The work will be done in two phases, which are detailed below. Each phase was designed by AE firm Ross and Baruzzini, however, due the nature of items discovered during the initial design, Construction Administration (CA) will be accomplished by two different companies. Phase 1 CA will be covered by HFS, and phase 2 CA will be administered by Guidon Design, Inc. Phase 2 will only be started when phase 1 is completed and with the written approval of the COR. All work in both phases will be accomplished within 350 days of the notice to proceed (NTP) being issued. Criteria: The Contractor shall provide all labor, material, transportation and equipment to perform the work outlined below. All installed items will be checked by the COR, the project Electrical Engineer and JB Maintenance and Operations (M&O) personnel for complete functionality prior to project completion. If the installed work does not function to the standards of M&O personnel the contractor shall fix any discrepancies at no cost to the Government. The Scope of Work for this project shall consist of the following: Phase 1: The purpose of phase 1 of the project is to create a generator connection that will allow the hospital and all other buildings currently fed from Bldg. 17 (i.e. the main service entrance switchgear) to be fed by emergency generator power. For specific information on the required materials, installations and locations, refer to the construction drawings and specifications for this project. Creation of this connection will necessarily involve power outages. All outages of any type should be minimized as much as possible and must be scheduled on weekends. Also, all outages of any type must be scheduled a minimum of 3 weeks in advance with JC Maintenance and Operations. Phase 2: The purpose of phase 2 of the project is to re-build the existing Main Service Entrance Switchgear in Bldg. 17. Note that this is not new building construction but rather a gut of much of the interior components of the existing building. The intent is to minimize downtime of the switchgear and keep the hospital at 100% power as much as possible. To accomplish this the main-tie will be used, with the generator connection and rented generators (i.e. phase 1) as a back-up. The original switchgear was manufactured by Westinghouse, which was bought by Eaton in the 90 s, and the project Engineer has coordinated extensively with Eaton and Ameren UE in the creation of the construction drawings and specifications. For specific information on the required materials, installations and locations, refer to the construction drawings and specifications for this project. For both Phases: At the beginning of the project, the Contractor will create a Gantt chart or similar spreadsheet to indicate project phasing and supply it to the COR. The contractor shall be responsible for updating the spreadsheet as the project progresses. All work shall comply all VA TIL specifications. All Contractor personnel shall wear the proper safety equipment required by all applicable OSHA, MO State, Federal and VA Safety regulations to accomplish this type of work. All work shall comply with all VA health care provisions, such as ICRA (Infection Control Risk Assessment) provisions, ILSM, and all applicable State and U.S. Federal Codes. For all items removed by this Statement of Work, the Contractor shall be responsible for the safe and legal disposal or recycle of all items listed. The Contractor will have signed paperwork from the disposal site or recycle center indicating all removed items are disposed of properly and in accordance with all applicable State and Federal Codes and Laws. Note: Per 6500.6, CONTRACT SECURITY CHECKLIST FOR INITIATION PHASE OF ACQUISITIONS: The Authorization requirements do not apply, and a Security Accreditation Package is not required.""
