- The Bureau of Reclamation, Lower Colorado Region, is contemplating a project for the removal of debris and sediment within the Main Outlet Drain Extension (MODE) below the historic Prison Hill area siphon in Yuma. Arizona. The Prison Hill Siphon is a 3,050-foot long, 10-foot diameter, reinforced concrete-lined pipe, single barrel siphon. This contract is to clean out the siphon to improve water flow, as it is an important throughway to other tunnel. A priority list to be created to tackle specific blockages, first, in the siphon and determine whether there is a need to come back the following year to clear additional blockages in the siphon. Briefly, the work includes but is not limited to the following (see attached draft PWS): a. The siphon is 50% plugged in the first 100 feet of the tunnel, with debris and sediment limiting movement to no further than 1,000 feet, before reaching debris dams (trash and sediment blockages). b. Need to determine the best method for cleaning and clearing the siphon and provide capability statements for similar work previously completed. Capability statements are to be submitted no later than Friday, February 5, 2021 by 4 p.m. Pacific Daylight time. The capability statement should include the following information and shall be no longer than 4 pages: (1) Provide business name, address, business size and type (8(a), HUBZone, Service Disabled Veteran, Small Business, Large Business, etc.), and point of contact to include e-mail address and telephone number. (2) Demonstrate the firm's experience by providing a list of projects completed within the past five years where this type of work was completed. Provide type of project; where the project was/is located; dollar magnitude of the project; owners of the project; project duration; and if the project was completed on time and within budget. c. Prison Hill Cleaning Industry Day is tentatively scheduled for February 17, 2021. This event may be held virtually or in person based on current COVID restrictions at the time and may include individual or group site visits at the location. If your company is interested in attending, please provide (1) your company name, (2) names of attendees, and (3) email address of attendees along with your capability statement submission. Additional information will be provided to those who respond. When it is determined that a formal solicitation will be issued, a notice will be posted on Federal Business Opportunities web site at https://beta.sam.gov/. The applicable North American Industry Classification System (NAICS) code is NAICS 562119 Other Waste Collection. The government is open to suggestions of other possible NAICS. The applicable Product Service Code is PSC Z1NE Maintenance of Water Supply Facilities. The small business size standard is $36.5 million average annual receipts. Registration with System for Award Management (SAM), as required by FAR 4.1102 and 4.1201, will apply to this procurement. Prospective contractors must be registered by the date proposals are due. Lack of registration in the SAM database will make an offeror ineligible for award. Information on SAM registration can be obtained via the Internet at https://beta.sam.gov/.
