- DEPARTMENT OF VETERANS AFFAIRS Justification for Single Source Awards IAW FAR 13.106-1 For Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K) Acquisition Plan Action ID: 36C246-21-AP-1497 Contracting Activity: Department of Veterans Affairs, VISN 6, Durham VA Medical Center, Purchase Request 558-21-2-2173-0118. Brief Description of Supplies/ Services required and the intended use/Estimated Amount: The DVAMC echo lab sonographers are not performing transthoracic echocardiograms on known COVID positive patients. The hospitalist section has three Vscan hand held devices that are good at gross bedside examinations. However given the limitation of screen size and resolution, they have limited use for assessment of pathology for Covid 19 patients. Durham VAMC requires one device with better resolution, larger screen size that has mobility, internal storage, whose purchase gives the hospitalist section ongoing training, and thus would fill this gap between what their current devices can provide and what their standard TTE would offer in diagnosis. In addition, the images acquired via this Sonosite PX are better quality for hospitalist portfolio and verification, that is needed for certification via SHM. The Sonosite PX has anatomic orientation and teaching functions that the hospitalist POCUS leads hope to utilize in internal training seminars for HOSPITALIST attendings and possibly in an PGY1 medicine resident POCUS course. This will meet patient care needs (COVID patients as above) and educational mission for internal training. Durham VAMC has also standardized on Sonosite for the hospital. This order is for $43,890.00. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: The Department of Veteran Affairs, Veterans Health Administration, Network Contracting Office 6, Hampton VA 23667, intends to negotiate a Sole Source Firm-Fixed Price contract for the Sonosite PX, for the Durham VAMC with Fujifilm Sonosite, Inc. in accordance with 41 USC ยง3304(a)(2) as implemented by FAR 6.302-2; Unusual and Compelling Urgency. This ultrasound, that is the standard for Durham VAMC, is available from the OEM within 10 14 days. The OEM has provided a sole source letter that states that new Sonosite Ultrasound machines are only available from the manufacturer. DLA and the VA NAC have a contract for this HTME and it is always purchased using that contract, for orders over $50,000.00. This order is for $43,890.00. Fujifilm Sonosite, Inc. is offering this ultrasound at the contract price. Description of market research conducted and results or statement why it was not conducted: A VIP search using the key word Sonosite identified 4 SDVOSB but non of them can provide new equipment with the factory warranty, per the sole source letter provided by the OEM. Durham VAMC has standardized on Sonosite ultrasound. This is urgent and compelling due to its need to treat COVID patients.
