- NOTICE OF INTENT TO AWARD SOLE SOURCE This Notice of Intent is to Sole Source Project Title: VA Triennial Cancer Program Survey. The Department of Veterans Affairs (VA), Veterans Integrated Service Network (VISN) 02, Northport VA Medical Center (Northport, NY) hereby submits a notice of intent to award a sole source firm-fixed-price purchase order for fees to the American College of Surgeons Commission on Cancer. The North American Industrial Classification System (NAICS) code for this acquisition is 541990, and the size standard is $16.5M. The Department of Veterans Affairs proposes a sole source, firm-fixed price purchase order for American College of Surgeons Commission on Cancer Triennial Cancer Program Survey. The Survey provides an external peer review of all processes involved in the care of veterans with cancer in the Northport VA Medical Center catchment area and is necessary for Committee on Cancer accreditation. The contractor shall provide all labor, travel, and lodging to evaluate and accredit the Northport VAMC Cancer program. The site visit reviewer s role is to define the standards and verify that the cancer program is in compliance. (see the draft statement of work attached) The purchase order will be for a base year with four option year to followed. It will be awarded at a total price estimated at $50,00.00. Participating Healthcare Facility: Northport VA Medical Center, 79 Middleville Road, Northport, NY. The proposed contract is for items for which the Government intends to solicit and negotiate with only one source under the Authority of FAR 13.106 based on the application of FAR 6.302-3(a)(2)(ii). This is a notice of intent to award a single-source procurement action and is not a request for competitive proposals. This hereby constitutes a synopsis of the action proposed in this announcement. Responses to this notice must demonstrate clear and convincing evidence that competition would be advantageous to the Government, would not be cost or time prohibitive, and would not hinder the mission or objective. The determination not to compete this proposed contract action is solely within the discretion of the Government. Information received will normally be considered for the purposes of determining whether to conduct a competitive procurement. The Government will not be responsible for any costs incurred by responding to this notice. This is NOT a request for quotes or proposals. This is not a solicitation.
