- The 325th Contracting Squadron (325 CONS) is publicizing this sources sought/request for information notice in order to gather industry information and seek information from any firms that have an interest in submitting a response as a Prime Contractor to operate a cement batch plant on Tyndall Air Force Base, Florida. A solicitation is not being issued at this time.� This is not a Request for Proposal (RFP) or Invitation for Bid (IFB), and shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. Responses will not be considered as proposals, nor will any award be made as a result. The U.S. Air Force will not be responsible for any costs incurred by interested parties in responding to this notice. Any future solicitation, including specifications and/or drawings, will be made available only on the Beta.SAM website (https://beta.sam.gov). Interested Parties are solely responsible for monitoring the aforementioned website for the release of a solicitation package and/or any updates and/or amendments. A Batch plant is being considered in support of Tyndall AFB�s reconstruction effort. During the rebuild period (approximately 3-5 years), the contractor will provide all equipment, materials, and personnel to erect and operate a fully functional concrete batch plant on Tyndall AFB.� The batch plant will be a resource made available to the Tyndall AFB Rebuild program and will support approximately 44 Military Construction (MILCON) and 216 Facilities Sustainment, Restoration and Modernization (FSRM) projects for approximately 120 new facilities, 3 base gates, and accompanying roadway changes. This contract does not guarantee exclusive work with these projects, but will be available as an on-site option for general contractors to purchase concrete. The batch plant is expected to produce industry standard concrete for vertical and horizontal construction, as well as airfield pavement throughout the rebuild program. Tyndall AFB will be providing adequate space for the plant along with water and electrical utilities. �All personnel, equipment and vehicles working on Tyndall AFB will be vetted by the 325 Security Forces Squadron. Some additional anticipations/assumptions are: The Government is anticipating a Concessionaire Contract but open for discussion based on market research. Batch Plant operations will be solely for the contractors working on Tyndall AFB. Deliveries may be delivered to all parts of the base.� The Batch Plant may have the ability to provide services to 12 � 15 different general contractors however the exact number of contractors is unknown. Tyndall AFB reserves the right to perform safety inspections to ensure the plant is adhering to all local, state, and federal laws/regulations. The Batch Plant will be responsible for scheduling and/or prioritizing incoming requests. A master schedule will be provided with contractor data. The purpose of this sources sought notice is to gain knowledge of qualified and available sources within the North American Industry Classification System (NAICS) 327320. The anticipated services are for a contractor to provide plant operations at the location with the contractor earning through the sale to prime contractors performing the rebuild.� The Government is interested in any and all information that would allow the creation of the performance work statement, requirement parameters, and industry standards.� All interested parties are invited to respond and must be currently registered in the System for Award Management (SAM) database (http://www.sam.gov/). 325 CONS is requesting all interested firms respond to this sources sought notice with the following information: Name, address, email, and website if applicable; Your company�s business size and capability statement showing history of operating a concrete batch plant. Provide any information that would help create a performance work statement. Provide specifications / parameters that a batch plant would need to be able to fulfill a variety of types of concrete mixes as well as various batch quantities. Provide the industry standards of operating a concrete batch plant. Length of time to make various types of concrete. Time it takes to change the specifications from one batch to the next. Does the batch plant typically own their own cement trucks? Are there any distance restrictions for delivering concrete? Are there minimums/maximums to batch sizes? Provide a performance work statement or statement of work of a batch plant operation that you have operated. Discuss a typical pricing scheme/criteria that is used for batch plant operations to include possible discounts to contractors.� Are batch plants portable, semi-permanent, or permanent? What are the typical work hours for a batch plant? Do you have the capability to operate nights, weekends, and holidays? Discuss the various types/strengths of concrete you can produce and at what volumes. Are there any limitations to production or the delivery of a concrete order? Discuss standard insurance coverages for operating a batch plant.
