Description

This notice is in accordance with FAR Subpart 5.2, Synopses of Proposed Contract Actions. The Pension Benefit Guaranty Corporation (PBGC), Procurement Division is the contracting office for this procurement. The purpose of this notice is to announce the intent to award a firm-fixed- price purchase order on a sole source basis to Bloomberg Finance L.P., 731 Lexington Ave, New York, NY 10022-1331 (DUNS: 809980993) in accordance with FAR Part 12 and FAR Subpart 13.501. The Contractor shall provide an asset valuation services subscription for the following services on a stand-alone basis: a) prices for marketable securities; b) prices for illiquid assets; c) analytic capabilities across all asset classes; d) access to current and historical market data; and e) actual values vs derived values. Bloomberg is the only provider that offers all the tools PBGC requires to perform accurate, current and historical pricing of various plan assets. The pricing services are being procured to allow PBGC to accurately value various plan assets consisting of stocks, bonds, dividends, money market funds, trusts and hard-to-value assets/illiquid securities (i.e. real estate, art, rare coins, cars, other valuables, etc.). The service assists PBGC in performing the valuation of pension plan assets at the Date of Plan Termination for the purpose of paying timely and accurate pension benefits to plan participants.� It is anticipated that purchase order award will be issued on or before March 24, 2021, with a one (1) year base period and four (4) one (1) year option periods of performance from March 24, 2021 through March 23, 2026, if all options are exercised. The applicable NAICS Code is 519130 (Internet Publishing and Broadcasting and Web Search Portals). This is NOT a request for competitive quotes. This notice of intent is for informational purposes only. However, all interested parties may submit their capability statements for the required services, which shall be considered by the agency if received by the Points of Contact (POC) listed below by 3:00 PM, EDT, January 28, 2021 (reference Solicitation No16PBGC21Q0021.). A determination to compete the proposed procurement based upon responses to this notice is solely with the discretion of the Government.
