students; and a Graphic Design course for between 2 and 4 students. The programs shall be about 30 academic weeks in length (e.g., two 15-week semesters). Each program will be 30 credit hours in total, or 15 credit hours� worth of classes per semester. The program time period should coincide with a typical academic year. DON expects the sources to provide not only the personnel, facilities, labor, and supplies to teach these programs, but also all student equipment, tools, materials, and other items and services as necessary. This Source Sought synopsis is requesting responses to the following criteria from businesses that can provide the required training and equipment under the NAICS Code. To assist DON in making a determination regarding the level of participation by small business in any subsequent procurement that may result from this Sources Sought, you are also encouraged to provide information regarding your plans to use joint venturing (JV) or partnering to meet each of the requirements areas contained herein. This includes responses from qualified and capable Small Businesses, Small Disadvantaged Businesses, Service Disabled-Veteran Owned Small Businesses, Women-owned Small Businesses, HUBZone Small Businesses, and 8(a) companies. Advanced Program of Instruction in Motion Media and Photojournalism Background. The U.S. Navy's Office of Information is the headquarters element for the Navy Public Affairs Community which is made up of nearly 1,500 Public Affairs Officers, Mass Communication Specialists (MCs), and civilian public affairs and visual information specialists. CHINFO has sole responsibility for public affairs within the Office of the Secretary of the Navy and OPNAV. CHINFO provides communication counsel, relationship management, issues management and crisis communication, reputation and environmental monitoring, information release, communication research and planning, communication product development and dissemination, communication evaluation and coordination. Objectives: The objective of this contract is to provide visual communicators with advanced storytelling skills not gained through experience or training available within the DOD. Provide an advanced program of instruction in visual communication and story telling. Scope. The scope of the work requires contractor provided instructors with comprehensive visual communication and storytelling experience to provide classroom instruction to DOD personnel in advanced Motion Media, Photojournalism, and Graphic Design disciplines. Performance Requirements. The advanced Motion Media, Photojournalism, and Graphic Design training support includes all personnel, facilities, labor, supplies, equipment, tools, materials, supervision, and other items and services necessary to teach advanced visual communication and storytelling for 14-24 military students (hereafter referred to as Government Students) during the period of performance. The instruction for each of the three courses should be developed for a cohort of 4-12 Government Students and should coincide during the time period of a typical university/college academic year, or about 30 academic weeks in length (two 15-week semesters).
