- This notice is not a request for proposals.��The General Services Administration, Public Buildings Service, Rocky Mountain Region (Region 8) anticipates award of a contract to Anderson Hallas Architects, PC under the authority of FAR 6.302-1(a) (41 U.S.C. 3304(a)(1)), ""Only one responsible source and no other supplies or services will satisfy agency requirements."" A solicitation for this requirement will not be made available, and this notice is for informational purposes only. All responsible sources that believe they can perform these services in their entirety must submit a written notification of interest and capability statement no later than February 22, 2021 by 12:01 a.m. Mountain Time, which will be considered by the agency. Any written notice of interest and capability statements must be submitted directly to Dylan White at dylan.white@gsa.gov. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Region 8 has a need for professional architect-engineer services for a complete solution to achieve continuity of design and A/E services�through construction. The requirement is a follow-on effort for the continued production and development of a design for the Judges' Chambers Renovations at the Mike Mansfield Federal Building & U.S. Courthouse, 400 N Main Street, Butte, MT. Project goals and objectives require the modification of the original design documents to meet the reduced scope of work. Some key considerations include designing within the established budget and preparation of an estimated cost of construction at award (ECCA) with precision to ensure delivery of construction within the budget. Annotations and comments have been made on the complete set of drawings that will be given priority in design. Work items with a high probability for inclusion in the redesign are resurface/skim coat walls, paint, remove and recess all surface mounted electrical conduits, modify/replace�ceiling wall L-channels, relocation of light fixtures, new sink and cabinetry in breakroom area, and security infrastructure considerations. The complete A/E solution includes professional services for post design A/E services, construction management / inspection services, and third-party abatement oversight services. Anderson Hallas Architects, PC is uniquely positioned as the architect of record�to provide these design and A/E services as a follow-on effort for the continued production and development of the existing design. The continued design development requires the A/E firm to accept all calculations, measurements, specifications, and drawings as the baseline for the redesign effort. A need exists for project continuity given the significant amount of time and various iterations in the design process. As the architect of record, Anderson Hallas is the only known source that can deliver the level of continuity required for a complete A/E solution using the existing design as the baseline. Anderson Hallas has a level of technical familiarity and institutional knowledge of the project about the existing design, requirements, specifications, scope, site conditions, calculations, and building systems. The acquired specialized knowledge and experience with the project uniquely positions Anderson Hallas as the only available source to perform the redesign and A/E services without substantial duplication of costs to the Government.��The retention of the architect of record through the construction phase to perform the identified Ca/CM services, third-party abatement oversight, and inspections is also required to achieve continuity throughout the project. This presolicitation notice shall not be construed as a request for proposal nor as a commitment by the Government. The Government shall not be responsible for any costs incurred in response to this notice.
